Abstract

Corruption, Collusion and Nepotism (KKN) are social diseases that have long infected the nation and state of Indonesia. This paper conveys the social movement theory in the effort to create a government free from KKN through strengthening the role of masyarakat madani (civil society). The Jenkins and Klandermans’ diagram of the relationship of social movements with the state and the political system illustrates the problem of a three-way relationship between social movements, political representation and the state. The issue is the extent to which opportunities represented by political representatives in social movements, the impact of social protests on political parties and official political processes, as well as the implications of these relations in modern democracies. In this case, the social movement's chances through the 1998 reforms have been able to undermine the authoritarian New Order regime, a good start for the creation of democracy in Indonesia. However, it turns out that KKN disease that has been rooted to create systemic corruption (institutional entry) creates its own difficulties in eradication. Civil society as an alternative to social forces should be encouraged to play a role in solving the chaotic reform of the Indonesian bureaucracy. The role of civil society through NGOs, intellectuals, students, workers or labours, mass organizations, religious leaders, social media, press and other elements of society are expected to make the government more assertive in enforcing the law and crack down on KKN actors according to MPR XI / 1998, Anti-Corruption Law, as well as other supporting regulations that have been created. Law enforcement agencies, including POLRI, KPK, Judicial Commission are expected to play a role. This is of course with the participation of civil society as a control force that offsets the strength of government in upholding truth and justice. Abstract

This article explains the problems of guidance and supervision to the publication of the Indonesian mushaf which is conducted by the Board of Correction of the Mushaf (Lajnah Pentashihan Mushaf Al-Qur'an - LPMQ) as the technical implementing unit in the Ministry of Religious Affairs of the Republic of Indonesia. The LPMQis responsive to the development of technology. One of the proofs is to conduct the system of mushaf correction (tashih) via online. The publishers, printers, distributors and users of the Qur’an become the partners of the LPMQ in performing its various duties and functions. The mushaf is the sacred thing which in its production needs high accuracy. However, the fact is that the mistakes in the process of printings often occurred for many reasons. On the other hand, the government policy concerning the action to such mistakes is considered to be lack of firm, so that it does not have a deterrent effect. Thus, the policy makers need to implement a more intensive system to monitor the publishers and the printers of the mushaf in Indonesia. Abstract

This paper presents the results of research on the Qur’anic literacy media for the persons with deaf sensory disabilities in reading the Qur’an. This research is important to do, considering that there is no standard of the Qur’anic literacy media yet that can be used according to the conditions and needs of for the persons with deaf sensory disabilities. As a result, the persons with deaf sensory disabilities’ access to the Qur’an is still low, because learning activities are still very limited to certain communities or institutions. This exploratory research seeks to uncover and map the literacy media being used in 12 Qur’anic learning centers for persons with deaf sensory disabilities. Based on the results of data analysis, it was found that there were two types of the Qur’anic literacy media, namely oral-based and sign-based. Oral-based literacy media are basically used as literacy media for hearing people, and are generally used for children whose oral potential can still be developed. Meanwhile, gesture-based media also takes two main models, gesture based on reading (recitations), and gesture based on writing (kitabah).
