This research is a qualitative research with data collection methods using qualitative descriptive research methods. Data sources were obtained through interviews, observations and documents. After the collected data was analyzed again, data analysis techniques were used, namely the SWOT analysis method was used for data reduction, data presentation and data verification. This study was conducted in several SKPD that have the potential to produce PAD which has not been maximized so far. The results of the study show that the strategic environment related to PAD management in North Lampung Regency is produced with ordinate values of x= -0.03 and y = 0.55 which indicates that the SWOT results of this study are in quadrant III, namely a position that is weak internally but still has a chance to be developed. Abstract

The problems studied in this research are regarding the practice of sharing cattle and livestock results in the community in Limpomajang sub-district, Majauleng sub-district, and Wajo Regency. The purpose of this research is to find out how profit-sharing contracts (mudharabah) are practiced in the community and to find out the perspective of Sharia economic law regarding the system used. In this research, the method used is field research with a normative approach; and the data analysis used is the Miles and Huberman model of data analysis. The informants in this research are people who keep cattle and who own cattle in Limpomajang Village. The results of the research show that in the practice of sharing cattle products from a Sharia economic law perspective in the community, there are no elements of gharar and dharar contained in this collaboration because the cooperation implemented is based on the principles of trust and kinship. The cattle owner (shahibul mal) bears the costs of medicine and rope, and the cattle breeder (mudharib) is responsible for looking after the cattle entrusted to him. The principles applied are based on the principles of trust and kinship as well as the pleasure of both parties. Apart from that, mutual trust and a spirit of mutual assistance are also the main foundations for the community to implement this kind of cooperation agreement.

Abstract

Agriculture is a key sector of the Indonesian economy, with shallots being one of the most important commodities. However, limited access to electricity in rural areas is often a barrier to the implementation of efficient irrigation systems. This research focuses on developing an automatic shallot irrigation system using a solar pump. The system is designed by using solar panels to convert solar energy into electricity to power the water pump. They use an Arduino-based control system integrated with a real-time clock (RTC) to automatically set the watering schedule so that plants can be watered at the right time without human intervention. Tests were conducted on 96 m² of land to evaluate the performance of the automation system, energy efficiency, and system performance under actual operating conditions. The testing results show that the system can operate efficiently, with the solar panel generating enough energy to power the pump and maintain watering continuity. The system can reduce dependence on conventional electricity, providing a sustainable and environmentally friendly irrigation solution. As such, the system provides an effective solution for agricultural systems in areas with limited access to electricity, while supporting the use of renewable energy.

Abstract

Indonesia's public-private partnerships (PPP) have become a key strategy to address infrastructure development challenges and other vital sectors. While PPPs have significant potential to drive sustainable economic growth, their implementation in Indonesia still faces various challenges, particularly concerning legal certainty and transparency. This study examines the challenges encountered in PPP execution, focusing on legal and transparency issues in project management. Based on the analysis of several case studies related to PPP, such as geotourism development in Belitong, the impact of the pandemic on export sectors, and the strengthening of immunization systems, the research identifies how public-private collaboration can significantly contribute to sectors like tourism, economy, and healthcare. However, major challenges include unclear regulations regarding the allocation of risks, rights, and responsibilities between the parties involved and a lack of effective transparency mechanisms in project management. This study also analyzes existing regulations, such as Law No. 2 of 2017 on Construction Services and Presidential Regulation No. 38 of 2015, and discusses the need for revisions and improvements. The findings suggest that, for PPP projects to succeed and be sustainable, strengthening legal frameworks and improving transparency are essential, ensuring that the collaboration between the government and the private sector operates more efficiently and maximally benefits Indonesia's development.

Abstract

This study discusses the problems in the implementation of Government Regulation Number 94 of 2021 concerning Civil Servant Discipline at the Regional Secretariat of North Sulawesi Province. Although this policy aims to strengthen the culture of ASN discipline, in its implementation there are still obstacles that have an impact on its effectiveness. The focus of the research is directed at the Implementation of Government Regulations on Civil Servant Discipline at the Regional Secretariat of North Sulawesi Province. This study uses a qualitative approach with a descriptive method. Data collection techniques are carried out through in-depth interviews, observations, and documentation studies. Data analysis is carried out interactively using the Van Meter and Van Horn policy implementation theory, which includes six main variables: policy standards and targets, resources, characteristics of implementing agents, inter-organizational communication, socio-political environmental conditions, and implementer dispositions. The results of the study indicate that the implementation of the civil servant discipline policy has not been fully optimal. Some of the obstacles found include the lack of employee understanding of the contents of the regulations, limitations in terms of policy socialization, budget limitations, and the suboptimal supporting facilities and infrastructure. In addition, communication between work units is not yet fully consistent, which has an impact on the coordination of policy implementation. The conclusion of this study is that the implementation of Government Regulation Number 94 of 2021 still needs to be strengthened through increasing human resource capacity, ongoing socialization, and consistent supervision. The researcher recommends improvements in aspects of internal communication, budget allocation for disciplinary enforcement activities, and the use of information technology to support effective policy implementation.

Abstract

The increase in the number of requests for IT services provided by the IT Bureau is not accompanied by an increase in user satisfaction of IT services, this is indicated by a decrease in the satisfaction index for IT services by several work units at the BPK. In order to increase user satisfaction with IT services, the Author is interested in conducting research on the Effect of Implementation of Service Standards and Information Systems Policies on User Satisfaction of the Melati Application at the Audit Board of the Republic of Indonesia. This study uses a quantitative method with primary data collection techniques by distributing questionnaires to 275 IT service users at the BPK Head Office. The collected data were processed using the Covariance Based - Structural Equation Model (CB-SEM) analysis technique using Smart-PLS software. The results of the study showed that user satisfaction of the MELATI application (Y) was influenced by the implementation of service standard policies (X1) and information systems (X2) by 67.5% and the remaining 32.5% was influenced by other variables not used in this study. The variable of IT service standard policy implementation (X1) has a large and significant effect on user satisfaction of MELATI application in BPK with a path coefficient value of 0.495, t-value of 8.378> t-table 1.96 and p-value of 0.000 <0.05. Information system (X2) has a large and significant effect on user satisfaction of MELATI application in BPK with a path coefficient value of 0.465 or 46.5%, t-value of 8.199> t-table 1.96, and p-value of 0.000 <0.05. Efforts that can be made by the BPK IT Bureau are to improve the implementation of service standard policies and information systems by increasing the quantity of resources, communication, evaluation and updating of IT service standard policies and SOPs and implementing a survey of IT service user satisfaction on the MELATI application.
