Abstract

Studi ini bertujuan untuk mengeksplorasi proses penyelenggaraan pendidikan berkesetaraan gender di Universitas Malikussaleh (Unimal), dengan menghadirkan analisis institusional serta baseline study. Studi ini bertujuan untuk (1) mendeskripsikan proses penyelenggaraan pendidikan di Unimal dengan menunjukkan realitas pembangunan gender; (2) mengeksplorasi dinamika relasi gender di kalangan civitas akademika Unimal; (3) mengeksplorasi strategi kesetaraan gender dalam penyelenggaraan pendidikan oleh Unimal. Studi ini dilakukan dengan cara pengumpulan data lapangan dan data dokumen. Studi lapangan menggunakan teknik wawancara, observasi, serta Focus Group  Discussion. Studi dokumen dilakukan melalui pencarian data-data berupa Statuta, Kebijakan Universitas, maupun berbagai data terpilah lainnya yang dapat diakses dengan fokus pada 6 (enam) tahun terakhir. Pelaksanaan penelitian ini sendiri akan diselenggarakan dalam jangka waktu 24 (dua puluh empat) bulan dengan melalui tujuh tahapan kegiatan utama. Pada masa pelaporan kemajuan di tahun pertama dari 2 (dua) tahun kegiatan yang direncanakan, studi ini belum dapat secara komprehensif memberikan gambaran yang utuh atas cermin kesetaraan gender di Unimal. Hasil dari studi ini menemukan bahwa (1) Rumusan kebijakan pendidikan di Unimal bersifat netral gender dan tidak diarahkan untuk mengatasi kesenjangan gender yang ada maupun yang mungkin muncul; (2) dinamika antar civitas akademika dinilai dinamis, namun demikian terdapat beberapa isu kesenjangan gender yang muncul di Unimal yaitu (a) keterwakilan dalam menduduki jabatan struktural bagi perempuan; (b) partisipasi perempuan dalam mengikuti berbagai kegiatan peningkatan kualitas – sejenis training dan workshop; (3) Belum adanya strategi-strategi khusus yang ditetapkan oleh Pimpinan Unimal dalam pengarusutamaan gender dalam pendidikan di Unimal, hal ini dapat dilihat pada rumusan statuta, rencana strategis maupun program-program serta kegiatan yang memberikan identifikasi terhadap pemenuhan kesetaraan gender.

Abstract

Southeast Asia is a region that is vulnerable to terrorism. Of the total terrorism cases that occurred in the world, 50 percents occurred in this region. Mindanao is one of the regions in Southeast Asia that since a long time ago has been the basis of world-class terrorism. This situation is getting worse due to the presence of terrorist groups with a strong tradition of maritime piracy. The nexus between terrorism and piracy makes the issue of maritime terrorism in Southeast Asia a regional security concern. Abu Sayyaf Group is a terrorist group in the Southern Philippines that is very well-known but difficult to map. This makes the Abu Sayyaf a source of prolonged tension in the Southern Philippines in particular and in the Southeast Asia region in general. This study is a field observation that uses descriptive analysis to reveal the details of the Abu Sayyaf and the issue of terrorism in Mindanao.

Abstract

Many scholars have studied matrifocality in Indonesia as a social system in a matrilineal community. Few observe matrifocality as a practice in a purely patriarchal society. This research examines emerging matrifocality in the pure patriarchal Gayo community of Aceh province. The emergence started with the invention of the coffee plantation, which led the Gayonese people to rearrange their social system and invent a new residential marriage pattern that led the matrifocality into practice. This research conducted some phases of fieldwork; intensive ethnographical fieldwork was conducted in 2014-2015, which was updated in 2018-2019 in Central Aceh and Bener Meriah districts. The standard qualitative method (interview and observation) was also applied to several Gayonese academicians and professionals living in Banda Aceh municipality, the capital of Aceh Province, to see the practice of Islamic family law in their families. This research found that the invention of economic sources prompted Gayonese people to migrate internally, which resulted in practicing neolocal marriage. This new marriage pattern started the matrifocality practice that set a new power relationship of the purely patriarchal society to a relatively equal one. This happened once with the increasing Islamization of the area. Instead of strengthening patriarchal tradition, it gives space for women to assert their role and rights over property equality with men.

Abstract

Law Number 11 of 2006 on the Government of Aceh provides a strong legal foundation for implementing Qanun Aceh Number 11 of 2018 concerning Sharia Financial Institutions. However, its effective integration with Indonesia’s national regulatory framework remains a persistent challenge. This study examines the synchronization between the Qanun and national legislation in the Sharia financial services sector, particularly in supporting the development of micro, small, and medium enterprises (MSMEs) in Aceh. Employing an empirical legal method combined with a qualitative approach, the research collected primary data from Sharia Financial Institutions in Aceh and secondary data through an extensive review of academic literature and policy documents. The findings indicate that harmonizing local and national regulations is essential for strengthening the Sharia banking system, ensuring legal certainty, and enhancing financial inclusion for MSMEs. The study proposes a synchronization model emphasizing collaborative efforts among government authorities, Sharia financial institutions, and MSMEs. Such integration is expected to foster sustainable economic growth while reinforcing Aceh’s unique legal autonomy within Indonesia’s constitutional framework. This study contributes to the discourse on legal pluralism, financial governance, and regional economic empowerment in post-conflict and special autonomy regions.
