Abstract

This research is motivated by the lack of performance of human resources in the Protocol and Leadership Communication Section at the Bandung City Regional Secretariat. The purpose of the study was to analyze and determine the performance of human resources in the Protocol and Leadership Communication Section at the Bandung City Regional Secretariat. Then using a descriptive qualitative method. The data sources used are primary data and secondary data. Data collection techniques through observation, interviews and documentation. Data analysis methods with data reduction, data presentation and drawing conclusions. The results of the study showed that the Analysis of the Performance of the Protocol and Leadership Communication Section of the Regional Secretariat in Supporting the Activities of the Mayor of Bandung. The productivity indicator has been implemented but is still not optimal.apparatus resources of the Protocol and Communication Section of the Bandung City Regional Secretariat. The indicators of responsibility and accountability have been implemented quite well. The indicators of responsiveness based on the results of the study are still not optimal. Then, the indicators of service qualityapparatus resources of the Protocol and Communication Section of the Bandung City Regional Secretariathas been implemented quite well. Inhibiting FactorsProtocol and Communication Section of the Regional Secretariat of Bandung Cityin improving the performance of human resources, namely the limited number of human resources and the lack of coordination between agencies. Abstract

Aceh Province is one of the provinces in Indonesia that is based on the implementation of Islamic law and has its own regional regulations called qanun. One of the qanuns in Aceh Province is Aceh Qanun Number 6 of 2014 concerning Jinayat Law. The desired goal of implementing the caning punishment is to reduce cases of violations of Islamic law in Aceh, but in reality violations of Islamic law still continue to occur. Therefore, it is considered important to conduct research related to the effectiveness of the caning punishment in order to provide a deterrent effect in enforcing Islamic law in Banda Aceh City. This study was conducted to analyze the effectiveness of the enforcement of the caning punishment by the Banda Aceh City government in order to provide a deterrent effect in enforcing Islamic law in Banda Aceh City, using Ryass Rasyid's theory on the main tasks of government, and using qualitative research methods with exploratory methods. Data collection techniques through purposive sampling. Data were collected through observation, interviews, and documentation studies. The results of the discussion in this study are that the enforcement of the caning punishment has not been effective in providing a deterrent effect as seen from 3 (three) aspects, namely security, order, and justice. Inhibiting factors for enforcing caning punishment are 1) Lack of human resources; 2) Lack of budget. The supporting factors are the community who participate in monitoring and reporting to the authorities if there are violations. Efforts made by the government in enforcing caning punishment in order to provide a deterrent effect can be seen from: 1) Cooperating between institutions; 2) Conducting socialization to the community; 3) Consistent with the rules that have been made. The author's suggestions or input to various stakeholders related to the implementation of the qanun jinayat in enforcing Islamic law in Banda Aceh City are as follows: 1) Adding human resources according to agency needs; 2) Increasing the budget; 3) Conducting socialization to the community regarding the understanding of the rules in force in Banda Aceh City.

Abstract

Village development in South Lampung Regency is still not optimal in empowering its people. As an effort to overcome this problem, the South Lampung Regency Government implemented public policy in the field of technology-based village development with the Smart Village Program. The purpose of the study was to analyze the influence of the Smart Village program on village community empowerment and to identify strategic solutions for the development of the Smart Village program. This study used a mixed method explanatory sequential design approach and SWOT analysis. The results of the study showed that the Smart Village Program had a significant influence on village community empowerment in South Lampung Regency with a significance value of the f test of 0.000, a t test of 0.000, and a coefficient of determination of 0.592 indicating that 59.2% of the variation in village community empowerment can be explained by the Smart Village Program. This is reinforced by the findings of the qualitative approach that the Smart Village Program has a significant contribution in empowering village communities, especially in providing access to information, encouraging active participation, and protecting local values ​​and resources. However, the success of program implementation still varies between villages, depending on the readiness of human resources, coaching facilities, and institutional strengths in each region. The resulting strategic solution recommendations include optimizing digital services, strengthening village capacity and mentoring, reducing inequality through independent initiatives, and ongoing monitoring and evaluation.

Abstract

The study aims to identify the causes of the suboptimal implementation of Knowledge Management in ASN development and formulate strategies to optimize its implementation. The research method used is a descriptive qualitative method with an inductive approach, using the SECI theory by Nonaka and Takeuchi and the SWOT analysis theory by Albert Humphrey. Data collection techniques include observation, interviews, and documentation. The results of the study indicate that at the socialization stage, the lack of two-way communication, minimal incentives for sharing knowledge, and low interest in training are the main obstacles. At the externalization stage, weaknesses in document management and organizational discussions hinder the transformation of tacit knowledge into explicit knowledge. The combination stage is disrupted due to the ineffectiveness of the database system, which has an impact on decision making and career development. Meanwhile, at the internalization stage, limited Information Technology infrastructure, weak internet networks, and lack of mass media utilization slow down organizational learning. These findings emphasize the need to strengthen the system, knowledge sharing culture, and adequate technology and communication support to encourage effective knowledge management at the DKPP RI. Strategies that can be carried out by overcoming weaknesses include limited human resources, low budget, and lack of supporting facilities and infrastructure. Strategic opportunities lie in increasing human resource capacity, strengthening infrastructure, increasing budgets, and preparing internal regulations related to knowledge management. Meanwhile, the main challenges include disparities in employee education levels and the lack of ongoing evaluation and policies. By utilizing existing strengths and opportunities and anticipating weaknesses and threats, DKPP RI can build a more structured, sustainable knowledge management system that supports improving institutional performance.
