Abstract

The Provincial Government of DKI Jakarta issued Governor Regulation Number 3 of 2018 concerning the elimination of tax administration sanctions (sunset policy) or better known to the public by bleaching. The end of 2019 there were still PKB and BBN arrears, particularly in the South Jakarta City area reaching 15 billion. The results showed the realization of motor vehicle tax revenue of Rp 115,917,771,730, - there was a reduction of Rp 108,247,742,466, - meaning there were still motor vehicle tax arrears of around 7.5 billion. This problem arises because the socialization of bleaching information is still not optimal, the low public interest in the program, and the low tax compliance. This statement emerged from the results of a survey of respondents who stated that the responsive attitude to the sunset policy reached 88.5%, of which 47.9% stated the respondents agreed to the policy of eliminating motor vehicle administration sanctions but they had not used it, in other words, the sunset policy make public interest to obey pay taxes increases. So that the important role of the DKI Jakarta Regional Tax and Retribution Agency (BPRD) will immediately improve tax administration, improve services, systematically and continuously educate taxpayers and ensure law enforcement.

Abstract

In the development of Revolution 4.0, the application of information technology is a must for state administrators (government). And also, the use of information technology in governance (e-government) is also one way to realize bureaucratic reform in improving the quality of public services to make them more effective, efficient, and transparent and accountable. The research method used is qualitative with a descriptive verification approach and in-depth interviews with various informants relevant to the study. The results of the research show that the government needs to adapt quickly to support people's needs in a more effective and efficient way. Namely by implementing an E-government system or government that utilizes technology for a transparent, effective, efficient and accountable service to the public. This digital gap can be seen from one of the factors, namely whether or not internet access is evenly distributed and the extent of local people's knowledge regarding digital use. Between these gaps, sometimes we feel irritated when a digital-based service is arguably of good quality in a government agency, but the gap comes from the humans themselves who have not been able to properly utilize their digital infrastructure. Therefore, the government needs more attention to monitor the ability of human resources or ASN to be more consistent with e-government based services. If the HR capabilities are still not able to utilize the e-government system properly, then the funds spent will be in vain. Apart from digital infrastructure funding, there are things that are more urgent than that, namely repairing damaged roads in the regions which of course provide direct satisfaction to the community rather than pouring digital infrastructure funds into the readiness of human resources itself which is low or cannot yet implement e governance over e government.

Abstract

Warakas Village is located in Tanjung Priok District, North Jakarta, with a population of 60,122 people and an area of 100.4 Ha. The increase in population and consumption patterns that continue in society can lead to the amount of landfill waste. Stunting toddlers have become a serious concern for the government. The real impact of stunting is that it can reduce intelligence in children, as the next generation of the nation. The Program conducted in the Warakas Village is to add insight and knowledge, as well as improve skills from environmental, economic, and health aspects, especially in the case of stunting by prioritizing integrated waste/garbage management with prospects for creating innovations in the field of feed and fish farming catfish. The Program is implemented using a participatory approach and an adult learning system, both in training by inviting expert speakers and assisting in the application of the knowledge provided. The benefits obtained are increasing the skills of residents in developing the ability to make solid and liquid fertilizers, plant cultivating with hydroponic system, and production of fish feed independently. All of these activities are interrelated, and can become a place/forum for discussion between residents and other stakeholders. In the health sector, this activity is believed to be able to meet the need for animal protein sources, especially in the Stunting Prevention Action activities which prioritize animal protein intake. Lastly, in the environmental field, waste management activities can support environmental quality improvement by reducing waste piles that are disposed of at garbage dump.

Abstract

This paper aims to discuss the implementation of the “Jakarta Smart City” (JAKI) application policy in the South Jakarta City area in 2020. And to find out more about the implementation and the supporting and inhibiting factors for the JAKI application. This research focuses on the implementation of the "JakLapor" feature found in the JAKI application. This study uses four indicators obtained from George C. Edward III's policy implementation theory, namely Communication, Resources, Disposition and Bureaucratic Structure. This study uses a qualitative approach, using primary and secondary data sources—obtained Primary data sources from observations and interviews with informants—received Secondary data sources from document searches. The study results indicate that the JAKI application in South Jakarta City has not utilized technology and communication to realize better public services. The use of Smart City has also not succeeded in increasing public and government participation in using application data, providing input and criticism of the implementation of public services. Furthermore, the JAKI application also has supporting and inhibiting factors in its application. However, there are also challenges in implementing Smart City in Indonesia, such as inadequate infrastructure, data security problems, and limited access to technology for people in rural areas. Therefore, there is a need for collaboration between the government, private sector, and society to overcome these challenges and ensure the implementation of a sustainable and inclusive Smart City in Indonesia.
