Abstract

This thesis is the result of research on Conflict Management of the North Sulawesi Provincial Kesbangpolda Agency with a case study of conflict handling between community organizations of the Muslim Solidarity Agency (BSM) and the Manguni Makasiouw traditional forces in Bitung City, North Sulawesi Province. The research method used is qualitative descriptive with data collection techniques through interviews, observations, and documentation. Data analysis method with data reduction, data presentation and conclusion drawn.From the results of research and discussion, it can be concluded that the conflict management carried out is adequate. The causes of conflict can be known to be individual differences due to underage members who have unstable emotions, provocateurs who use diversity to pit people against each other, external influences (conflict between Israel and Palestine), and the use of social media that is not balanced with an understanding of the issues from outside. Then it can be seen that the obstacles are budget, human resources and science and technology, while the supporters are infrastructure, science and technology, regulations, political conditions, and a safe and controlled situation.Thus, the advice that can be given by the author is that the North Sulawesi Provincial Government, in this case the Kesbangpolda Agency of North Sulawesi Province, must be ready to maintain harmony between religious communities and between mass organizations by paying attention to the North Sulawesi motto “Sitou Timou Tumou Tou” by being able to utilize current science and technology in an effort to implement consensus through technology, sufficient budgeting to facilitate public understanding of the forms and impacts of conflict, prepare adequate human resources in preventing and handling conflicts, and pay attention to the membership of mass organizations that are still underage.

Abstract

Berdasarkan data laporan Kabupaten Labuhanbatu dalam angka Tahun 2020, dapat dipahami bahwa ada tiga sumber pendapatan daerah dari pajak yang belum maksimal yaitu Pajak Sarang Burung Walet, Pajak Bumi dan Bangunan, dan Pajak Bea Perolehan Hak Atas Tanah dan Bangunan. Tujuan dari penelitian ini adalah untuk mengetahui dan merumuskan; 1) Strategi Badan Pendapatan Daerah Kabupaten Labuhanbatu dalam mencapai target penerimaan Pajak Bumi dan Bangunan (PBB) dan Bea Hak atas Tanah dan Bangunan (BPHTB); 2) Faktor internal dan faktor eksternal dalam mencapai target penerimanaan penerimaan Pajak Bumi dan Bangunan (PBB) dan Bea Hak atas Tanah dan Bangunan (BPHTB). Metode penelitian yang digunakan penulis adalah metode diskriptif dengan cara pendekatan kualitatif, maka dari itu penulis sebagai instrumen kunci harus melakukan survey lokasi langsung ke objek penelitian yang dituju. Teknik pengumpulan data menggunakan observasi, Wawancara, dan Teknik Dokumentasi. Hasil penelitian menunjukkan bahwa; Pertama, strategi yang efektif yang sudah dilakukan oleh Badan Pendapatan Daerah Kabupaten Labuhanbatu terbagi menjadi tiga bagian yaitu; 1) verifiikasi data; 2) validasi data; 3) update data. Strategi ini sudah berjalan baik dan terus dilakukan oleh BAPPEDA Kabupaten Labuhanbatu. Kedua, analisis faktor Lingkungan Internal, Kekuatan; 1) Tersedia sarana dan prasarana yang memadai; 2) Memiliki Sumber Daya Manusia yang mencukupi dalam kedisipilinan dan kompetensinya; 3) Memiliki payung hukum Pusat dan Daerah sebagai dasar penetapan. Kelemahan; 1) Belum memiliki sistem informasi berbasis IT/Online; 2) Terbatasnya tempat-tempat pembayaran dan pelayanan: 3) Belum memiliki fasilitas kendaraan operasional jemput bola pelayanan dan pembayaran PBB ke setiap Kelurahan, Peluang; 1) Semakin solidnya kerja sama; 2) Adanya dukungan kemajuan informasi dan komunikasi. Ancaman; 1) Terdapat sebagian besar wajib pajak yang kurang kooperatif dan menghindari membayar pajak; 2) Masih terdapat masyarakat yang belum menginformasikan tanah dan bangunan nya ke Kantor Pelayanan Pajak.

Abstract

This study aims to analyze the effectiveness of the performance of Individual Other Service Providers (PJLP) in managing archives within the DKI Jakarta Provincial Government, focusing on five main agencies, namely the Library and Archives Service (Dispusip), Regional Asset Management Agency (BPAD), Regional Personnel Agency (BKD), Regional Financial Management Agency (BPKD), and the Public Works, Spatial Planning, and Land Agency (DCKTRP). The study uses a descriptive qualitative approach, with data collection techniques through in-depth interviews with structural officials and PJLP, as well as documentation studies. The theoretical framework used is the performance theory from Kasmir (2018) which includes six work criteria: quality, quantity, timeliness, cost efficiency, supervision, and work relationships. In addition, this study also uses a government science approach through the principle of good governance and the Kybernology theory from Taliziduhu Ndraha to understand the position of PJLP in the regional government bureaucracy system. The results of the study show that the performance of PJLP is considered quite effective in supporting archive management, especially in terms of quality and cost efficiency. Agencies such as Dispusip and BPKD noted the performance of PJLP which had minimal errors, was disciplined, and complied with SOPs. Work productivity was also high, with a clear daily workload and measurable reporting. In terms of cost efficiency, all agencies stated that the existence of PJLP was more efficient and safer than outsourcing. However, there are still significant challenges that affect overall effectiveness, such as the educational background of PJLP which is not yet appropriate, the annual contract status that does not guarantee sustainability, limited work facilities, the lack of ASN archivists as supervisors, and the absence of uniform standard operating procedures between agencies.
