Abstract

The electronic certificate policy was expected to be a step towards improving the quality of land services. However, the policy, initially formulated in the Regulation of the Minister of ATR/BPN No. 1 of 2021 concerning Electronic Certificates, was postponed due to content that raised public concerns, particularly regarding the regulation of analog certificate withdrawals. The Denpasar City Land Office became the first implementer of the electronic certificate policy in Indonesia following the enactment of Regulation No. 3 of the Minister of ATR/BPN in 2023. The purpose of this study was to analyze how the electronic land certificate policy was implemented at the Denpasar City Land Office using George C. Edward III's theory, which focuses on aspects of communication, resources, disposition, and organizational structure using qualitative research methods. Based on the research results, it was determined that the successful implementation of the electronic land certificate policy at the Denpasar City Land Office was inseparable from the commitment of the leadership and all staff, in addition to effective communication, adequate resources, and a positive attitude among implementers. However, it is necessary to update the Standard Operating Procedures to adapt to existing electronic land services.

Abstract

Disaster management has a vital role in efforts to reduce disaster risk, especially related to human survival. This research aims to analyze the impact of revitalizing disaster management on the effectiveness of disaster risk reduction through emergency response performance in Indonesia. The research method uses descriptive analysis with census techniques as sampling, using questionnaires, documentation and interviews as data collection tools, and applies path analysis as the main analysis technique. The research results show that disaster management has an influence on the effectiveness of reducing the risk of landslides through emergency response performance in Sumedang Regency by 51.90%. Revitalization is needed at every stage of disaster management, starting from pre-disaster, during the disaster, to post-disaster. Even though Indonesia has institutions that handle disasters from the central to regional levels, the challenges of inter-agency coordination and the lack of integration of Regional Spatial Planning (RTRW) and Detailed Spatial Planning (RDTR) policies as part of disaster management still need to be addressed.

Abstract

This study investigates the sustainability of Village-Owned Enterprises (VOEs) in Sumedang Regency, West Java, Indonesia, focusing on the roles played by central government agencies, village administrations, and VOE directors. Employing a qualitative case study approach, the research draws on in-depth interviews, document analysis, field observations, and focus group discussions to explore stakeholder influence on the implementation and longevity of VOE programs. The findings reveal that while government policies and funding schemes provide foundational support for VOE development, their sustainability is frequently compromised by inconsistent program implementation, political interference, underqualified management, and business models that do not align with local socio-economic contexts. In contrast, VOEs demonstrate greater resilience and long-term viability when managed by professional directors and supported through continuous institutional engagement. Given the urgent need to revitalize rural economies and reduce dependency on state aid, the study recommends targeted interventions such as salary subsidies for VOE directors and establishing Integrated VOE Units (VOETs) to enhance operational capacity and governance structures. This research contributes to the broader discourse on rural development and local economic empowerment by identifying critical gaps and practical solutions for strengthening VOE sustainability. The findings offer valuable insights for policymakers, local governments, and development practitioners aiming to foster inclusive and durable rural enterprise ecosystems in Indonesia and similar contexts.
