Abstract

Local governments play an important role in disaster response, namely before, during and after the disaster. However, society has an attitude towards policies, which are formed the basis of the existence of trust values to further lead to self-acceptance of the policies carried out by the government. This study focuses on examining the important value of public trust in government policies in overcoming the Covid-19 pandemic in Samarinda City. This research is descriptive analythical using a mixed approach. Quantitative data collected through survey method, while qualitative data were collected from observation, documentation and literature study techniques. The population in this study were all residents of Samarinda City with a sample size of 193 respondents. Data were collected for two weeks using an online questionnaire that had been tested for reliability. Research result shows that the people of Samarinda City have good trust in government in mitigating the Covid-19 disaster as outlined in the health protocol implementation policy, Covid-19 vaccination and trust the seriousness of the government’s actions for the public. Public trust in various government actions in mitigating the Covid-19 disaster is one of the things that can affect the success of joint disaster management.

Abstract

General Background: The administration of registration, issuance, and delivery of replacement land certificates is a crucial component of land services in Indonesia to ensure legal certainty of land ownership; however, its implementation often faces administrative and technical challenges. Specific Background: At the Samarinda City Land Office, this process includes the registration of the Land Registration Certificate, field inspections, public announcements in mass media, and final certificate delivery, which are largely conducted in accordance with regulations but still encounter obstacles. Knowledge Gap: Empirical studies examining the supporting and inhibiting factors of replacement certificate administration at the city level remain limited. Aims: This study aims to analyze the implementation of replacement certificate administration at the Samarinda City Land Office and identify factors that support and hinder the process. Results: Using a qualitative approach through interviews, observations, and documentation, the study found that integration of the KKP database and adequate human resources were the main supporting factors, while constraints included incomplete applicant documents, lack of survey copies, and ineffective communication between officers and applicants. Novelty: This research provides a detailed empirical overview of the dynamics of replacement certificate administration at the municipal level and emphasizes the importance of active applicant involvement. Implications: Recommendations include enhancing public outreach, strengthening staff capacity, and optimizing land information systems to improve the effectiveness of public services. Highlights: Highlights integration of KKP database as a key enabler. Identifies main obstacles in document completeness and communication. Abstract

General Background: The performance of electoral management bodies, such as the Indonesian General Election Commission (KPU), is crucial for ensuring democratic and high-quality elections. However, challenges in task execution and inter-divisional coordination often affect effectiveness. Specific Background: In Tana Tidung Regency, North Kalimantan, the KPU faces increased workloads ahead of the 2024 simultaneous elections, while staffing and resources remain limited, potentially hindering smooth operations. Knowledge Gap: While studies on KPU performance exist, empirical research specifically examining factors influencing district-level KPU performance in simultaneous elections is scarce. Aims: This study analyzes the performance of KPU Tana Tidung in the 2024 elections, focusing on quality, quantity, responsibility, cooperation, and initiative, and identifying supporting and inhibiting factors. Results: Using Miles and Huberman’s interactive analysis model, findings show that quality was maintained through effective coordination, communication, and leadership, though some tasks were delayed due to disproportionate workloads. Divisional accountability, cross-division collaboration, and proactive staff initiatives supported performance, while constraints included limited human resources, varied educational backgrounds, voter data validation issues, and inadequate infrastructure. Novelty: This research uniquely identifies district-level KPU performance determinants in simultaneous elections, emphasizing inter-divisional synergy and human resource strengthening. Implications: The study highlights the need to increase staffing and capacity, strengthen coordination, and optimize staff initiative to improve future electoral effectiveness and efficiency. Abstract

This study aimed to analyze and determine the success of the government program in the community's attitudes toward the relocation of settlements along the Karang Mumus River in Pelita Village, Samarinda City. To obtain accurate answers, this study focused on the cognitive, affective, and conative components of community attitudes toward the impact of the relocation of settlements along the Karang Mumus River in Pelita Village, Samarinda City. The research used a descriptive qualitative approach, aiming to describe and explain the phenomena in depth. The interactive model of Miles and Huberman (1994) was used for data analysis. The data analysis revealed that the community's attitudes toward the relocation were cognitively accepting all government regulations regarding the relocation of their settlements (professional) and taking responsibility for their own actions. The community's affective attitudes were characterized by feelings of sadness and disappointment, as well as joy. The sadness stemmed from leaving a place filled with memories and a place where they could live comfortably. The disappointment stemmed from not receiving adequate financial assistance from the government for the building they occupied. In terms of community attitudes, feelings of sadness, disappointment, and happiness regarding the relocation program implemented by the Samarinda City government are limited to feelings regarding property rights or housing, not concrete actions. This is evident in the success of the relocation program in Pelita Village, located in neighborhood units (RT) 41, 42, and 43.

