Abstract

This research target is in line with the basic problems that will be revealed related to the positive significance of the digital transformation policy implementation process at the Kepulauan Riau Province Investment and One- Stop Integrated Service Office and the dominant obstacles faced related to the digital transformation policy implementation process at the DPMPTSP of Riau Islands Province. The relationship between these problems will be explored using a qualitative approach as a tiered research design supported by the availability of Grindle's approach to policy implementation and the linear relevance of the locus under study. The parameters of the findings by Mergel, et al. (2019), in order to meet public expectations of the Government's ability to provide high-value real-time digital services, the Government changed operational standards to improve public services to be more effective so as to achieve goals, including transparency and public satisfaction. The indicators of these research findings indicate the existence of relevance and linear comparison as novelty which is the author's target in providing research novelty. The achievement of research targets is supported by qualitative methods and descriptive analysis and discussion of field observations segmented within the scope of field research. However, after the author completed an initial survey at the Kepri Province Investment and One-Stop Integrated Service Office, indicating the relevance of the research findings that the added value of the community is obtained as needed, namely fast, easy, and free of charge, the function of NIB which also applies as a business license, distribution permit, SNI, and Halal Certificate, through OSS-RBA, MSE and Non MSE business actors. A number of conclusions followed by positive and negative implications indicate a multiplying effect on research findings directly and indirectly which can be used as empirical evidence for policy making related to online licensing in Riau Islands Province.

Abstract

Aparat pemerintah merupakan garda terdepan dalam penyelenggaraan pelayanan kepada masyarakat di kecamatan Mantang. Perangkat daerah dan organisasi terdepan dalam pelaksanaan misi pelayanan daerah secara langsung dan efektif  ditentukan oleh kedekatan antara organisasi penyedia layanan kepada masyarakat. Penelitian  bertujuan untuk menganalisis  implementasi Peraturan Pemerintah Nomor 17 Tahun 2018 di Kecamatan  Mantang Kabupaten Bintan. Metode digunakan dalam penelitian adalah kualitatif dengan pendekatan desktiptif . Teknik pengumpulan data diperoleh melalui wawancara, observasi dan studi dokumen. Hasil penelitin dalam implementasi kebijakan implementasi PP No. 17 Tahun 2018 yaitu belum dilaksanakan sebagai komitmen penuh di tingkat kecamatan. Permasalahan utama pelayanan kecamatan  adalah fitur geografis yang masih terisolir, infrastruktur pendukung minim dan kemampuan sumberdaya manusia perlu ditingkatkan.

Abstract

Workability is skills or skills to do a job that is only gained from practice. Effectiveness is a businessoutreach program as a system with limited resources and means to meet the goals and targets withoutcrippling it means and resources, and without putting undue pressure on the implementation. Two aspectswill be explored in this study takes place in Riau Islands Province Cultural Office by measuringthe effect on the effectiveness of the organization's ability to work with a quantitative approach that isassociative. The conclusion from this study is that there is 36.6% with product moment correlation calculation,there is no significant influence between the workability and effectiveness of the organizationCultural Office Riau Islands Province. and test results of determination coefficient of 13.4% with theprovisions of SPSS version 17, which means that there is a significant and positive effect among variablesworkability to variable organizational effectiveness. Riau Islands Province Cultural Department,while the remaining 86.6% influenced by other variables not examined.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh kualitas pelayanan dan good governance terhadap kepuasan masyarakat dengan kepercayaan publik sebagai variabel intervening. Penelitian menggunakan pendekatan kuantitatif dengan metode Partial Least Squares–Structural Equation Modeling (PLS-SEM). Data dikumpulkan melalui kuesioner skala Likert 1–5 kepada 100 responden yang merupakan pengguna layanan publik dikantor Lurah Sei Jang Tanjunpginang. Hasil penelitian menunjukkan bahwa good governance berpengaruh signifikan terhadap kepercayaan publik dan kepuasan masyarakat, sedangkan kualitas pelayanan hanya berpengaruh terhadap kepuasan masyarakat. Kepercayaan publik berpengaruh signifikan terhadap kepuasan dan memediasi pengaruh good governance, namun tidak memediasi kualitas pelayanan. Nilai R² menunjukkan kemampuan penjelasan model berada pada kategori moderat. peningkatan kepuasan masyarakat tidak hanya ditentukan oleh kualitas pelayanan, tetapi juga sangat dipengaruhi oleh penerapan good governance melalui peningkatan kepercayaan publik. Oleh karena itu, penguatan tata kelola pemerintahan yang baik menjadi strategi penting dalam meningkatkan kepuasan masyarakat terhadap pelayanan publik.
