Abstract

To establish agriculture as a leading sector through a planned, systematic and remain accommodating the existing condition process, a formula is needed to be the framework in preparing the agricultural policy. There are four main components in the framework of agricultural policy, there are : objectives that is expected to be achieved by the policy makers, constraints that limit the results that can be achieved, policies which consist of instruments that are used by the government to change the agricultural outcomes, and the implemented strategies through a well-coordinated policy implementation. It is expected that through the understanding of the agricultural framework, the policy makers can make the appropriate policies to accomplish the vision and mission of agricultural development  Keywords : agriculture, framework,  development

Abstract

Nowadays, work culture transformations have become the trend setter for local governments in enhancing the performances of their apparatus. Occasionally, aparatus' old mind and culture that has been set for a long time make it a challenge to transform it into the apparatus with high integrity, high productivity, high performance, and good personality. Strong will and deliberate efforts which are combined with sustainable evaluations are needed to be able to achieve these goals. This situation must be implemented in comprehensive ways which must be well planned, well structured and sustainable. Besides that, it must also be supported with tremendous discipline, great resources and periods of time. This articel tries to describe the implementation of work culture transformation which is implemented by Penajam Paser Utara (PPU) Region starting from its values formulation, implementation. finally, with the implementation of work culture transformation, it is greatly expected that a better transformation milestone can be attained by PPU.Keywords : Transformation, Work Culture, Organization Transformasi budaya kerja saat ini tampaknya telah menjadi trend setter bagi pemerintah daerah dalam upaya meningkatkan kinerja aparaturnya. Namun ternyata tidak mudah dalam merubah pola pikir dan budaya aparatur lama yang telah tertanam dan berakar kuat menjadi aparatur yang berintegritas, produktif, berkinerja dan berkepribadian tinggi. Diperlukan tekad yang kuat, upaya yang tepat dan evaluasi secara terus menerus. Hal ini harus berjalan secara terencana, terstruktur, komprehensif dan berkelanjutan serta membutuhkan komitmen serta kedisiplinan yang luar biasa, sumber daya yang besar dan waktu yang panjang. Tulisan ini mendeskripsikan pelaksanaan transformasi budaya kerja yang dilakukan Pemerintah Kabupaten Penajam Paser Utara (PPU) dari tahapan perumusan nilai-nilai, implementasi, akhirnya, dengan dilaksanakannya transformasi budaya kerja ini, diharapkan menjadi tonggak dasar dalam upaya perubahan yang lebih baik lagi bagi Pemkab PPU.Kata Kunci : Transformasi, Budaya Kerja, Organisasi

Abstract

Since the reforms in 1998 there have been changes in democracy, from centralized to decentralized and the existence of regional autonomy which gives freedom to each region to manage its own region. Freedom to increase the responsibilities of local governments must provide and improve services to the community. Therefore a breakthrough is needed. National Institute of Public Administration takes a role in accelerating the growth of governance innovation in the local government environment through the National Innovation Laboratory Program by assisting innovation in local government using the 5D instruments (Drum, Diagnosis, Design, Delivery and Display). There are two Locus Innovation Laboratories which are used as research namely Tanah Bumbu Regency in South Kalimantan Province and Kotawaringin Regency in Kalimantan Province, Central Kalimantan. With the descriptive analysis method through library research, this study wants to see the advantage by the innovation laboratory in terms of innovation development in the regions. The results of the analysis show through laboratory assistance, the region get advantage from open mindedness of apparatus, and change the way people think about government performance and bring up trust towards local government. Abstract

Dua dasawarsa otonomi daerah pasca reformasi diharapkan dapat mempercepat pertumbuhan ekonomi daerah, pengurangan kemiskinan, penyediaan lapangan pekerjaan dan peningkatan kesejahteraan masyarakat namun nyatanya masih menyisakan kesenjangan pembangunan khususnya pada wilayah-wilayah yang cenderung tertinggal. Dengan metode deskriptif, tulisan ini mencoba untuk memberikan gambaran kondisi daerah tertinggal, persoalan-persoalan yang dihadapi serta upaya penanganan pembangunan daerah tertinggal. Hasilnya, perlu dilakukan upaya-upaya untuk peningkatan perekonomian masyarakat, sumber daya manusia, sarana dan prasarana, kemampuan keuangan daerah, aksesibilitas, dan karakteristik daerah melalui percepatan pembangunan pada aspek tersebut. Harapannya, dengan capaian pemerintah yang cukup baik dalam mengentaskan daerah-daerah tertinggal tidak membuat pemerintah berbangga diri namun harus lebih meningkatkan kinerja untuk mencapai target pengentasan daerah tertinggal

