Abstract

Tujuan penelitian untuk menganalisis implementasi kebijakan Penyelenggaraan Protokol Kesehatan di Masa Pandemi Corona Virus Desease 19 Pada Operasi Pelayanan Angkutan Kereta Api di Wilayah Kerja Balai Teknik Perkeretaapian Kelas II Wilayah Sumsel. Metode kualitatif yang dipakai dalam penelitian ini. Hasil penelitian ini : kegiatan sudah dilaksanakan dengan optimal, namun terdapat beberapa kendala. Pada media penyebaran komunikasi, terdapat spanduk yang rusak oleh angin dan poster dirusak oleh oknum masyarakat yang tidak bertangung jawab, kemudian dimensi komitmen pelaksana kebijakan, disatu sisi petugas dan pegawai dilapangan sudah berupaya, tetapi masyarakat penguna jasa yang kebanyakan masih abai terhadap protokol kesehatan, sehingga petugas dilapangan selalu memberikan sanksi yang merupakan langkah represif, sebagai bentuk upaya penegakan hukum dan merupakan bagian dari upaya yang dilakukan untuk menjalankan kebijakan yang dilaksanakan. Kebijakan dilaksanakan secara optimal, mulai dari penyebaran komunikasi dan sosialisasi kebijakan, sumberdaya, baik itu SDM dan sarana sudah baik dan memadai, untuk disposisi terlaksana sesuai dengan komitmen para pelaksana kebijakan serta terkoordinasi dengan pihakpihak terkait, dan indikator struktur birokrasi penyelenggaraan protokol kesehatan di masa pandemi corona virus desease 19 pada operasi pelayanan angkutan kereta api, sesuai dengan peraturan yang ada.Kata Kunci : Implementasi, Pandemi Corona Virus Desease 19, Pelayanan

Abstract

The scope of the research is used as a limitation of the problem under study so that the research carried out does not deviate from the goal. To clarify the scope of the discussion, this research will focus on problems in accordance with the scope of the research. The scope of this research only focuses on the implementation of the 2019 Presidential Election Vote Count Recapitulation at the Palembang City General Election Commission. Based on the results of the research and discussion in the previous chapter, the following conclusions can be drawn: (1) The 2019 Presidential Election Vote Count Result Recapitulation has been going well but the existing human resources and infrastructure must be a record for policy making so that implementation a recap like this can run even better, furthermore regarding standard procedures there is a PKPU which regulates the process of recapitulating the results of the 2019 presidential election, but the Palembang City General Elections Commission can make innovations or work systems that do not violate existing rules but are able to create a burden. the work of the organizers under is more efficient and effective. (2). The problem in the 2019 Presidential Election Vote Count Recapitulation is the limited supporting facilities in the Implementation of the 2019 Presidential Election Vote Count Result Recapitulation At the Palembang City General Election Commission, a solution can be found by the Palembang City KPU, for the shortage of projectors the Palembang City KPU has borrowed a lease or the like.

Abstract

This study aims to evaluate the preparation of the voter list in the general election of regional heads in Musi Banyuasin Regency. This study uses a qualitative approach which is supported by quantitative data. Search results: 1). Consolidation of voter lists in the regional leadership elections under Musi Banyuasin Regency went well, but in terms of funding or budget, it seems to be very lacking because the existing funds were collected. Copied by KPU RI, transferred to regional management operations19, then for resources Human resources are said to be very scarce, where the moderator only has one person to handle election data continuously for 14 sub-districts. 2). The inhibiting factors for collecting data on the preparation of electoral districts in the general election for the regional head of Musi Banyuasin Regency are: a). For people who do not have a family death certificate, the community data or the number of voters who died without a death certificate will still be recorded in the data to be used as a voter list at the time of the Regional Head election. b). Funeral services that provide data on people who died are still not valid because the data that community members who hold funerals in Musi Banyuasin are not necessarily Musi Banyuasin residents, but the data is still recorded in the congregation. Abstract

This study aims to analyze the implementation of the inventory and identification of the company's land use in Ogan Komering Ilir Regency. This research is a descriptive qualitative research, which is a type of research designed to collect information about these symptoms. The conclusions of this study are as follows: (1). In general, the inventory of Ogan Komering Ilir (OKI) employees and the detection of the company's land use data validation are optimal and in accordance with the Ogan Komering Ilir Regent's Regulation No. 6. The inventory and detection team of land use data validation in Ogan Komering Ilir Regency. Year 2020. (2). In particular, the implementation of the inventory and identification of the company's land use in Ogan Komering Ilir Regency went well, starting from planning with target indicators, regulations, infrastructure and implementation time, as well as APBD funds, personal indicators available to organizers, a. 7 people in total. , organizational structure and division of labor according to the applicable regulations, namely the regulation of the OKI Regent, so both the inventory of company use and detection of data validation of the OKI Regent's company land use are carried out properly. conduct field inspection data audits to validate data submitted by factory companies operating in the Ogan Komering Iliri area, and the stages of external control and internal control. conduct an inventory and identification of land use data validation of companies in Ogan Komering Ilir Regency.

