<![CDATA[This study aimed to undergo an analysis on the Profesionalism of the Government Apparatus in implementation governmental tasks, development and society education. The study applied a qualitative method using a phenomenological approach. The informant selection is performed by purposive sampling tecnique. The Informant consist of the member of Province of North Sumatra, Head of Subsection and Staff of The Secretariat of The DPRD Province of North Sumatra. In addition to these, the study also involved concerned institution. Instrument of the study comprised the writer himself and data collection by in depth interview, documentation, and field observation, whereas technique of data analysis used a taxonomy analysis. Profesionalism of the government apparatus to be assessed consisted of responsiveness and inovation performed by the staff of Secretariat of The DPRD Province of North Sumatra in their governmental tasks implementation, development and society education as well as service accomodation to ythe citizens. In general, profesionalism of the government apparatus from the viewpoint of the apparatus responsiveness and inovation at Secretariat of The DPRD Province of North Sumatra Regency still lacked of quality. Such condition was affected by vision and mission of the organization and responsibility of the organizational structure, leadership, and reward that din not meet the objective of the organization. They should have been given a serious attention for the purpose of determining organizational goals.]]>

<![CDATA[The government has launched the Public Service Agency / Regional Public Service Agency (BLU / BLUD) program with the issuance of Government Regulation Number 23 of 2005. PP 23 of 2005 concerning Financial Management of Public service agency which basically explains, Public service agency are not only a new form in management of state finances but also as a new paradigm for public sector service management. The purpose of this study was to determine and analyze how the implementation of PPK-BLUD policies in RSUD Dr. RM Djoelham Binjai in terms of improving the quality and quality of public services, especially health services to the people of Binjai City. The method used in this research is descriptive qualitative using the Merille S. Grindle theory where there are several variables that determine the effectiveness of policy implementation. From the research results it can be seen that after the implementation of PPK-BLUD in Dr. RM. Djoelham Binjai, there was a change where previously the budget management, finance and reporting processes, which had been purely based on financial regulations with the APBD mechanism. However, with the implementation of PPK-BLUD, all the income that the RSUD Dr. RM. Djoelham receives can be directly managed and used for the needs and needs of the RSUD. So it is hoped that it can simplify the bureaucracy, especially finance, so that in the end it can improve the quality of hospital services. In its implementation, there are several obstacles faced, especially the understanding of other sections and fields of PPK-BLUD in RSUD Dr. RM. Djoelham Binjai so that good coordination between divisions and fields is needed.]]>

<![CDATA[One of the requirements to be able to vote is to become a voter on the Final Voters List (DPT). In fact, this list is a classic problem that has never existed, including the DPT for the 2019 Concurrent Elections. Using qualitative methods, this thesis discusses why the DPT for the 2019 Election is still problematic, with the large number of voters in Medan City who vote using their KTP on polling day there are still voters who have not registered in the DPT who can reach more than 10% of the total number of DPT in Medan City and how to solve this problem. Even though Law no. 7/2017 concerning Election for voter registration using the registration registration method, the application of this method has not met the prerequisites. There are at least eleven prerequisites that must be met. The Election Law does not help who is responsible for implementing updating voter data in the post-election period. The current registration and updating formulation is more of an update on the system's ongoing periodic list. A timely voter registration formulation is implemented by the KPU by opening up spaces for cooperation between government agencies and institutions involved in updating population data. With a sustainable system, it is hoped that it can increase the degree of updating of data selectors.]]>

<![CDATA[This study aims to describe the role of village funds in the development of the Village Development Index. The research method was conducted with a qualitative approach, the informants in this study were key informants, key informants and additional informants. The research location was conducted in Sibolangit sub-district with 5 sample villages, consisting of 2 disadvantaged villages, 2 developing villages, and 1 developed village. The results of this study illustrate how the village before the existence of village funds and after the existence of village funds, then the role of village funds in the development of the village index build in which in the village index builds a lot of indicators and sub-indicators of its assessment, as well as looking at factors hampering the village difficult to develop. this is a village that is still difficult to develop its area despite village funds.]]>

<![CDATA[The purpose of this study is to describe and explain the origins, causes and impacts of the emergence of dynastic politics in Mangaledang Lama Village, Portibi District, Padang Lawas Utara Regency. The form of this research is qualitative research with descriptive analysis, to describe and explain in depth the origins, causes and impacts of the dynastic politics. The result of the research states that starting from Daman Huri Siregar who was elected as village head from 2001 - 2011 (two periods), after that there was a desire to rule by passing his power to his own younger brother through the election of the village head. The contributing factor is the ownership of economic capital that is financially stable, has social capital such as a strong network among the community, has symbolic capital, namely the siregar clan which is known as the dominant ruling clan so that when compared to other clans, it is far less in number than the siregar clan. The impact is that power only circulates in the family itself, so that opportunities / opportunities for other people to get rights in the political and governmental sphere are not obtained. Therefore dynastic politics will be very detrimental to others and have an impact on a good system of government and a democratic system because opportunities for people who are capable and capable do not get opportunities in the political process.]]>

<![CDATA[This research is about analyzing the political influence of multiculturalism in the structure of the newly elected government, namely Amizaro Waruwu who is the current Regent in North Nias. This study uses Will Kymlica's multicultural political theory which is used to analyze minority rights in politics and can occupy the structure of government positions in North Nias Regency. Agnes Heller's theory of identity politics is used to conclude how the identity of the regional head is one of the considerations in determining the structural positions of the executive government in North Nias Regency. This research method uses qualitative methods with descriptive data analysis techniques to answer one or several questions regarding the state of the object or subject in detail. Data collection techniques were carried out by interview methods and literature study. In this research, we see and provide understanding of two things. First, the decentralization system gives rise to a pattern of recruitment of SKPD leaders in determining the government structure that prioritizes the majority community to take office. Second, with the decentralization system, the community will be more active in determining every government policy and being directly involved in every political process in North Nias Regency.Keywords: Multicultural, Government, Recruitment Pattern.]]>

<![CDATA[The purpose of this paper is to analyze the Implementation of the Village Financial System (Siskeudes) and the Inhibiting Factors in the Implementation of the Village Financial System (Siskeudes) in the Management of the Village Revenue and Expenditure Budget (Apbdes) in Kodon-Kodon Village, Brand District, Karo Regency. The research method used in this research is descriptive research with a qualitative approach with the subject of key informants and additional informants. In 2020 SISKEUDES Application Version 2.0. The theory of implementation used is the theory of implementation of the George C. Edward III Model. The results of the study indicate that the transparency in reporting village financial management is quite good, in terms of the existing resources in the village that are able to operate the SISKEUDES application, which is still very limited. Technical implementers in operating the SISKEUDES application are often negligent in carrying out their duties in the SISKEUDES application. The bureaucratic structure is still less effective between the Village Head and the Technical Implementer of the SISKEUDES Application. The village head must wait for the results of the financial reports prepared by the technical implementer of the SISKEUDES APP.]]>
