Abstract

Berdasarkan hasil observasi peneliti di lapangan bahwa pekerja sosial di IPWL SRIWIJAYA hanya berjumlah 1 (satu) orang yang tidak sebanding dengan jumlah klien 80 orang.Selain itu masih kurangnya sosialisasi tentang IPWL dan fungsi IPWL Sriwijayake daerah-daerah. Penelitian ini mempunyai tujuan untuk menganalisis pemberdayaan pekerja sosial dalam merehabilitasi korban penyalahgunaan napza di Institusi Penerima Wajib Lapor (IPWL) SRIWIJAYA Kabupaten Ogan Ilir.Metode yang digunakanyaitu metode deskriftif dengan pendekatan kualitatif.Hasil penelitian disimpulkan bahwa Pemberdayaan Pekerja Sosial dalam Kegiatan Rehabilitasi Sosial Korban Narkotika, Alkohol, Psikotropika, dan Zat Adiktif, di Institusi Penerima Wajib Lapor ( IPWL) Sriwijaya Kabupaten Ogan Ilir sudah dilaksanakan sebagaimana mestinya melalui lima dimensi yaitu pengadaan, pengembangan, pembinaan, penggajian dan pengawasan. Adapun untuk dimensi pengembangan, pembinaan, penggajian dan pengawasan sudah terlaksana dengan baik dan optimal itu terlihat dengan adanya perubahan prilaku yang lebih baik yang terjadi pada klien. Sedangkan dimensi Pengadaan telah terealiasi dengan adanya pengadaan Peksos melalui Pusbangprov Kemensos R.I

Abstract

Penelian ini bertujuan untuk mengetahui dan menjelaskan efektivitas kegiatan rehabilitasi korban penyalahgunaan narkotika, psikotropika, dan zat adiktif oleh Institusi Penerima Wajib Lapor Yayasan Pusat Rehabilitasi Narkoba Ar Rahman di Kota Palembang. Metode yang digunakan adalah Teknik analisis deskriptif kualitatif. Hasil penelitian mengungkapkan bahwa Efektivitas Kegiatan Rehabilitasi Korban Penyalahgunaan Narkotika, Psikotropika, dan Zat Adiktif di Kota Palembang telah berjalan dengan efektif dan optimal. Hal ini dilihat berdasarkan efektivitas yang dicapai oleh semua dimensi, yaitu dimensi Pencapaian Tujuan yang dilihat dari: Kemampuan menginformasikan manfaat dalam mengikuti kegiatan program rehabilitasi dan jenis layanan dalam program rehabilitasi, Mengembalikan kesadaran bagi korban penyalahgunaan NAPZA bagi mereka untuk kembali dalam kondisi pulih dan bebas zat, serta Kontinuitas (kebersambungan) terhadap proses pemulihan bagi peserta pembinaan rehabilitasi; dimensi integrasi yang dilihat dari: Sosialisasi melalui media publikasi dalam penyampaian informasi, Pengembangan konsensus dengan berbagai macam pihak yang memiliki kepentingan, dan Komunikasi terkait koordinasi dengan lembaga Kemensos, BNN, dan kepada masyarakat mengenai pentingnya rehabilitasi; dan dimensi adaptasi yang dilihat dari: Proses pemilihan, rekrutmen, dan standardisasi pengadaan tenaga kompeten perehabilitasi, Proses pembinaan dalam bentuk bimbingan teknis, pelatihan, pendidikan maupun pelatihan lapangan terhadap pengurus, dan Proses penerimaan dan pembinaan peserta rehabilitasi. IPWL yang mengelola kegiatan rehabilitasi narkoba, peningkatan bantuan sosial dari pemerintah masih perlu ditingkatkan agar hak dasar korban penyalahgunaan narkoba terpenuhi, serta perhatian dari pemerintah untuk mensejahterakan SDM pelaksana sebagai garda terdepan dalam bentuk pendidikan dan pelatihan ataupun tunjangan profesi sebagai tenaga profesional adiksi bagi korban penyalahgunaan narkotika, psikotropika, dan zat adiktif lainnya.

Abstract

Penelitian ini bertujuan untuk mencari jawaban atas permasalahan yang ada sehingga diperoleh gambaran yang jelas akan hal tersebut. Adapun tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis Efektivitas Pelaksanaan Rekomendasi Izin Keramaian di Masa Pandemi Covid-19 di Kecamatan Pemulutan Barat Kabupaten Ogan Ilir. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Data yang digunakan adalah berdasarkan jenisnya adalah data kuantitatif dan data kualitatif sedangkan berdasarkan sumbernya adalah data primer dan data sekunder. Instrumen pengumpul data yang digunakan adalah observasi, wawancara dan dokumentasi. Adapun informan dalam penelitian ini adalah Camat Pemulutan Barat Kabupaten Ogan Ilir; Tim Gugus Tugas Penanganan Covid-19 Kabupaten Ogan Ilir; Kepolisian Sektor Pemulutan Barat Ogan Ilir; Kepala Desa di Kecamatan Pemulutan Barat Kabupaten Ogan Ilir; Masyarakat yang mengurus rekomendasi izin keramaian. Analisis data adalah analisis kualitatif dengan model interaktif. Berdasarkan hasil penelitian dapat disimpulkan bahwa Pelaksanaan Rekomendasi Izin Keramaian di Masa Pandemi Covid-19 di Kecamatan Pemulutan Barat Kabupaten Ogan Ilir belum efektif.

