Abstract

Waste management problems are common in big cities in Indonesia, including Jakarta. Various waste problems such as: a significant increase in the volume of waste from year to year, poor waste management, and a low culture of cleanliness in the society still shackles Jakarta nowadays. The policy was initiated in the form of the DKI Jakarta Provincial Regulation No. 3 of 2013 concerning Waste Management to alleviate various solid waste problems, including through the waste bank program and 3R (Reuse, Reduce, Recycle). This study aims at analyzing the implementation of these policies using Edward III theory in Subarsono (2012) which consists of Communication, Resources, Disposition, and Bureaucratic Structure. Qualitative approaches and descriptive methods were used in this research. The results of this study are, the implementation of solid waste management policies in DKI Jakarta Selatan has not been very good. It is due to the socialization of policies and programs carried out by the government only reached the Sub-district level, not yet at the Neighbourhood level; Lack of commitment from the government and the society in supporting the implementation of good waste management. From the bureaucratic structure and authority of the Environmental Agency, it can be stated that it was quite good and met the principles of good governance, less optimal use of  budget, with a very large budget (Rp. 3.7 trillion), the problem of flooding and waste accumulation in the river had not been resolved.

Abstract

Terjadinya pandemi Corona Virus Disease 2019 (COVID-19) memerlukan kebijakan dari kepemimpinan strategis untuk dapat mengatasi berbagai dampak dari pandemi ini. Tujuan dari penelitian ini adalah untuk menganalisis kepemimpinan I Wayan Koster sebagai Gubernur Provinsi Bali di dalam menanggulangi pandemi COVID-19 di daerahnya. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Data didapatkan melalui teknik pengumpulan data sekunder dengan pembatasan topik terkait kondisi pandemi COVID-19 dan penanganannya yang berasal dari data sekunder berupa jurnal penelitian terdahulu, media massa online bereputasi yang memberitakan kondisi Bali selama masa pandemi dan juga situs resmi pemerintah. Hasil yang didapatkan adalah Gubernur Bali mampu menerapkan kepemimpinan strategis melaui penerapan kebijakan penanggulangan berbasis adat dan konsep Tri Hita Kirana yang merupakan pedoman hidup masyarakat Bali sehingga diharapkan mampu dijadikan sebagai pilar utama untuk mendisiplinkan masyarakat Bali yang masih memegang teguh aturan adat dan norma sosial melalui hukum adat, agar masyarakat tertib dalam menjalankan protokol kesehatan.

Abstract

The purpose of this study was to determine the quality of service Jakarta Smart Card in East Jakarta. This study uses Home Visits Service Quality with indicator: Tangibles, Reliability, Responsive, Assurance, and Empathy. This method used is descriptive qualitative approach. Data collection is done by interview, observation, and documentation. Data analysis uses analysis models from Miles and Huberman, and data validity testing uses triangulation techniques from Moleong. The results of the study stated that the Quality of Smart Jakarta Card Services in East Jakarta has run according to Service Quality theory. Tangibles: facilities and infrastructure used by the school in carrying out the distribution and service of smart Jakarta cards to students is adequate, starting from the computerization and administration system. Reliability: the provision of services in Jakarta Smart Card or operator friendly and efficient in providing services, related to the provision of information about Jakarta Smart Card. Responsive: The school always helps and directs students and parents to all forms of services related to the Jakarta Smart Card and from the results of interviews and observations it can be seen that the operator provides services to students and parents quickly, accurately and responds according to the aspirations of the needs. Assurance: Jakarta Smart Card services are supported by the government. and Empathy: giving or distributing the assistance of the Jakarta Smart Card to students at the Ar-Raisiyah Pharmacy Vocational School in East Jakarta, namely by providing assistance to students who are truly financially unable to reach the target. But in terms of timeliness is still lacking. Needed speed up the thawing process Jakarta Smart Card. Conclusion:  Jakarta Smart Card of sufficient quality service.

Abstract

Efforts have been made to improve the quality of schools through the class 2 teaching campus program organised by the Ministry of Education and Research and Technology through the Independent Learning Campus policy. The Teaching Campus program has a main mission in the form of increasing the understanding of literacy and numeracy for students in the midst of the Covid-19 pandemic. With the mission carried out by students who are deployed directly to schools in their assignments, it is hoped that it can increase reading interest and interest in learning for Asy-Sarkowi Islamic Elementary School students. In addition to literacy and numeracy, students also participate in assisting schools in adapting technology by providing learning through the AKSI application for elementary schools and assisting school administration management as an effort to improve the quality and quality of the school so that it can make a progressive school for the future. However, before students are sent directly to assignments, students are given briefing in the form of providing material that will later be useful and can help students when they go directly to the assignment location.

Abstract

Keberadaan media digital yang bisa dimanfaat untuk media komunikasi membantu berbagai usaha untuk menyebarluaskan merk ataupun produk yang mereka tawarkan. Begitu juga dengan pengaruh media baru untuk komunikasi yang memberikan pengaruh terhadap gaya hidup masyarakat. Jika dibandingkan dengan media konvensional seperti surat kabar, radio dan TV, keberadaan media digital mampu memudahkan masyarakat untuk memperoleh informasi terbaru dan terkini dalam waktu yang singkat bahkah dalam hitungan menit. Di era kebebasan informasi saat ini, diyakini oleh masyarkat bahwa semua orang bebas untuk menyampaikan informasi apapun, bahkan termasuk informasi yang bisa merugikan orang lain. Meskipun demikian tidak sedikit dari masyarakat Indonesia yang seutuhnya siap untuk menggunakan media digital dengan baik, yang dibukti dari banyaknya berita hoaks ataupun konten-konten negative yang tersebar di media social dan aplikasi messenger. Kondisi tersebut juga sering kali terjadi di lingkungan warga RW 11 Kelurahan Karang Asem Barat Citeureup, khususnya di RT 04 dan RT 02 yang mana penulis menyaksikan sendiri bahwa masih banyak masyarakat yang secara sadar menyebarkan berita ataupun konten-konten yang sifatnya negative salah satunya yang pesan yang bernada SARA.Oleh karena itu penulis dan tim merasa perlu untuk bekerja sama dengan Ketua RT 02 dan RT 04 selaku mitra dalam kegiatan pengabdian kepada masyarkat ini untuk memberikan sosialisasi untuk meningkatkan literasi digital masyarakat di era kebebasan informasi ini. Sosialisasi yang diberikan melalui pertemuan yang akan dihadiri oleh oleh warga dan juga menghadirkan narasumber yang berkompeten terkait komunikasi digital, hoaks dan regulasi yang sudah diterapkan oleh pemerintah.
