Abstract

Abstract The interdependence between humans in living in society shows that humans, apart from being individual beings, are also social beings who are always in contact with other humans, which Aristotle known as zoon politicon. To maintain harmonious relationships and continuity of life, one of the most important elements is awareness of community law as an important basis for organizing life together in various aspects of life, especially those related to the status of ownership of land rights, including customary land. The desire to own, control land objects and enjoy the fruits of the land for a relatively long time and maintain ownership rights over the land until passing it on to heirs is regulated in accordance with the provisions of local customary law which have long been guided and practiced by the community. The legal rules adopted by the Amfoang indigenous community clearly regulated land ownership rights long before the enactment of Law Number 5 of 1960 concerning Basic Agrarian Regulations. However, the interdependence of the community, which is characteristic of the Amfoang indigenous community, ultimately creates the potential for land disputes within the community. This is not because of the weakness of the legal system adopted but because of the legal awareness and legal knowledge of the community as well as the unity of various elements which is the cause of the weakening of the status of land ownership rights in the Amfoang community.

Abstract

Land registration is an important activity that needs to be adhered to by the community because through land registration a certificate of land rights will be issued. The certificate is a proof tool that can provide protection and certainty to the land and the community as landowners. Land registration can also be carried out in all regions of the Republic of Indonesia. However, in certain areas there are still people who have not participated in registering their land. This can lead to agrarian conflicts because there is no proof of ownership / control over the land. The lack of land registration is also still found in the lives of people in Patawang Village, Umalulu District, East Sumba Regency. In response to these problems, it is necessary to conduct socialisation on land registration in Patawang Village. The aim is to increase the participation of the Patawang Village community towards land registration and encourage legal protection of land. The method used in this PKM is socialisation accompanied by discussion and questions and answers. In this activity, the PKM team conveyed information related to the legal basis of land registration, the definition of land registration, the importance of land registration, land registration organisers, the principles of land registration, land registration objects, land registration requirements, land registration stages, and the land registration system in Indonesia. Through socialisation activities, the community has an adequate understanding of land registration so that it can increase community participation in following land registration and realising legal protection of land.

Abstract

Reformasi hukum di era digital merupakan langkah strategis dalam menghadapi dinamika perkembangan teknologi informasi yang pesat di Indonesia. Era digital menghadirkan tantangan kompleks, seperti keamanan data, perlindungan privasi, regulasi e-commerce, dan pengelolaan informasi digital, yang menuntut adaptasi kerangka hukum yang responsif dan inklusif. Studi ini menganalisis tantangan utama yang dihadapi oleh sistem hukum di Indonesia dalam merespons revolusi digital, termasuk keterbatasan regulasi yang ada, minimnya kesadaran hukum masyarakat, dan kesenjangan infrastruktur teknologi. Selain itu, penelitian ini juga mengeksplorasi peluang yang ditawarkan era digital, seperti penguatan efisiensi administrasi hukum melalui teknologi, penyediaan layanan hukum berbasis digital, dan peningkatan akses masyarakat terhadap keadilan. Dengan menggunakan pendekatan kualitatif, penelitian ini mengkaji literatur terkait, peraturan perundang-undangan, serta kasus-kasus hukum digital di Indonesia. Hasil penelitian menunjukkan bahwa reformasi hukum yang efektif di era digital memerlukan pembaruan regulasi yang komprehensif, penguatan kapasitas institusi hukum, serta kolaborasi antara pemerintah, sektor swasta, dan masyarakat. Temuan ini memberikan rekomendasi strategis untuk mewujudkan ekosistem hukum yang adaptif dan berkeadilan dalam era digital.

Abstract

Domestic Violence (DV) remains a serious human rights violation in Indonesia, particularly in rural areas with limited access to legal services and victim protection. East Nusa Tenggara Province, including Timor Tengah Utara Regency, continues to record high incidences of domestic violence influenced by patriarchal culture, low legal awareness, and the predominance of customary-based settlements that often disadvantage victims. This community service program aims to enhance legal awareness and understanding among the residents of Bitefa Village, Miomaffo Timur District, Timor Tengah Utara Regency, regarding Law Number 23 of 2004 on the Elimination of Domestic Violence as a preventive and responsive legal framework. The activity employed a legal counseling method through structured presentations, interactive discussions, and evaluation using pre-test and post-test instruments. The program was conducted on September 23, 2025, involving 25 participants consisting of village officials, hamlet heads, and community members. The materials delivered covered the definition of domestic violence, its various forms, legal protection mechanisms for victims, criminal sanctions for perpetrators, as well as the roles of the state and the community in preventing and addressing domestic violence. The results indicate a significant improvement in participants’ understanding of domestic violence and the legal protections available to victims after the counseling session. The discussion sessions revealed a shift in community perspectives, particularly regarding the relationship between customary law and state law in handling domestic violence cases. This program is expected to contribute to the prevention of domestic violence and to support the creation of a safe, harmonious, and gender-just household environment in Bitefa Village, in line with the National Action Plan on the Elimination of Domestic Violence