Abstract

Analisis Pengelolaan Program Bantuan Sosial (BANSOS) Bagi Masyarakat Terdampak Covid 19 di Kelurahan 9 Ilir Kecamatan Ilir Timur 3 Kota Palembang, Penelitian ini menganalisis Pelaksanaan Penyaluran Program Bantuan Sosial (BANSOS) khususnya bagi masyarakat yang terdampak covid 19 , objek penelitian ini adalah Lurah 9 Ilir, koordinator pembagian bansos, penerima bantuan sosial. Penelitian ini menggunakan metode kualitatif, teknik yang digunakan adalah teknik observasi,wawancara dan kepustakaan. Hasil penelitian menunjukkan Pengelolaan Program Bantuan Sosial (BANSOS) bagi masyarakat yang terdampak Covid 19 Kelurahan 9 Ilir Kecamatan Ilir Timr Tiga Kota Palembang sudah menununjukkan pelaksanaan yang optimal. Walaupun belum mencapai tujuan yang sebenarnya, hal ini terlihat dari kurangnya pengawasan (controlling) pada saat pembagian bantuan sosial, belum optimalnya pelaksanaan (optimal implementation) banyak peserta yang mengeluh ketika bantuan yang diterima tidak sesuai prosedur yang berlaku

Abstract

The purpose of analyzing the implementation of information services for coronavirus disease 19 in Ogan Komering Ulu Regency. This study uses a qualitative descriptive analysis technique. The conclusions of this study are as follows (1). Planning for information services for the corona virus 19 in OKU Regency is going well, the purpose of this policy is to find out information about this covid19, in the context of preventing and reducing the impact of transmission, according to the Information Commission Circular (SE) Regulation No: 02 of 2020 concerning Guidelines for Public Information Services in Public Health Emergency Due to Corona Virus Disease 2019 (Covid19). (2). There are 13 organizations with indicators of staffing implementation, organizational structure and division of labor for human resources in the 19 corona disease information service in OKU Regency. (3). The amount of Deployment for reporting COVID-19 cases in OKU Regency, which can be done on the official portal, at Diskominfo and on the official OKU Regency government portal, but the existing mechanism is compiled from the health office through the Ogan Puskesmas Komering Ulu Regency. The implementation provides information on immunization achievements in OKU District, in general there is already a COVID 19 task force in OKU District, but the OKU District information and communication service always provides information regarding vaccination achievements through the official website and social media owned by Diskominfo. in the form of information provided by the public, such as information services that can be accessed through the official website of Diskominfo OKU. (Ogan Komering Ulu). The monitoring measure for the monitoring stage is the existence of internal and external monitoring at the OKU District Communication and Information Office.

Abstract

This study aims to analyze the Implementation of the Recruitment of Emergency Installation Employees during the Corona Virus Disease 19 Pandemic at the Bayung Lencir Regional General Hospital. by using a qualitative descriptive approach. This study uses an instrument consisting of interviews with research informants, observations and literature studies. The data used in this study consisted of qualitative data and quantitative data sourced from primary and secondary data. The data were analyzed through the following stages: sorting, analysis/discussion, and drawing conclusions. From the results of the study, it is known that employee recruitment is seen from the stages of submitting additional proposals, it is known that the process of finding job information has obstacles in the form of difficulty in coordination in order to search for job information carried out by team members, this condition is because during the pandemic must comply with health protocols and remote coordination with team members running wfh was a bit of a problem. The selection of the recruitment method is done by online interview, this method still has problems where if the network conditions are not stable then the interview process is hampered. Approval of proposals is carried out at a selection team meeting and decisions are taken jointly by looking at the conditions and types of positions needed for the procurement of employee recruitment. Judging from the selection stages of prospective employees, it is known that the administrative selection process contains requirements that have been announced to prospective applicants. The implementation of employee selection has been carried out in accordance with the recruitment procedures that have been determined. At this stage it is felt that there are still weaknesses where the selection team cannot see directly the competence of employees, if the network is in an unstable condition, interviews are conducted intermittently. Remote interviews or online interviews using an internet connection experience power outages, both experienced by hospital interviewers and prospective employees. In addition, the internet connectivity owned by prospective employees is often not as good as the connection at the hospital so that it can reduce the effectiveness of conducting interviews. Judging from the stages of employee acceptance, it is known that it has been running according to the implementation guidelines.