Abstract

Potret Partisipasi Perempuan dalam meningkatkan Kesejahteraan Keluarga Di Desa  Sepatin Kecamatan Anggana Kabupaten Kutai Kartanegara. Masyarakat  Nelayan Desa Sepatin adalah masyarakat yang tinggal/bermukim di daerah pesisir pantai dan kehidupannya sehari-harinya tergantung pada sumber daya maritim yaitu sebagai pencari ikan.Tujuan penelitian ini menggambarkan kehidupan keluarga nelayan Desa Sepatin, terutama berkaitan kegiatan suami (nelayan) dan partisipasi perempuan/isteri nelayan (gender), dalam menunjang perekonomian keluarga.Fokus penelitian adalah aktivitas/kegiatan nelayan dan partisipasi /perempuan (gender) dalam  meningkatkan kesejahteraan keluarga nelayan Desa Sepatin Kecamatan Anggana Kabupaten Kutai Kartanegara.Berdasarkan hasil penelitian dan analisis data dapat dijelaskan bahwa kegiatan masyarakat nelayan Desa Sepatin kehidupan sehari-harinya tergantung kepada suami sebagai pencari  ikan yang hasilnya pluktualitif atau tidak menentu tergantung musim. Untuk menunjang perekonomian keluarga  kaum perempuan/isteri nelayan ikut  membantu suami dalam memperoleh pendapatan dengan cara bekerja  sampingan, selain kewajiban mereka mengurus keluarga.Kaum perempuan/isteri nelayan bekerja sampingan, yakni bekerja sebagai pedagang/warung, membuat ikan kering yang dijual secara eceran, namun hasil  pendapatan mereka juga relatif rendah tidak bisa mencukupi kebutuhan keluarga sehari-hari.

Abstract

ABSTRAKKepemimpinan sebagai kemampuan untuk mendorong sejumlah orang agar bekerja sama dalam melaksanakan kegiatan yang telah diatur untuk mencapai tujuan bersama. Sedangkan gaya kepemimpinan merupakan ciri khas dari seorang pemimpin yang dapat memaksimalkan atau meningkatkan produktivitas, kepuasan kerja, perkembangan, dan kemampuan untuk menyesuaikan  dengan segala situasi dalam upaya mencapai harapan sesuai dengan visi, misi, dan tujuan. Tujuan penelitian untuk mengetahui Peran Kepemimpinan Perempuan Dalam Jabatan Publik Di Kantor Kelurahan Air Hitam Kecamatan Samarinda Ulu Kota Samarinda. Fokus penelitian yaitu kemampuan memotivasi, kemampuan berkomunikasi, kemampuan mengendalikan bawahan, kemampuan mengendalikan emosional, kemampuan mengambil keputusan. Dan untuk mengetahui faktor penghambat dalam kepemimpinan perempuan dalam jabatan publik di Kantor Kelurahan Air Hitam Kecamatan Samarinda Ulu Kota Samarinda. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptifdengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu penelitian kepustakaan, penelitian lapangan, serta mengadakan wawancara untuk mendapatkan informasi yang akurat sesuai dengan kebutuhan peneliti dalam penelitian.Hasil penelitian menujukan bahwa  peran kepemimpinan perempuan dalam jabatan publik belum optimal dalam melakukan pengawasan maka perlu adanya pengawasan yang harus di tingkatkn oleh Lurah Kelurahan Air Hitam agar bawahannya dapat meningkatkan semangat kerjanya.Kata Kunci: Peran, Kepemimpinan Perempuan, Jabatan Publik, Kelurahan Air Hitam Kecamatan Samarinda Ulu Kota Samarinda. ABSTRACTLeadership as the ability to encourage a number of people to work together in carrying out activities that have been arranged to achieve common goals. While the leadership style is a characteristic of a leader who can maximize or increase productivity, job satisfaction, development, and the ability to adjust to all situations in an effort to achieve expectations in accordance with the vision, mission, and goals. The aim of the study was to find out the role of leadership of women in public positions in the office of Air Hitam Village, Samarinda Ulu Subdistrict, Samarinda City. The focus of the research is the ability to motivate, the ability to communicate, the ability to control subordinates, the ability to control emotions, the ability to take decisions. And to find out the inhibiting factors in women's leadership in public office at Kelurahan Air Hitam Office of Kecamatan Samarinda Ulu Kota Samarinda. The type of research used in this study is descriptive research with a qualitative approach. Data collection techniques used are library research, field research, and conducting interviews to get accurate information in accordance with the needs of researchers in the study.The results of the study indicate that the role of women's leadership in public office is not optimal in conducting supervision, so there needs to be supervision that must be improved by the Head of the Air Hitam Village so that his subordinates can improve their work morale.Keywords: Role, Women's Leadership, Public Position, Kelurahan Air Hitam Kecamatan Samarinda Ulu Kota Samarinda.

