Abstract

Tujuan dilakukannya penelitian ini yaitu untuk mengetahui bagaimana prinsip kedaulatan wilayah negara terhadap masuknya pesawat tempur asing di wilayah udara Indonesia dan bagaimanakah penerapan Hukum Nasional dan Hukum Internasional dalam mengatur pelanggaran wilayah udara, yang dengan metode penelitian hukum normatif disimpulkan: 1. Setiap negara berhak membentuk Air Defence Identification Zone (ADIZ) di wilayah udara yang berada dibawah kedaulatan dan yurisdiksinya, namun penetapan ADIZ yang demikian tidak dimaksudkan untuk memperluas kedaulatan negara pemilik ADIZ atas laut bebas yang tercakup dalam ADIZ negara itu. Pesawat udara sipil maupun pesawat udara militer yang berada dalam zona tersebut, dan akan terbang mengarah ke pantai negara pendiri ADIZ diwajibkan memberikan laporan rencana penerbangan (flight plan) kepada negara pemilik ADIZ. Bagi pesawat udara yang tidak melakukan kewajiban tersebut akan menghadapi tindakan penyergapan (Interception) oleh negara pemilik ADIZ. Adapun efektifitas ADIZ ini dapat dicapai apabila didukung dengan sistem “Air Traffic Control” (ATC) yang mampu bertindak korelatif dengan sistem pertahanan udara nasional. 2. Hukum Nasional yaitu Peraturan Pemerintah No. 4 Tahun 2018 menjelaskan bahwa prosedur penanganan pelanggaran wilayah udara di Indonesia adalah Personel Pemandu Lalu Lintas Penerbangan wajib menanyakan izin penerbangan (flight clearance) terhadap pesawat udara negara asing yang akan memasuki wilayah udara. Ketika pesawat udara negara asing tidak memiliki izin penerbangan ataupun izin melintas, maka Personel Pemandu Lalu Lintas Penerbangan memerintahkan untuk tidak memasuki wilayah udara. Pesawat udara negara asing yang telah mendarat di pangkalan udara yang ditentukan, izin penerbangan diperiksa oleh Komandan Pangkalan Udara setempat sesuai dengan wilayah hukumnya. Sedangkan pada aturan Hukum Internasional Konvensi Chicago 1944 menyatakan bahwa jika “state aircraft” memasuki ruang udara negara lain tanpa otorisasi yang sah maka negara tersebut dapat melakukan aksi: a. dicegat untuk keperluan identifikasi; b. diarahkan untuk meninggalkan ruang udara yang dilanggar dengan rute yang ditentukan; c. diarahkan untuk mendarat demi kepentingan penyidikan/penuntutan lebih lanjut; d. dipaksa mendarat untuk penyelidikan/penuntutan lebih lanjut).Kata kunci: pesawat tempura sing; kedaulatan wilayah;

Abstract

Business startup planning has a strategic value, for the realization of independent entrepreneurial activities that will provide benefits, for increasing knowledge and governance of business startups, efficient business management, and increasing the income potential of entrepreneurial activities carried out. The main problem faced by students in managing a business startup is the lack of knowledge of business planning and good business startup governance, so many business startups fail because they do not meet the business eligibility criteria. This activity aims to: 1) improve business management knowledge and skills through business startup planning for students, and 2) improve skills through understanding how to build a startup business, to be able to grow and master niche markets in the environment quickly and profitably. This community service was carried out at the auditorium of Universitas Dumoga Kotamobagu, North Sulawesi province. The methods used are planning simulations and case studies of building a start-up business, discussions, and role play to improve participants' knowledge and skills. The results of the activity were obtained as an illustration of an increase in the ability of participants to make business plans based on good business management principles, increased performance in making alternative business plans and solutions to achieve business targets, increasing the ability to plan a startup business to master the market well, and having reliable profitability to develop their business well. Abstract

MSMEs play an important role in national economic resilience because they can become independent businesses that can increase people's income and welfare. On the other hand, fierce competition in today's digital era has encouraged the community and MSME business actors to be able to compete and develop their businesses through product digitization and business promotion. Advances in internet technology and digitalization have become solutions for business development and efforts to expand the market. This community service aims to: 1) introduce good MSME business planning and management, and 2) improve MSME business management skills through digital technology. PKM activities were carried out in Motoboi Kecil village, Kotamobagu City. The service is carried out using education and training methods through 1) counseling and development of business management, 2) demonstration of the preparation of business financial statements, and 3) training on digital marketing strategies through social media. The results of the activity showed that the participants' ability to plan and implement the business increased, as well as participants were able to understand and use digital technology, as a means of promoting their products on social media, increasing sales and business profits of MSMEs.