Abstract

This study aims to analyze the participatory supervisison of the election supervisory body in Ogan Komering Ilir Regency. This research is a descriptive research with a qualitative approach. The data used is based on its type, namely quantitative and qualitative, while based on the source is primary data and secondary data. The data collection instruments used were observation, interviews and documentation. The informantsin this study were the chairman and members of the Bawaslu of Ogan Komering Ilir, secretarial employees of the OKI Bawaslu and community elements in Ogan Komering Ilir Regency. Data analysis ia a qualitative analysis with an interactive model, based on the results of research and discussion on participatory supervision. The Election Supervisory Body in Ogan Komering Ilir Regency has been implemented although there are still shortcomings and not optimal. As for the obstacles, the role of Bawaslu in carrying out transparent and fair election supervision is not only limited to supervisors but also as judges who decide cases, the lack of publik awareness and knowledge about elections and the widespread and massive violations that occur.

Abstract

This study aims to evaluate the preparation of the voter list in the general election of regional heads in Musi Banyuasin Regency. This study uses a qualitative approach which is supported by quantitative data. Search results: 1). Consolidation of voter lists in the regional leadership elections under Musi Banyuasin Regency went well, but in terms of funding or budget, it seems to be very lacking because the existing funds were collected. Copied by KPU RI, transferred to regional management operations19, then for resources Human resources are said to be very scarce, where the moderator only has one person to handle election data continuously for 14 sub-districts. 2). The inhibiting factors for collecting data on the preparation of electoral districts in the general election for the regional head of Musi Banyuasin Regency are: a). For people who do not have a family death certificate, the community data or the number of voters who died without a death certificate will still be recorded in the data to be used as a voter list at the time of the Regional Head election. b). Funeral services that provide data on people who died are still not valid because the data that community members who hold funerals in Musi Banyuasin are not necessarily Musi Banyuasin residents, but the data is still recorded in the congregation. Abstract

This study aims to evaluate the continuous voter list update at General Election Commission of Ogan Komering Ilir Regency. This research uses qualitative method to describe the implemen-tation of continuous voter list update at General Election Commission of Ogan Komering Ilir Re-gency.This studyshows that the continuous voter list update at General Election Commission of Ogan Komering Ilir Regency hasn’t been implemented optimally. Continuous voter list monitor-ing has been implemented optimally, but the fund allocated for this program is not enough due to some of the amount being reallocated for COVID-19 pandemic handling. The number of human resources involved in this program is also not optimal because there is only one operator that ad-minister voters list in 18 districts in Ogan Komering Ilir Regency. There are two factors that causes difficulties in obtaining voters’ data: (1) the data obtained from the funeral service is not valid due to not all of the people being buried within the area of Ogan Komering Ilir Regency are of Ogan Komering Ilir Residents; and (2) The large number of people not issuing death certificate of the member of their family who has passed, which means there are people who has passed that are still registered as voters.

Abstract

In handling the Covid-19 pandemic in Prabumulih City, the Central Government which was followed up by the Government under it in this case the Village Government made a policy through the Village Community Development and Empowerment Program for Fiscal Year 2020 in Prabumulih City which included: (1) Use of village funds for handling and prevention of Corona Virus Disease 19, (2) the use of village funds for the Village Cash Work Intensive (PKTD); (3) Use of village funds for Direct Cash Assistance (BLT). The purpose of this study was to analyze the implementation of the Village Fund Budgeting Policy in Handling the Corona Virus Disease 19 Pandemic for the 2020 Fiscal Year in Prabumulih City. The problem in the research is the spread of the Corona Virus Disease 19 Pandemic that occurred in Prabumulih City in the range of March until now requires immediate treatment, but the Village Revenue and Expenditure Budget (APBDES) for 2020 has not accommodated activities and budgets for handling the Corona Virus Disease 19 Pandemic. This study shows that: overall the implementation of the Village Fund Budgeting Policy in Handling the Corona Virus Disease 19 Pandemic for Fiscal Year 2020 in Prabumulih City has been carried out in accordance with the Regulation of the Minister of Villages for Development of Disadvantaged Regions and Transmigration Number 6 of 2020 concerning Amendments to the Regulation of the Minister of Villages, Regional Development Disadvantaged and Transmigration Number 11 of 2019 concerning Priority for Use of Village Funds in 2020, Regulation of the Minister of Villages for Development of Disadvantaged Regions and Transmigration Number 7 of 2020 concerning the Second Amendment to Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration Nomo r 11 of 2019 concerning the Priority of the Use of Village Funds in 2020, Regulation of the Minister of Villages for Development of Disadvantaged Regions and Transmigration Number 14 of 2020 concerning the Third Amendment to the Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration Number 11 of 2019 concerning Priorities for the Use of Village Funds in 2020.