Abstract

Changes in the dynamic strategic and regulatory environment are challenges as well as opportunities for city governments to formulate and formulate organizational policies that are in line with the direction of development. The arrangement of regional apparatus organizations is a common thing in an organizational cycle, including in local government organizations. With the simplification of the regional government organization, it is hoped that the performance of the local government will become more effective and efficient. Institutional arrangements are not limited to nomenclature, but also have an impact on coordination governance, scope of work, resource management, and so on. By using institutional arrangement criteria from a budgeting policy perspective, analyzing the value of strategic issues related to regional vision and mission as well as regional flagship programs, analysis of regional institutional models and nomenclature, analyzing the typology of affairs, which are then offered into two models, namely: 1) Progressive Institutional Model and 2) Pragmatic Institutional Model. In short, differences from alternative institutional models fundamentally change existing institutions, but still prioritize key factors in achieving local government goals. On the other hand, the choice of the pragrammatic model represents a moderate, realistic, and rational institutional model, but the two alternative models still offer a more streamlined structure and a more efficient allocation of resources. It is possible to choose a hybrid model, taking into account the intensity of the workload, and optimize the performance of the flagship program.

Abstract

Abstract This study aims to see the benefits of INCAR in the implementation of the National Program of Generation Plans (GenRe) for youth and the community. Based on the results of the analysis, the program allows teenagers / peers to pulse to "Duta GenRe". Teens are given information by peers about the importance of health, skills and life skills, and counseling services. The implementation constraints of GenRe in the regions, especially the outer regions of Indonesia are not running smoothly due to risk factors and transportation. Therefore, BPPKB performs a method of delivering information called INCAR (Intelligent Smart Information) to convey the information needed to attract and modernize to solve existing problems using digital media. The result, has formed a variety of digital information media and social networking in the form of Teen PIK Blog, teen sites on Facebook, Twitter, Whatsapp, Instagram and others. In conclusion, the perceived benefit of INCAR in the GenRe Program is that BPPKB has succeeded in delivering information to teenagers in outer areas. With INCAR the teenagers in the remote areas can update the latest info. Benefits felt by the community, especially the school and parents is channeled teenagers activities in a positive container and monitored the activities of children and adolescents Another party and parents no longer feel worried about the association of teenagers. Keywords: youth, GenRe, INCAR Abstrak Kajian ini bertujuan melihat kemanfaatan INCAR dalam pelaksanaan Program Nasional Generasi Berencana (GenRe) bagi remaja dan masyarakat. Berdasarkan hasil analisis, program ini melibatkan remaja/anak sebaya berpotensi menjadi “Duta GenRe”. Remaja diberikan informasi oleh teman sebayanya tentang pentingnya kesehatan reproduksi, keterampilan dan kecakapan hidup, serta pelayanan konseling. Kendala pelaksanaan GenRe di daerah, khususnya daerah terluar Indonesia tidak berjalan mulus dikarenakan hambatan faktor geografis dan transportasi. Karena itu BPPKB meluncurkan suatu metode penyampaian informasi disebut INCAR (Informasi Cerdas Ala Remaja) untuk menyampaikan informasi yang bernilai positif namun tetap dalam kemasan menarik dan modern untuk mengatasi permasalahan remaja yang kompleks dengan memanfaatkan media teknologi digital. Hasilnya, telah terbentuk berbagai media informasi digital dan jejaring sosial dalam bentuk Blog PIK Remaja, komunitas remaja di Facebook, Twitter, Whatsapp, Instagram dan lainnya. Kesimpulannya, manfaat yang dirasakan dengan adanya INCAR dalam Program GenRe adalah BPPKB berhasil mengatasi kendala penyampaian informasi kepada remaja di daerah sulit dijangkau. Dengan adanya INCAR para remaja yang berada di pedalaman dapat meng-update info-info terbaru. Manfaat yang dirasakan masyarakat khususnya sekolah dan orang tua adalah tersalurkannya kegiatan remaja di dalam wadah yang positif dan terpantaunya kegiatan anak dan remaja sehingga pihak sekolah dan para orang tua tidak lagi merasa khawatir dengan pergaulan remaja. Kata Kunci: remaja, GenRe, INCAR.
