Abstract:
It is ethnic Malay people can be seen as a cultural (culture), not necessarily in genealogy (equation consanguinity). As a civilized creatures must not be separated from the rules and regulations known as the rule of law . Due to wilt synonymous with Islam , the Islamic values become the basic foundation of the indigenous Malay.Sowing wisdom realized by providing an understanding of the layman , explaining in vague and give sense to the people who are still in diapers and knowledge. To discuss something useful let first thought good orbad , do not talk nonsense.Language broadcasting in speaking not considered beforehand good or bad , it will not bring benefits , talks futile just spending time alone , and even bring in contention. Language broadcasting using local languages is a local wisdom used to facilitate understanding of the information submitted and facilitate digestion and kenalaran information so readily accepted by the local community .

The touch of a moral element must be higher than the minimum intellectual or there is a balance between morality and professionalism. Ethics is always associated with human customs or habits, whether it is a good practice as well as deviant or bad habits, how people should behave and act in interacting with other humans. In the reality of social life, all societies have moral rules that allow or prohibit certain acts. Professionalism is a demand that can not be avoided if the government wants a good performance, but the meaning of professionalism is only interpreted in terms of skills (skillful) solely so that the various education and training is only intended to develop his skills. Difficult to deny that a high skill without coupled high morality anyway does not mean anything. For that we need to have a strategy efforts should be made so that the apparatus of professionalism and morality in a balanced manner. The strategy should be designed to improve the performance of the government is the balancing act between the development of professionalism and morality bureaucratic apparatus.

Abstract:
Service is the process of fulfilling the needs of what is required of others. In general, the service can be interpreted by doing that the results intended for the benefit of others, whether individuals, groups, or communities. Excellent service is very good service or services that best meet customer needs. Thus the Immigration Office Class I Tanjungpinang required to perform excellent service. The purpose of this study was to determine the excellent service given Class I Immigration Office Tanjungpinang. This research is a descriptive study using quantitative methods. The data collection in this study is through observation and questionnaires. Data analysis techniques used in this research is to calculate the degree of correspondence between expectations and reality as well as by measuring the index numbers. The data were processed using the formula degree of suitability and importance of decision making using performance analysis, the index number obtained by calculating the weight and frequency and decision-making through the established criteria. Informants / respondents in this study obtained through the use of techniques that is incidental sampling technique of determining based on chance. The population in this study are all the people who do the maintenance at the Immigration Office Class I Tanjungpinang. Questionnaires were distributed to 50 respondents. Research results obtained from processing the data as a whole and is shown by the percentage figure of 59.8%. Much to be improved in order to create excellent service or services that best meet the public expectation to the Immigration Office Class I Tanjungpinang, especially on the reliability indicator (reability), responsiveness (responsiveness), and attention (empathy). The general conclusion of the study at the Immigration Service Excellence Class I Tanjungpinang is a prime service can not be said because it still can not give what is expected or desired community / customers. Suggestion of this research is the Immigration Office Class I Tanjungpinang should further improve overall service to achieve the best service or excellent service. When reached or the realization of excellent service in Class I Immigration Office Tanjungpinang will certainly have a positive impact for the office itself.

Kepemimpinan pemerintah (kepala daerah) yang dijalankan secara terpusat oleh rezim Orde Baru merupakan cikal bakal pelaksanaan sistem pemerintahan yang tidak memberi peluang kepada daerah untuk tumbuh dan berkembang. Terjadinya era reformasi di mana pergeseran berubah menjadi sistem pemerintahan yang terdesentralisasi yang meningkatkan nilai substansi demokrasi. Namun euphoria perjalanan otonomi daerah sebagai Kepala Daerah penguasa setempat semakin kuat. Bukti ini, nyata terjadi adalah praktek KKN (korupsi, Korupsi dan Nepotisme) terjadi jauh dalam pencapaian harapan desentralisasi. Tujuan penelitian dalam penelitian ini adalah untuk membahas kapabilitas, meskipun setiap kepala daerah dipilih oleh rakyat. Peneliti telah dilakukan dengan studi kasus kualitatif di provinsi Riau. Masalah ketidaksetaraan secara khusus dalam hal kewajiban kepemimpinan yang memuncak dari faktor historis yang memberikan peran yang sangat besar untuk kepemimpinan Kepala Daerah sebagai otoritas daerah. Masalahnya adalah di mana ketimpangan tertentu dalam hal kewajiban memuncak kepemimpinan faktor sejarah yang memberikan peran yang sangat besar untuk kepemimpinan kepala daerah.

