Abstract

This paper aims to explain the implementation of smoke free policy in Palembang city. The research method uses qualitative research type sourced from human instrument, event and document. Data collection technique with indepth interview, observation, and documentation.  The results of this study revealed that Implementation of smoke free policy in Palembang City has been implemented but there are still obstacles in the context of implementation such as lack of human resources, and implementation of local regulation KTR (no smoking area), lack of coordination between the Head of Institution and employees and the implementation of Justice Session to KTR offenders only limited to the provision of a reprimand, no one has been given administrative sanctions. So it is still found violations committed by tenants and visitors who smoke in the region without cigarettes. Factors that support the Implementation of local regulation KTR, including: has accommodated the Implementers of Policy Implementation, Head of Agencies and Public Interest. Availability of local regulation KTR stickers or the establishment of Internal Supervisory Team in Government Agencies in order to involve all security/Security Officers without exception.

Abstract

Penelitian ini bertujuan untuk menganalisis Faktor Penguat dalam Implementasi Kebijakan Kawasan Tanpa Rokok di Instansi Pemerintahan Kota Palembang. Jenis penelitian ini merupakan penelitian deksriptif kualitatif dengan fokus penelitian menganalisis Faktor Penguat dalam Implementasi Kebijakan Kawasan Tanpa Rokok di Instansi Pemerintahan Kota Palembang, yang terdiri dari himbauan organisasi, pengawasan internal dan penerapan sanksi. Data dikumpulkan melalui wawancara dengan key informant serta Tim Penegakan Hukum Peraturan Daerah Kawasan Tanpa Rokok (Perda KTR). Analisis data terdiri dari tahap Data Condensation, Data Display dan Conclusion Drawing/ Verifications. Hasil penelitian menunjukan bahwa berdasarkan faktor penguat, pihak Instansi yang melakukan pelanggaran terhadap Perda KTR hanya mendapat SP1 maupun SP2 saja, belum pernah diterapkan sanksi berupa hukum pidana kurungan paling lama tiga bulan atau denda administratif seperti yang tertuang pada Perda Kota Palembang No. 7 Tahun 2009 tentang Kawasan Tanpa Rokok.

Abstract

South Sumatra Province implements the Food Self-Sufficiency Movement of the South Sumatra Province through efforts to change the mindset of the community from "buyers" to "producers" covering the cultivation of plants, fish and poultry. However, its implementation still faces many obstacles, including beneficiaries still focusing on their main activities to earn income so that the assistance received has not been utilized optimally, GSMP socialization has not been optimal for beneficiaries, field assistance related to plant and fish cultivation has not been optimal, as well as assistance that has services provided have not been fully adapted to field conditions and beneficiary skills. So it is important to carry out research, which aims to analyze the implementation of the South Sumatra Independent Food Movement Program (GSMP) through 3 (three) dynamic capabilities namely: Thinking Ahead (thinking ahead), Thinking Again (thinking back) and Thinking Across (thinking about the environment). . The analysis techniques used include: Data Condensation, Data Display, and Conclusion Drawing/Verifications. This research is divided into 3 (three) stages. First primary and secondary data collection through interviews, observation and documentation. The results of the follow-up research on the Optimization of the Food Self-Sufficient Sumsel Movement (GSMP), include: utilization of Integrated Social Welfare Data (DTKS) so that beneficiary households are right on target; Maximizing budget support for the Provincial Government, Regency/City, Village, BUMN, BUMD, Private and other Stakeholders in South Sumatra to make the South Sumatra Independent Food Movement successful in order to support the acceleration of poverty reduction in each Regency/City. Optimizing field extension workers and Assistance Officers for Agricultural, Plantation, Livestock and Fishery Economic Improvement to provide guidance and assistance to beneficiary households that have been assisted by GSMP, as well as maximizing the role of Regency/City PKK in assisting GSMP activities.

