Abstract

Penelitian ini berjudul Collaborative Governance dalam Pengembangan Pariwisata Budaya di Kabupaten Ngada Provinsi Nusa Tenggara Timur. Dalam pelaksanaan pengembangan pariwisata budaya dengan menggunakan collaborative governance, Dinas Pariwisata dan Kebudayaan Kabupaten Ngada belum mampu mememberikan hasil yang baik sebagaimana yang diharapkan. Permasalahan yang terjadi berkaitan dengan ketidaksiapan akses, sarana prasarana dan fasilitas pendukung, kurangnya kerjasama antara pemerintah, masyarakat dan akademisi dalam pengelolaan sampah dan lingkungan, serta kurangnya promosi dari media massa mengenai potensi pariwisata budaya. Penelitian ini menggunakan teori collaborative governance yang dikemukakan oleh Donahue & Zeckhauser yang melihat pelaksanaan kolaborasi dari empat hal, yakni Collaboration for Productivity, Collaboration for Information, Collaboration for Legitimacy, dan Collaboration for Resources. Hasil analisis menunjukkan bahwa strategi yang dapat digunakan oleh Dinas Pariwisata dan Kebudayaan Kabupaten Ngada dalam pengembangan pariwisata budaya yaitu: (1) Pengembangan nilai-nilai budaya lokal melalui upaya perlindungan, pelestarian, pengembangan dan pemanfaatan budaya daerah; (2) Pengembangan kebijakan dan regulasi yang handal dan sesuai dengan norma agama dan budaya masyarakat; (3) Pengembangan pemasaran melalui media massa dalam pemasaran pariwisata yang kreatif sehingga dapat menarik minat wisatawan untuk berkunjung ke Kabupaten Ngada; (4) Peningkatan kapasitas dan kompetensi sumber daya manusia pemerintahan, industri pariwisata dan masyarakat dalam perencanaan, pengelolaan dan pengendalian pariwisata yang kreatif dan berwawasan lingkungan; (5) Melakukan kerjasama yang baik dalam pengelolaan objek wisata dan pelestarian kebudayaan Ngada Bersama dengan unsur-unsur terkait; (6) Pengelolaan anggaran yang baik sehingga alokasi anggaran yang ada dapat dimaksimalkan dalam rangka pengembangan pariwisata budaya di Kabupaten Ngada.

Abstract

This research is motivated by the lack of performance of human resources in the Protocol and Leadership Communication Section at the Bandung City Regional Secretariat. The purpose of the study was to analyze and determine the performance of human resources in the Protocol and Leadership Communication Section at the Bandung City Regional Secretariat. Then using a descriptive qualitative method. The data sources used are primary data and secondary data. Data collection techniques through observation, interviews and documentation. Data analysis methods with data reduction, data presentation and drawing conclusions. The results of the study showed that the Analysis of the Performance of the Protocol and Leadership Communication Section of the Regional Secretariat in Supporting the Activities of the Mayor of Bandung. The productivity indicator has been implemented but is still not optimal.apparatus resources of the Protocol and Communication Section of the Bandung City Regional Secretariat. The indicators of responsibility and accountability have been implemented quite well. The indicators of responsiveness based on the results of the study are still not optimal. Then, the indicators of service qualityapparatus resources of the Protocol and Communication Section of the Bandung City Regional Secretariathas been implemented quite well. Inhibiting FactorsProtocol and Communication Section of the Regional Secretariat of Bandung Cityin improving the performance of human resources, namely the limited number of human resources and the lack of coordination between agencies. Abstract

Power transformers are vital components in electric power transmission and distribution systems, transforming electrical voltage according to demand. The operational reliability of a transformer is greatly influenced by the condition of its internal insulation. One effective method for detecting abnormal conditions or early transformer failures is through Dissolved Gas Analysis (DGA), which analyzes dissolved gases in insulating oil. This study aims to analyze the results of DGA tests on a 150kV power transformer to identify the type and severity of potential internal faults. The analysis methods used include the Duval Triangle, Key Gas, and Roger's Ratio methods. The test results indicated the formation of hydrocarbon gases and other gases associated with thermal and electrical faults. Interpretation of the results using these three methods revealed that the transformer was experiencing mild to moderate thermal faults, requiring further monitoring to prevent more severe damage. This study emphasizes the importance of routine monitoring using DGA as part of a predictive maintenance program for high-voltage power transformers.

Abstract

The preparation of the Regional Government Implementation Report (LPPD) is a constitutional obligation of regional heads as a form of accountability for government administration to the central government and society. This study aims to analyze the effectiveness of LPPD preparation through coordination among regional apparatus in Tangerang Regency in 2023, identify inhibiting factors, and describe efforts made to improve preparation effectiveness. The research uses a qualitative approach with a descriptive design, with data collection techniques through in-depth interviews, observation, and documentation studies. Research informants consist of the Regional Secretary, Head of Government Administration Section, representatives from the Inspectorate, Regional Planning and Development Agency, Population and Civil Registration Office, and staff of the Government Administration Section selected using purposive sampling and snowball sampling techniques. Data analysis was conducted using Duncan's effectiveness theory which includes three dimensions: goal attainment, integration, and adaptation. The research results show that the implementation of LPPD preparation in Tangerang Regency in 2023 has generally not been effective. In the goal attainment dimension, delays in data submission from most regional apparatus were found, with only four apparatus completing data on the first request letter. In the integration dimension, coordination and communication among regional apparatus are still weak, evident from slow responses to data requests and ineffective communication through WhatsApp groups. In the adaptation dimension, there are still obstacles in using the SiLPPD application and limited human resources who understand technical guidelines. Inhibiting factors include delays in data submission, weak coordination and communication, absence of reward and punishment systems, limited human resources, and technical obstacles in using the SiLPPD application. Efforts to improve effectiveness are carried out through strengthening coordination among regional apparatus, increasing supervision and evaluation, implementing coaching clinics, and applying parallel validation by the Inspectorate. This research concludes that although there have been improvement efforts, the effectiveness of LPPD preparation still requires strengthening through the formation of a permanent LPPD Coordination Team, comprehensive SOP development, establishment of clear reward and punishment systems, and continuous human resource capacity building.
