Abstract

This study examines the implementation of the Online Single Submission (OSS) system in East Luwu Regency to improve the quality of public services, especially in licensing services, using descriptive qualitative. The research data used came from interviews, observations, and literature reviews. The research findings show that OSS has improved service efficiency in terms of ease of access, speed, and user experience. However, there are still challenges, especially related to unstable internet infrastructure, lack of complete information, and system integration problems. To maximize the potential of OSS, it is necessary to improve technology infrastructure and improve communication strategies. This study provides insight into the need for a more comprehensive digital service framework to ensure equitable access and user satisfaction in the provision of public services.

Abstract

Policy on Assistance Educational for the Family Hope Program for the Welfare of the People of Salenrang Village, Bontoa District, Maros Regency. Thesis. Faculty of Social Sciences and Law, Makassar State University. Supervised by Muhammad Guntur and Muh. Nur Yamin. This study aims to determine how much the Family Hope Program's educational assistance influences the welfare of the people of Salenrang Village, Bontoa District, Maros Regency. In achieving the research objectives, the researchers used data collection techniques through observation, questionnaires (questionnaires), and documentation. The data that was obtained from the research results were then processed using quantitative analysis to find out that the educational assistance of the Family Hope Program had an influence on the welfare of the people of Salenrang Village, Bontoa District, Maros Regency. The research results show that: (1). The policy of educational assistance for the Family Hope Program in Salenrang Village, Bontoa District, Maros Regency shows that the nine indicators evaluating activities for the distribution of educational assistance for the Family Hope Program, namely availability, relevance, affordability, utilization, coverage, quality, effort, efficiency, and impact can be realized in the distribution educational assistance for the family of hope program in Salenrang Village, Bontoa District, Maros Regency. (2). The welfare of the people of Salenrang Village, Bontoa District, Maros Regency shows that the four indicators of community welfare, namely the ability to survive, education, consumption level or pattern, as well as housing and the environment can be realized due to the distribution of educational assistance for the family of hope program in Salenrang Village, Bontoa District, Maros Regency. (3). There is a significant influence between the educational assistance of the family hope program on the welfare of the people of Salenrang Village, Bontoa District, Maros Regency, namely with the value of the coefficient of determination R2 of 0.624 or equal to 62.4%.

Abstract

Abstrak – Pariwisata berbasis komunitas (Community-Based Tourism/CBT) merupakan pendekatan strategis dalam mencapai keseimbangan antara pertumbuhan ekonomi dan pelestarian lingkungan. Desa Nisombalia di Kabupaten Maros memiliki potensi besar dalam pengembangan wisata bahari, namun pengelolaannya masih belum optimal akibat rendahnya kapasitas organisasi masyarakat lokal. Program pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kompetensi kelompok Pemuda Bahari melalui pelatihan dan pendampingan implementasi CBT. Metode pelaksanaan kegiatan meliputi sosialisasi konsep pariwisata berkelanjutan, pelatihan manajemen destinasi wisata dan penyusunan roadmap pengembangan wisata, pendampingan implementatif selama tiga bulan, serta evaluasi dengan menggunakan pre-test dan post-test. Hasil kegiatan menunjukkan adanya peningkatan signifikan terhadap pemahaman dan keterampilan anggota komunitas, di mana 80% peserta mampu mengidentifikasi serta menerapkan prinsip dasar CBT, serta menyusun rancangan rencana strategis pengelolaan wisata berbasis masyarakat. Selain itu, kegiatan ini menghasilkan rancangan dokumen rencana pengembangan wisata Desa Nisombalia. Program ini tidak hanya memperkuat kapasitas sumber daya manusia, tetapi juga menumbuhkan kesadaran lingkungan dan kolaborasi multipihak yang mendukung keberlanjutan desa wisata. Dari sisi akademik, kegiatan ini memberikan kontribusi berupa model implementatif penguatan kapasitas masyarakat pesisir berbasis CBT yang dapat direplikasi di wilayah lain.Kata kunci: Pariwisata Berbasis Komunitas, Pariwisata Berkelanjutan, Pemberdayaan Masyarakat, Pengelolaan Wisata

Abstract

Every public service provider is obliged to provide fair and equitable services to all levels of society without exception to people with disabilities. The Enrekang District Population and Civil Registry Service, South Sulawesi has implemented a strategy to improve services for people with disabilities by referring to regional regulations regarding the provision of services for people with disabilities. However, these efforts still do not provide excellent service as expected. Through this research, an evaluation analysis of the implementation of services for people with disabilities in Enrekang Regency, South Sulawesi was carried out to determine the causes of poor quality services for people with disabilities. This research uses a descriptive qualitative approach. Data collection was carried out by interviews and direct observation of the facilities and services available at the Enrekang Regency Population and Civil Registry Office, which were then analyzed using the technique introduced by (Miles et al., 2018), namely Interactive Model Analysis. The research results show that services for Persons with Disabilities at the Enrekang Regency Population and Civil Registry Office, South Sulawesi need to improve Effectiveness and Adequacy indicators. Lack of facilities, such as special toilets for people with disabilities, can hamper the service process. Apart from that, the absence of translators for the deaf makes it difficult for employees to communicate which can hamper the service process. Despite these shortcomings, in general, there have been efforts to improve accessibility for people with disabilities. Services to people with disabilities are carried out quickly and precisely, and employees are responsive in responding to the needs and complaints of people with disabilities.

Abstract

Abstrak. Transformasi digital menjadi agenda penting dalam reformasi birokrasi modern karena berperan besar dalam meningkatkan transparansi, akuntabilitas, dan efisiensi pelayanan publik. Implementasi e-Government di Indonesia, khususnya di daerah, masih menghadapi tantangan berupa keterbatasan infrastruktur, kesiapan sumber daya manusia, serta rendahnya literasi digital masyarakat. Penelitian ini bertujuan untuk mengevaluasi implementasi inovasi pelayanan publik berbasis e-Government di DPMPTSP-NAKERTRANS Kabupaten Soppeng melalui program “PTSP dalam Genggaman.” Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara mendalam, observasi lapangan, dan studi dokumentasi, serta analisis data mengikuti model interaktif Miles, Huberman, dan Saldaña. Hasil penelitian menunjukkan bahwa inovasi digital ini telah berkontribusi positif terhadap peningkatan akses dan efisiensi layanan publik, meskipun masih menghadapi hambatan signifikan pada aspek infrastruktur teknologi, integrasi sistem, dan kapasitas aparatur. Budaya inovasi mulai tumbuh di lingkungan birokrasi, tetapi evaluasi dan partisipasi masyarakat dalam sistem digital masih terbatas. Penelitian ini memberikan kontribusi teoretis terhadap kajian e-Government dengan menegaskan pentingnya pendekatan kontekstual dan partisipatif dalam inovasi publik di daerah non-metropolitan. Secara praktis, hasil penelitian merekomendasikan penguatan literasi digital, peningkatan kapasitas SDM, dan pengembangan mekanisme evaluasi partisipatif untuk mewujudkan pelayanan publik digital yang inklusif dan berkelanjutan.Kata Kunci: e-Government, inovasi pelayanan publik, digitalisasi birokrasi
