Abstract

Bidikmisi scholarship program is allocated for Senior high school graduates from low-level-community who are willing to continue studying in university. However, there is an unsuitability of bidikmisi scholarship during its implementation to its proper beneficiaries. Therefore, this research aims at analyzing the suitability of bidikmisi scholarship program in Diponegoro University viewed from its beneficiaries as well as finding out the constraints of bidikmisi scholarship implementation. This study used qualitative descriptive method. The data of this research are obtained from some informants chosen by purposive technique. Moreover, the data are analyzed using triangulation method. In addition, the result of this study shows that the program suitability with the benefit has positive result which is seen from the benefit obtained by bidikmisi scholarship beneficiaries. Nevertheless, the program suitability with the implentor organization shows less optimal result since sometimes there is a delay in bidikmisi scholarship disbursement. Besides, the suitability of the tergeted community with the implementor organization shows similar result, i.e. the regulated requirements have not been implemented consistently. There are some constraints of bidikmisi scholarship program found in this research, i.e. a lack in human resources managing this program and a long complicated procedure in the program administration. The researcher suggests that Diponegoro University needs to improve the quality as well as the quantity of human resources managing bidikmisi scholarship program. Moreover, Diponegoro University needs to improve supervision and responsiveness to coordinators of bidikmisi scholarship program in each department.

Abstract

Urbanization drives population growth and development in the coastal area of Semarang City, Indonesia, which in turn increases water consumption demand. To meet these demands, massive exploitation of groundwater has become a common practice. Consequently, groundwater reserves are depleting, causing damage to soil composition, particularly in the alluvial land characteristic of the area. These factors contribute to loads that exceed the land's carrying capacity, leading to extreme subsidence rates in Semarang's coastal areas. This research analyzes the obstacles faced by central and regional governments in implementing public policies to mitigate sustainable land subsidence. A qualitative approach with descriptive methods was employed, with a rigid selection of existing literature, journal articles, official documents, and news related to the research topic. The study utilizes a public policy perspective to map and analyze existing literature. The results indicate that handling land subsidence is hindered by several factors: policy incoherency, reactive policy nature, miscoordination among stakeholders, and overlapping public policies. Consequently, policy implementation in Semarang City has not yielded significant results in addressing subsidence. The study highlights the need for central and regional governments to involve business actors in formulating strategies to manage land subsidence effectively. This research contributes to expanding theoretical and practical knowledge on the implementation of land subsidence management policies by local governments in Indonesia's sustainable environmental sector.

Abstract

E-government in Dumai City is a manifestation of the responsibility of the Dumai local government to improve the quality of services that are presented electronically based on websites. The development of e-government is an innovation that is carried out in developing effective and efficient government administration. The Dumai City Manpower and Transmigration Office is one of the government agencies that runs e-government services in serving communities and companies to obtain employment information. The system formed to serve the job seeker community is known as the Employment Information System (SINAKER). Empirically, this system was implemented to answer several complaints from people who wanted speed of information related to job opportunities for the community. Services that are carried out manually are still not optimal, so a good step is taken to help the community openly. This article aims to look at the process of e-government services in Dumai City which aims to assist the government in maximizing service to the community, so that people can access information on job opportunities that can be accessed via the internet. The research findings that there are 3 (three) aspects in the development of e-Government through the created system. Various suggestions were given to the government to improve its services to the public.

Abstract

Coastal tourism as a form of natural tourism has a very promising development in Indonesia, but unfortunately it is not accompanied by ecological maintenance. Several coastal tourist destinations have experienced a decline in ecological quality, such as the problem of waste that is not managed properly and seawater pollution due to activities on land. The purpose of this study was to analyze whether the development of Karangjahe Beach tourism is in accordance with the principles of sustainable development (Economic Sustainability; Ecology Sustainability & Social Sustainability). The research method used is descriptive qualitative with primary data collection techniques through interviews and Focus Group Discussions, while secondary data is obtained from electronic mass media, previous research results and from related agency report documents. The results of the study indicate that Karangjahe tourism in terms of economic sustainability has been able to provide economic benefits to both the local community and regional income, in terms of Environmental Sustainability the tourist destination is able to change the coastal conditions to be greener, while in terms of social sustainability it is shown from the manager's concern in maintaining local culture. There are several weaknesses in each of these sustainability parameters, so it can be said that the achievement of sustainability has not been optimally achieved. Therefore, it is recommended to the local government and to the managers of tourist destinations to pay more attention to all aspects of sustainability.