Abstract

The purpose of this study was to analyze the effectiveness of preparing regional property needs plans (RKBMD) at the Regional Financial and Asset Management Agency (BPKAD) of South Sumatra Province. The effectiveness of RKBMD preparation at BPKAD of South Sumatra Province is focused on the Effectiveness of RKBMD preparation at BPKAD of South Sumatra Province which includes: source approach, process approach, goals approach. This study uses a qualitative approach with a descriptive explanation level.. Data analysis techniques in this study were analyzed using an interactive model which includes three components of analysis, namely condensation, data presentation, drawing conclusions. The results of the study show that, based on the Resource Approach, the time for determining the RKBMD is often late from the predetermined schedule, due to the lack of human resources owned by the BPKAD of the South Sumatra Province, especially in the Secretarial Sector so that the preparation of the Provincial Government Property Needs Plan is still not optimal. The facilities owned by BPKAD of South Sumatra Province are quite adequate in carrying out government duties and functions, it's just that they are still lacking in terms of developing applications that can facilitate work and the unavailability of standard goods and standard needs, which is due to the application for preparing RKBMD not yet integrated with financial applications. Based on the Process Approach, the obstacles in preparing the RKBMD are partly due to the fact that the RKBMD is more technical in nature and better able to describe real spending. In the RKBMD, specifications for goods must be clear, and for the preparation of RKPBMD maintenance requirements, knowledge and technical skills regarding the condition of the goods are required. Therefore, for the preparation of RKBMD/RKPBMD users or parties related to the goods needed, such as: machine operators, technicians, technical officials, and others must be involved. Based on the Goals Approach, the Property User and/or the Proxy of the Property User proposes an RKBMD for the procurement of Provincial Government-Owned Goods guided by goods standards and requirements standards, then the RKBMD that has been determined is a requirement in the preparation and discussion of the Work Plan and PD Budget by the Government Budget Team Region of South Sumatra Province.

Abstract

Modernization is made to improve the mindset and quality as well as the life motto of traditional people in a region or country. After modernization is carried out, new innovations will arise in all lines of life, one of which is in the food and beverage business. In the millennial era, the food and beverage business is increasingly modern and has the latest innovations. And with the internet, distribution of these innovation products to the public will be much easier, the arrival of the Covid-19 virus has a negative impact on the economic aspects of people in Indonesia, especially in the 20 Ilir D II sub-district, Kemuning District, Palembang City and business actors are required to create new innovations. their products in order to attract the interest of the wider community. In this condition, assistance and dedication from universities is needed to be able to foster and guide SME entrepreneurs to be able to develop their businesses. In the realization of this service, starting from the preparation, implementation and evaluation stages using the family method with the concept of an emotional approach with the local community in diversifying their products. As a result, entrepreneurs who become partners can diversify their products into several variants that can increase sales volume.

Abstract

Prospect Family Program (PKH) is one of the policies carried out by the government to decrease poverty level in Indonesian. PKH is to increase quality of the poorest family. The research was conducted on people who are members of the Beneficiary Families (KPM) of the Prospect Family Program (PKH) in Kedondong Raye Village, Banyuasin Regency. The purpose of this paper is to determine the effect of the Prospect Family Program on Community Welfare in Kedondong Raye Village, Banyuasin Regency. The research method used is descriptive quantitative with a sample of 44 used purposive sampling technical approach Slovin formula. The method research is to find out the effect of Prospect Family Program variable effected to the welfare used simple regression analysis, partial significance test and the coefficient of determination (R Square). The analysis showed R square was 0.603, which means that the percentage of the prospect FamilyProgram (PKH) variable to welfare was 60.3%. The result of this research how Prospect Family Program effected Positively and significant to welfare At Kedondong Raye Banyuasin without the other variables not included in the regression method.

Abstract

The purpose of this study was to describe and analyze the optimization of performance improvement of the civil state apparatus through competence standards for primary senior leadership positions and administrator positions in the regional government of Ogan Komering Ilir. This research is qualitative research. The results of the study show that improving the performance of civil state apparatuses through competence standards for primary positions of senior leaders and administrative positions in the regional government of Ogan Komering Ilir is not optimal because there are still obstacles. These obstacles are that there are still vacancies in various agencies and that the skills and capabilities of the devices are low. Another obstacle is the lack of available resources, which leads to a minimum level of education and training for equipment. The performance level was well achieved, although not all target performance indicators were 100% achieved.