Abstract

The aim of this research is to analyze the Quintuple-Helix Model in the Development of the Lorong Mari Tourism Village. Every country is currently focusing on developing tourism, considering its impact on economic growth and social welfare. Lorong Mari is an area with diverse tourist destinations. The majority of tourist destinations in the Lorong Mari Tourism Village promote the creation of colorful aisles as tourism icons, including tourist village destinations. However, tourist villages in the city have not received full attention from tourists. Therefore, it is necessary to find a solution to optimize tourism management and increase the number of tourist visits significantly through interactions between the government, tourism industry, universities, media, society and the environment in managing tourist villages in the Lorong Mari Tourism Village, hence the framework in the research This uses three indicators, namely knowledge, innovation and tourism sustainability according to Carayanis and Campbell (2010). The analysis techniques used include: Data Condensation, Data Display, and Conclusion Drawing/Verifications. This research is divided into 3 (three) stages. First primary and secondary data collection through interviews, observation and documentation. The results of the discussion explained that management of tourist villages requires synergistic interaction from several elements including government, tourism industry, universities, media, society and the environment. This interaction can at least be a solution in improving the quality of tourism village management. With the government, tourism industry, universities, media, society and the environment interacting with each other, the management of the Lorong Mari Tourism Village becomes more optimal and attracts more tourists to visit.

Abstract

Berdasarkan hasil observasi peneliti di lapangan bahwa pekerja sosial di IPWL SRIWIJAYA hanya berjumlah 1 (satu) orang yang tidak sebanding dengan jumlah klien 80 orang.Selain itu masih kurangnya sosialisasi tentang IPWL dan fungsi IPWL Sriwijayake daerah-daerah. Penelitian ini mempunyai tujuan untuk menganalisis pemberdayaan pekerja sosial dalam merehabilitasi korban penyalahgunaan napza di Institusi Penerima Wajib Lapor (IPWL) SRIWIJAYA Kabupaten Ogan Ilir.Metode yang digunakanyaitu metode deskriftif dengan pendekatan kualitatif.Hasil penelitian disimpulkan bahwa Pemberdayaan Pekerja Sosial dalam Kegiatan Rehabilitasi Sosial Korban Narkotika, Alkohol, Psikotropika, dan Zat Adiktif, di Institusi Penerima Wajib Lapor ( IPWL) Sriwijaya Kabupaten Ogan Ilir sudah dilaksanakan sebagaimana mestinya melalui lima dimensi yaitu pengadaan, pengembangan, pembinaan, penggajian dan pengawasan. Adapun untuk dimensi pengembangan, pembinaan, penggajian dan pengawasan sudah terlaksana dengan baik dan optimal itu terlihat dengan adanya perubahan prilaku yang lebih baik yang terjadi pada klien. Sedangkan dimensi Pengadaan telah terealiasi dengan adanya pengadaan Peksos melalui Pusbangprov Kemensos R.I

Abstract

Tujuan penelitian untuk menganalisis implementasi kebijakan Penyelenggaraan Protokol Kesehatan di Masa Pandemi Corona Virus Desease 19 Pada Operasi Pelayanan Angkutan Kereta Api di Wilayah Kerja Balai Teknik Perkeretaapian Kelas II Wilayah Sumsel. Metode kualitatif yang dipakai dalam penelitian ini. Hasil penelitian ini : kegiatan sudah dilaksanakan dengan optimal, namun terdapat beberapa kendala. Pada media penyebaran komunikasi, terdapat spanduk yang rusak oleh angin dan poster dirusak oleh oknum masyarakat yang tidak bertangung jawab, kemudian dimensi komitmen pelaksana kebijakan, disatu sisi petugas dan pegawai dilapangan sudah berupaya, tetapi masyarakat penguna jasa yang kebanyakan masih abai terhadap protokol kesehatan, sehingga petugas dilapangan selalu memberikan sanksi yang merupakan langkah represif, sebagai bentuk upaya penegakan hukum dan merupakan bagian dari upaya yang dilakukan untuk menjalankan kebijakan yang dilaksanakan. Kebijakan dilaksanakan secara optimal, mulai dari penyebaran komunikasi dan sosialisasi kebijakan, sumberdaya, baik itu SDM dan sarana sudah baik dan memadai, untuk disposisi terlaksana sesuai dengan komitmen para pelaksana kebijakan serta terkoordinasi dengan pihakpihak terkait, dan indikator struktur birokrasi penyelenggaraan protokol kesehatan di masa pandemi corona virus desease 19 pada operasi pelayanan angkutan kereta api, sesuai dengan peraturan yang ada.Kata Kunci : Implementasi, Pandemi Corona Virus Desease 19, Pelayanan

