Abstract

E-government in Dumai City is a manifestation of the responsibility of the Dumai local government to improve the quality of services that are presented electronically based on websites. The development of e-government is an innovation that is carried out in developing effective and efficient government administration. The Dumai City Manpower and Transmigration Office is one of the government agencies that runs e-government services in serving communities and companies to obtain employment information. The system formed to serve the job seeker community is known as the Employment Information System (SINAKER). Empirically, this system was implemented to answer several complaints from people who wanted speed of information related to job opportunities for the community. Services that are carried out manually are still not optimal, so a good step is taken to help the community openly. This article aims to look at the process of e-government services in Dumai City which aims to assist the government in maximizing service to the community, so that people can access information on job opportunities that can be accessed via the internet. The research findings that there are 3 (three) aspects in the development of e-Government through the created system. Various suggestions were given to the government to improve its services to the public.

Abstract

This study investigates user perceptions of Digital Human Resource Management through the MySAPK application in Karanganyar, Indonesia, using the Unified Model of Electronic Government Adoption (UMEGA). UMEGA includes seven key variables: performance expectancy, effort expectancy, social influence, facilitating conditions, perceived risk, user attitude, and behavioral intention. The study adopts a quantitative, associative research approach, employing a survey method with a structured questionnaire for data collection. The sample consists of 124 civil servants (ASN) in Karanganyar Regency who actively use the MySAPK application. Data were analyzed using Structural Equation Modeling with Partial Least Squares (SEM-PLS) via SmartPLS 3.0. The results reveal that effort expectancy, social influence, and user attitudes significantly influence ASN perceptions and behavioral intentions toward MySAPK. In contrast, performance expectancy, facilitating conditions, and perceived risk do not significantly affect users’ behavioral intentions. Furthermore, user attitude is a mediating variable, successfully transmitting the influence of social influence and effort expectancy on behavioral intention. This study contributes to the growing literature on digital government adoption by offering empirical evidence from a local Indonesian context, highlighting the behavioral dynamics influencing civil servant engagement with digital HRM tools. The findings underscore the urgency for public sector organizations to provide reliable digital infrastructure and foster positive user attitudes and supportive environments to enhance adoption. Policymakers and system developers are advised to focus on usability, social reinforcement, and user engagement strategies to ensure the successful and sustainable implementation of digital HRM systems like MySAPK.

Abstract

This study examines technology acceptance and adoption in government, particularly in the context of public service delivery, through a bibliometric analysis conducted using VOSviewer. The analysis aims to identify key research trends, thematic relationships, and emerging patterns in the field of digital governance. Data were retrieved from the Scopus database, covering publications related to the acceptance and adoption of technology in government from 2020 to 2025. The network visualization results indicate that artificial intelligence (AI), digital governance, public transport, e-health, and COVID-19 are among the dominant research themes, reflecting the rapid adoption of technology in transforming public services. The cooccurrence analysis reveals strong linkages among topics such as public health, AI, blockchain, and public trust, underscoring the increasing integration of digital technologies within governance systems. Furthermore, the overlay visualization demonstrates a thematic shift from fundamental studies on acceptance factors—such as trust, security, and digital literacy— toward implementation-oriented strategies, including digital transformation, smart governance, and public service efficiency. The findings suggest that technology adoption in public service continues to expand and diversify; however, significant challenges remain, particularly concerning data security, transparency, and citizen trust. Future research should focus on exploring the application of AI, the use of blockchain for governance, and the integration of internet of things (IoT) in smart city development to support a sustainable, efficient, and citizen-centric digital transformation in the public sector.