Abstract

Peranan Balai Pelayanan Penempatan dan Perlindungan Tenaga Kerja Indonesia (BP3TKI) Nunukan dalam menyalurkan Pekerja Migran Indonesia (PMI) ke Malaysia. Penelitian ini bertujuan untuk mengetahui Peranan serta menjadi faktor pendukung dan penghambat BP3TKI Nunukan dalam menyalurkan Pekerja Migran Indonesia (PMI) ke Malaysia. Hasil penelitian yang di lakukan menunjukkan bahwa peranan BP3TKI Nunukan dapat dilihat dalam beberapa hal seperti: pelayanan yang diberikan kepada PMI sudah cukup memudahkan dalam mengurus segala dokumen dan di dukung dengan sebuah program Layanan Terpadu Satu Atap (LTSA) yang didalamnya terdiri dari beberapa instansi diantaranya; BP3TKI, Disdukcapil, Disnakertrans, Imigrasi, RSUD, dan BPJS Ketenagakerjaan. Dalam hal penempatan yang dilakukan oleh BP3TKI dimana Perusahaan Penempatan Pekerja Migran Indonesia (P3MI) membawa perjanjian kerja (job order) yang dalam ketentuannya mengatur tentang masa kerja, gaji pekerja, cuti pekerja dan asuransi kerja sehingga ketika ditempatkan PMI tahu mengenai yang menjadi hak selama bekerja, ketiga perlindungan yang diberikan BP3TKI dimulai saat PMI berproses kemudian selama bekerja atau ditempatkan dan saat dipulangkan kekampung halamannya, keempat penyelesaian masalah PMI yang di deportasi dari Malaysia kemudian di proses dan di tampung dan ditanyakan terlebih dahulu mengenai keinginan melanjutkan sebagai PMI atau kembali kekampung halaman. Faktor penghambat peranan BP3TKI Nunukan dalam menyalurkan PMI ke Malaysia seperti: sebagian warga Nunukan menjadikan peluang bisnis untuk merekrut CPMI dan menyeberang secara non prosedural atau ilegal, warga negara yang lahir di Malaysia ketika di deportasi karena tidak memiliki dokumen dan saat ingin dipulangkan kekampung halamannya PMI tersebut tidak mengetahui dimana kampung halamannya karena sudah berada dalam waktu yang cukup lama sekitar 3-4 generasi berada di Malaysia, banyaknya akses ke Malaysia yang sering menyulitkan BP3TKI secara bersama-sama dengan satuan Kepolisian dan TNI AL untuk melakukan pencegahan dan waktu menunggu VISA masuk yang lama sekitar 1 minggu. Faktor pendukung peranan BP3TKI Nunukan dalam menyalurkan PMI ke Malaysia ada beberapa hal seperti di dukung oleh media, P3MI yang tertib, dan dibantu dengan satuan Kepolisian dan TNI AL.

Abstract

Implementasi Undang– Undang Republik Indonesia Nomor 14 tahun 2008 tentang Keterbukaan Informasi Publik di Pejabat Pengelola Informasi dan Dokumentasi (PPID) KPU Provinsi Kalimantan Timur, melalui alur penyediaan dan pemberian informasi kepada masyarakat. Penelitian ini untuk mengetahui proses mendapatkan serta mengelola data informasi baik itu informasi yang diumumkan secara berkala, informasi serta merta, maupun informasi yang tersedia setiap saat. Secara umum yang telah sesuai dengan amanat Undang-Undang Republik Indonesia Nomor 14 Tahun 2008 Tentang Keterbukaan Informasi Publik yaitu pada Pasal 9, 10 dan 11, terkecuali memang ada informasi yang dikecualikan yang tidak bisa disebarluaskan kepada masyarakat. Dalam rangka mewujudkan tujuan dari Good Governance yang salah satunya adalah terwujudnya keterbukaan informasi publik dan kemudahan akses informasi kepada masyarakat dengan cara serta bahasa yang mudah dipahami. Bahwa hasil penelitian dan analisis data diketahui bahwa sebagai salah satu Badan Publik KPU Provinsi Kalimantan Timur melalui PPID dalam memberikan informasi yang dimilikinya kepada masyarakat maupun stakeholder, secara keseluruhan telah melaksanakan tugas dan fungsinya sesuai dengan amanat Undang-Undang Republik Indonesia Nomor 14 Tahun 2008 dengan dibukanya layanan e-PPID, kemudian penyampaian keterbukaan informasi kepada masyarakat melalui platform sistem media informasi lainnya, serta informasi yang ditempel pada tempat yang telah disediakan di kantor Sekretariat KPU Provinsi Kalimantan Timur setelah mendapat persetujuan atasan PPID KPU Provinsi Kalimantan Timur.