Abstract

The implementation of the online learning system at the Talang Kelapa Region Coordinator, especially SMP Negeri 1 Talang Kelapa, has generally been running smoothly in the past few weeks. However, over time, many problems have arisen, such as complaints about teachers’ tasks being too much and complaints about internet quota and internet network problems. This study aims to identify and analyze the implementation of online learning systems during the COVID-19 pandemic at the Talang Kelapa Region Coordinator. This research is descriptive research with qualitative approach. The data collection techniques used were observation, interviews and documentation. Based on the results of the study, it is known that the implementation of the online learning system during the COVID-19 Pandemic at the Talang Kelapa Region Coordinator, especially SMP Negeri 1 Talang Kelapa, has shown good results, and runs effectively and smoothly in the implementation of this online learning system, teachers use WhatsApp more often. to communicate with students and their parents and to share information related to learning materials. Meanwhile, in the implementation of the online learning system, the teacher uses Zoom to deliver material and can provide students' understanding of the material being taught. The online learning system of the zoom application and WhatsApp social media indirectly has the ability to use and access technology increasingly controlled by students and teachers, and the Government provides study quota assistance in accordance with the needs of schools in the on-line learning system during the COVID-19 pandemic.

Abstract

In the Process of Implementing the Pre-Employment Card Program Policy in the midst of the Corona Virus Disease 19 Pandemic In Palembang City, implementation stages/processes are required. The purpose of this study was to analyze the implementation of the Pre-Employment Card Program Policy in the midst of the Corona Virus Disease 19 Pandemic in the city of Palembang. Problems in research The number of obstacles that arise starting from the registration process and then adding many applicants who are not the target of the program and some training cannot be completed so that incentives cannot be disbursed, it is necessary to involve the District/City Government through the relevant Office, namely the Manpower Office, which is more aware of the regional roadmap Results The research and findings are as follows: Implementation of the Pre-Employment Card Program Policy is seen from: 1) Whether or not the problem is easy to control is that knowledge and socialization are not optimal because there is a gap between people who know technology and those who don't, there are indications that it is not right on target, there are still findings of non-required categories The main recipients of Pre-Employment Cards and the dependence of Pre-Employment Card recipients on incentives alone. 2) The ability of policies to structure the implementation process; Implementing the Prakejra Card refers to the guidelines of Perpress No. 76 of 2020, this concept reveals how the changes in competence. Inappropriate use of incentives. 3) Variables outside the policy that affect the implementation process; Participants and recipients of Pre-Employment Cards are burdened with having to have at least a smartphone or computer to support online training and an adequate network. Responding to the continued implementation of the Pre-Employment Card program, it is still seen only as social assistance.

Abstract

The number of complaints made at the Regional Secretariat of the South Sumatra Province shows that the public does not understand the government agencies that receive and follow up on these complaints. The complaint process is carried out by the Regional Secretariat of the South Sumatra Province. The Regional Secretariat of the South Sumatra Province in its main duties and functions has the obligation to manage public complaints in the field of communication and informatics. The purpose of this study was to analyze the management of public information and public complaints at the Regional Secretariat of South Sumatra Province. The problems in the research are the Bureaucratic System which is too complicated, the lack of socialization in the community regarding complaints and the lack of human resources in the complaint section. The data analysis technique used in this research is qualitative data analysis technique. Overall the management of complaints is good, but there are still some obstacles.

Abstract

The purpose of this study was to analyze the implementation of the tourism destination improvement program in South Sumatra Province. The problems that will be studied are limited transportation facilities both in quality and quantity, hindering the movement of people and tourists, as well as increasingly diverse tourism market conditions that demand a tourist destination. Although there are still obstacles related to limited means of transportation both in terms of quality and quantity, hindering the movement of people and tourists, as well as different market conditions. This study concludes that the overall implementation of the Tourism Destination Improvement Program in South Sumatra Province has been running as it should. Although in practice there are still obstacles from the limited means of transportation, both quality and quantity, hampering the mobility of both the community and tourists.