Penelitian perahu Lancang Kuning yang berorientasi Identifikasi, dokumentasi, Inventarisasi, data dan kearifan lokal serta penggunaan teknologi yang bernuansa lokal pada skala Propinsi yang lebih utama berorientasi kemaritiman. Oleh karena itu penelitian ini sejalan dengan RIP UMRAH dan kepentingan daerah Provinsi Kepulauan Riau berjudul âPerahu Lancang Kuning kearifan lokal masyarakat Melayu Bintan Kepulauan Riauâ. Penelitian ini dilakukan dengan tujuan untuk menginventarisir kearifan lokal, pengaruhnya bagi masyarakat, masalah yang timbul dalam pembangunan dan bagaimana penentuan strategi bagi kelanggengan eksistensinya. Metodologi penelitian ini dilaksanakan dengan pengumpulan data primer dan skunder baik kuantitatif maupun kualitatif dari pemangku kepentingan (stakeholder), melalui diskusi, wawancara mendalam dan pertanyaan-pertanyaan. Penelitian ini akan menelusuri tiga jenis warisan kapal orang Melayu yang digunakan dalam aktiviti perdagangan dan kegiatan maritim pada zaman lampau; yaitu jenis kapal besar bagi penjelajahan di lautan dan antara benua, jenis kapal sederhana bagi penjelajahan di antara pelabuhan di Alam Melayu dan jenis kapal atau perahu kecil untuk kegiatan di pinggir pantai dan sungai. Perahu Lancang Kuning merupakan 10 perahu tradisional di Indonesia, di beberapa daerah wujud perahu tradisional masih ada sampai sekarang tetapi Perahu Lancang Kuning tidak ditemukan wujudnya di lingkungan masyarakat Melayu Kepulauan Riau. Untuk itu perlu digali dan pendalaman secara serius mencari jejak sejarah yang sebelumnya menjadi sebuah Kerajaan Riau Lingga Johor (museum Johor dan museum Terenggano Malaysia); Siak, Pekanbaru, Medan dan Belanda.

Capacity Building as a form of institutional progress for the creation of better organizational performance in perfecting the implementation of the bureaucracy during the COVID-19 pandemic. The purpose of this study is to analyze capacity building in the Department of Women's Empowerment, Child Protection, Population Control and Family Planning, Bintan Regency. The research method used a qualitative approach by reviewing secondary data in the 2020 Government Agency Performance Accountability Report (LAKIP) and other documents which were then analyzed in-depth using the concept of institutional capacity building as a form of evaluating organizational performance in the future in reform bureaucracy. The results show that institutional capacity building in the Department of Women's Empowerment, Child Protection, Population Control, and Family Planning in Bintan Regency has to support and inhibiting factors during the COVID-19 pandemic. it focuses on regulations and rules during a world health emergency that makes the government system not in a normal condition so that these inhibiting factors cannot be guaranteed to disappear. In addition, the supporting factor is organizational leadership ensuring that the vision and mission of the regional head as stated in the RPJMD in the Department of Women's Empowerment, Child Protection, Population Control and Family Planning in Bintan Regency, which gets special attention as stated in the mission of the Regent of Bintan Regency 2021-2026.

The relationship between the local government and the central government in handling COVID 19 in Indonesia is considered very bad because the existing disaster management is considered slow in breaking the chain of the spread of COVID 19. This study focuses on coordination between the central government and local governments where there are many mismatched statements in determining policies in handling COVID 19 which is confusing in the application of handling this COVID 19 disaster. The research method using a systematic literature review is one approach to the literature review method by describing the procedure for selecting publication criteria and/or literature that is reviewed with the aim of getting a broad picture related to a particular topic or issue. The results of the study indicate the need for principles of interaction between local and central government authorities in the task of handling the COVID-19 disaster that has not used a good disaster management strategy, this is because it does not implement the relationship responsibility principles of central-local government interaction so it is necessary to strengthen communication. In addition, during the COVID-19 pandemic, there is a complicated bureaucratic system in central-local government interactions

Batam merupakan kota industri yang menjadi primadona bagi dunia penanaman modal di Kepulauan Riau dan Indonesia secara umum. Tetapi berbagai permasalahan turut hadir di Kota Batam antara lain carut-marut dan lambatnya pengurusan perizinan penanaman modal yang rumit dan tidak pasti mengakibatkan munculnya fenomenologi terkini yaitu perkembangan realisasi Penamanam Modal Asing (PMA) Batam tahun 2019 yang mengalami penurunan dibandingkan tahun-tahun sebelumnya di periode yang sama. Tujuan dari penelitian ini yaitu untuk mengetahui bagaimana implementasi dynamic governance dalam penyelenggaraan Mal Pelayanan Publik Kota Batam. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif, yakni ingin mendapat data secara alami (apa adanya). Penilaian akan perubahan ini menjadi salah satu sebab bagi peneliti menggunakan metode kualitatif. Pendekatan yang dipakai untuk mendapat data dalam penelitian in adalah pendekatan kualitatif maka ada komponen-komponen metode pendekatan yang harus diperhatikan oleh peneliti. Adapun analisis data dalam penelitian kualitatif ini, dilakukan selama dilapangan menggunakan model Miles and Huberman yakni aktivitas dalam analisis data kualitatif dilakukan secara interaktif dan berlangsung secara terus-menerus sampai tuntas, sehingga datanya sudah jenuh. Aktivitas dalam analisis data, yaitu data reduction, data display, dan conclusion drawing atau verification. Hasil penelitian ini menemukan fakta bahwa implementasi dynamic governance dalam penyelenggaraan Mal Pelayanan Publik Kota Batam dapat dinyatakan telah cukup mampu untuk dikatakan dinamis dalam tata kelola kerja berdasarkan 3 indikator yaitu thinking ahead, thinking again, thinking across yang berimplikasi baik itu dari segi institusi, struktur dan program yang telah dipilih oleh stakeholder di Mal Pelayanan Publik Kota Batam. kemampuan Mal Pelayanan Publik Kota Batam dalam meninjau kembali berbagai strategi dan program yang sedang berjalan.
