Abstract

This study aims to describe and analyze the development of the implementation of teacher certification in the city of Samarinda, the phenomena that occur in the implementation of certification and the differences between teacher certification in private and public schools in Samarinda City and more specifically the implications of teacher certification in increasing morale and welfare of teachers in the city of Samarinda. This type of research is descriptive qualitative. Data collection techniques were carried out by means of library research and field research. By using the method of observation, interviews and documentation. Based on the results of the research conducted, it can be concluded that the implementation of teacher certification in the city of Samarinda has increased where initially it was only collecting portfolios, changing to through tests and training in terms of the tests themselves having a high level of difficulty and in terms of training having increasing and solid standards. Phenomena that occur in the implementation of teacher certification are quite diverse, ranging from late payments, test results that are not notified to test takers to senior teachers who have not received certification even though they have taken the test many times. The difference in certification between private and public schools is the amount received, where teachers in private schools receive a nominal value of IDR 1,500,000 and teachers in public schools receive a nominal amount equal to their basic salary.

Abstract

This research aims to build an understanding of the currently developing academic literature on marine tourism in the Anambas Islands as one of the potential areas. Maritime tourism can be developed from a digital and institutional development policy perspective, considering that the impact of tourism through maritime tourism is so broad/multiplier effect, including trade connectivity and communication between nations, so that it becomes one way to maintain maritime affairs. This study used a qualitative method. Data sources are obtained from primary and secondary data. Data collection techniques involved observation, interviews, documentation, FGD, and triangulation, while N-Vivo12 Plus assisted data analysis techniques. The research results showed that the Anambas Regency Government has not fully implemented digital-based development. There have been no regulations governing the development of digital-based marine tourism, both in strategic plans and SOPs in regulations that do not specifically address development. Second, digital media in developing marine tourism is not optimal; there is a lack of social media platforms to raise and attract public attention. The branding carried out is only limited to providing information about tourist attractions, displaying attractive photos, and at least creating marketing campaigns such as events held on the Anambas Islands, and minimally discussing access to the Anambas Islands so that tourists feel that the distance is far away and are reluctant to visit them. Overall, digital-based development is limited to uploading on social media, even though the understanding of digital-based development is broader and far from just sharing on social media. The government should have the ability to innovate and adapt in the face of various changes, such as preparing development plans based on various information on transportation access telecommunications, which can provide complete information to potential visitors so that they can have a variety of experiences.

Abstract

This study analyzes ethnic fractionalization and polarization in the new Indonesian Capital of Nusantara (IKN), with a focus on the potential for ethnic conflict as the government directs significant resources towards its development. Data was collected from 54 villages within IKN territory over five months and analyzed quantitatively. The findings show a high ethnic fractionalization index of 0.79 and a slightly high polarization index of 0.61, indicating a moderate risk of conflict. However, the ethno-demographic and ethnopolitical conditions remain conducive to supporting IKN's development. While previous research has addressed ethnic conflict in Indonesia, few studies have examined its implications for major national projects like IKN's development. This study offers a new quantitative perspective on how ethnic diversity influences large-scale governmental projects, highlighting the role of ethnic fractionalization and polarization in shaping the stability of IKN's development. Although such a polarization index indicates the potential for conflict being slightly high, the ethno-demographic and ethnopolitical condition in IKN is still relatively conducive to providing supporting capacity to IKN development, viewed from a statistical and ethnopolitical perspective.

Abstract

This study aims to identify the determinants of community permissiveness toward illegal mining in Sambutan Sub‑district, Samarinda City. Using a quantitative, associative design, the research evaluates relationships among multiple variables. Fieldwork was conducted in neighbourhood units (RT) 18 and 20, with a sample of 62 respondents.   Data were collected through questionnaires and documentation, then analysed with Product‑Moment correlation, partial correlation, multiple linear regression, prediction‑accuracy tests, and the coefficient of determination.   The results indicate that educational level, corporate strategies, and the involvement of local actors exert positive and significant effects on community permissiveness. Together, these three variables account for 86.4 per cent of the variance in permissive attitudes, while the remaining 13.6 per cent is attributable to other factors not examined in this study.

Abstract

Abstract The Validity of the Final Voters List (DPT) is a crucial element in ensuring the integrity of the General Election. This study aims to evaluate the accuracy of voter data generated through manual Coklit (voter data synchronization) and digital e-Coklit methods, and to identify discrepancies between the results of local data updates and the DPT set by the central KPU. The research was conducted in Sebuntal Village, Marangkayu District, Kutai Kartanegara Regency, as a representative area with complex social and geographical characteristics. A descriptive qualitative approach was used with a case study method, through field observations, in-dept interviews with Pantarlih officers and village-level election orgaanizers, and data triangulation using the Online DPT. The results showed that even though voter data had been factually validated through manual (Coklit) and digital (e-Coklit) data verification, the DPT returned from the center still contained anomalies, such as multiple voters, deceased voters, and unrecorded changes in domicile. The main factors causing the discrepancies include weak inter-level coordination, an unoptimized system for tracking data changes, and limited regional access to central population data (Dukcapil). Keywords: DPT, Coklit, e-Coklit, Pemilu Serentak 2024   Abstrak Validitas Daftar Pemilih Tetap (DPT) merupakan elemen krusial dalam menjamin integritas penyelenggaraan Pemilu. Studi ini bertujuan untuk mengevaluasi tingkat akurasi data pemilih yang dihasilkan melalui metode Coklit (pencocokan dan penelitian) manual dan e-Coklit digital, serta mengidentifikasi diskrepansi yang terjadi antara hasil pemutakhiran di tingkat lokal dengan DPT yang ditetapkan oleh KPU pusat. Penelitian dilakukan di Desa Sebuntal, Kecamatan Marangkayu, Kabupaten Kutai Kartanegara sebagai representasi wilayah dengan karakteristik sosial dan geografis yang kompleks. Pendekatan kualitatif deskriptif digunakan dengan metode studi kasus, melalui observasi lapangan, wawancara mendalam dengan petugas Pantarlih dan penyelenggara pemilu tingkat desa, serta triangulasi data menggunakan DPT Online. Hasil penelitian menunjukkan bahwa meskipun data pemilih telah divalidasi secara faktual melalui verifikasi data manual (Coklit) dan digital (e-Coklit), DPT yang dikembalikan dari pusat tetap mengandung anomali, seperti pemilih ganda, pemilih yang telah meninggal, dan perpindahan domisili yang tidak tercatat. Faktor utama penyebab diskrepansi mencakup lemahnya koordinasi antarjenjang, tidak optimalnya sistem pelacakan perubahan data, serta keterbatasan akses daerah terhadap data kependudukan pusat (Dukcapil).
