Abstract

Penelitian ini berawal dari marak dan masifnya perilaku para elit menjarah uang rakyat sejak pemberlakuan Otonomi Khusus di Papua. Hal ini diakibatkan dari Implementasi tatakelola pemerintahan yang belum maksimal. Penelitian ini bertujuan menganalisis keterkaitan antara pelaksanaan otonomi khusus di Papua dan praktek korupsi pada sistem birokrasi pemerintahan daerah pasca pemberlakuan otonomi khusus. Distribusi kewenangan politik dan pemerintahan diikuti desentralisasi fiskal yang besar berdampak pada organisasi pemerintahan karena aliran deras dana pusat tidak terawasi secara efektif. Penelitian ini dilakukan dengan pendekatan kualitatif deskriptif dengan metode wawancara mendalam. Informan-informan dipercaya mampu menjelaskan penyebab koruptif elit Papua di era otonomi khusus dalam birokrasi pemerintahan. Hasil penelitian menunjukan kemanfaatan dana otonomi khusus belum berkontribusi positif bagi masyarakat Papua. Trend praktek korupsi dalam birokrasi pemerintahan terus menampakan gejala yang buruk dan masif. Ironi memang, di satu sisi dana triliunan rupiah digelontorkan ke Papua, di sisi lain rakyat belum juga keluar dari lingkaran kemiskinan, keterbelakangan dan lainnya. Pengelolahan bantuan Dana Otonomi Khusus bagi masyarakat Papua diwarnai dengan nilai-nilai nepotisme. Hal ini muncul ketika pemangku kepentingan hanya memprioritaskan dirinya, kelompok dan golongannya. Tata kelola pemerintahan (good governance) yang baik dan bersih, tidak terlaksana karena masih maraknya budaya ucapan terima kasih yang bertentangan dengan norma etik dalam pelayanan publik. Adanya ketidakpercayaan (distrust) publik terhadap pemerintah dan elit politik. Hal ini terjadi karena banyaknya para pemimpin dan elit di Papua tersandung kasus korupsi.

Abstract

This research seeks to explain the role of community participation in development, the active involvement of the community or participation can mean involvement in the process of determining the direction of the development policy strategy implemented by the government. In terms of planning, community participation as the frontline in the implementation of development can be seen during the implementation of the Village Development Planning Meeting (MUSREMBANG). This research design is descriptive research with a qualitative approach. The type of data used in this research is qualitative. Data collection techniques were carried out in several ways, namely interviews, observation and documentation. The results showed that community participation in development planning in kamung yoka has not been maximized. This is illustrated by the lack of interest and desire of the community to attend and play an active role in the Village Development Planning Meeting (MUSREMBANG)

Abstract

This study aims to analyze the implementation of anti-corruption education and the challenges in internalizing the values of honesty, responsibility, and dísciplíne among students at the University of Science and Technology Jayapura (USTJ) Using a descriptive qualitative approach, data were collected through in-depth interviews, observations, and document studies involving 50 infomants from five faculties. The findings reveal that although students generally understand the importance of anti-corruption values, their application is hindered by peer pressure, weak role models, and the lack of cultural integration in education. The value of honesty is often conpromised in academic pratices such as cheating and plagiarism: responsibility is shaped by ínteractions with lecturers and family expectations; and discipline is largely understood as mere compliance with rules rather than an internalized ethical commitment. The study enphasizes the need for a contextual, participatory approach rooted in local Papuan culture, including the revitalization of indigenous anti-corruption values such as transparency, accountability, and honesty reflected in the traditional noken philosophy. It recommends integrating character education into curricula, strengthening lecturers exemplary roles, and creating a campus ecosystem that promotes integrity and shame toward dishonest behavior.
