Abstract

Tulisan ini mengkaji peran masyarakat politik dalam penguatan demokrasi di Indonesia, khususnya dengan melihat dari aspek agregasi kepentingan. Kajian-kajian yang menganalisis kemunduran demokrasi di Indonesia umumnya melihat pada sudut pandang institusi, aktor maupun prosedur dalam kerangka demokrasi liberal. Sebagai sebuah pendekatan analisis, masyarakat politik memfokuskan pada pemerintahan yang sifatnya dari bawah ke atas, pada masyarakat yang diperintah, untuk memastikan representasi yang akuntabel. Dengan menggunakan pendekatan kualitatif, tulisan ini ingin menunjukkan relevansi masyarakat politik terhadap penguatan kelembagaan demokrasi. Dua wilayah yang menjadi studi kasus untuk memperdalam analisis ini adalah Bali dan Maluku, dua wilayah dengan capaian indikator demokrasi yang bertolak belakang dalam hal kelembagaan demokrasi. Temuan dari kajian ini memperlihatkan proses agreagasi merupakan elemen yang menentukan efektivitas dan penguatan peran kelembagaan dalam konteks masyarakat politik, sekaligus menjadi sudut pandang baru untuk kajian maupun intervensi bagi upaya penguatan demokrasi di Indonesia.

Abstract

Studi global menunjukkan bahwa penyandang disabilitas menghadapi tantangan besar dalam menghadapi bencana, terutama selama pandemi COVID-19. Tulisan ini mengevaluasi respons kebijakan pemerintah terhadap kebutuhan kelompok ini dalam penanggulangan bencana di Indonesia. Fokusnya adalah empat kebijakan nasional terkait: Undang-Undang No. 24 Tahun 2007 tentang Penanggulangan Bencana, Undang-Undang No. 8 Tahun 2016 tentang Penyandang Disabilitas, Peraturan Pemerintah No. 42 Tahun 2020 tentang Aksesibilitas pada Permukiman, Pelayanan Publik, dan Pelindungan dari Bencana bagi Penyandang Disabilitas, serta Peraturan Kepala BNPB No. 14 Tahun 2014 tentang Penanganan, Perlindungan, dan Partisipasi Penyandang Disabilitas dalam Penanggulangan Bencana. Melalui perspektif inklusivitas, analisis ini menyoroti sejauh mana kebijakan mendukung upaya perlindungan, pemenuhan hak, dan partisipasi penyandang disabilitas. Pengumpulan data dilakukan melalui analisis substansi dan implementasi kebijakan, serta diskusi kelompok terpumpun dan wawancara semi- terstruktur dengan para pemangku kepentingan. Hasilnya menunjukkan bahwa regulasi saat ini belum optimal dalam mengakomodasi unsur inklusivitas yang diperlukan, sehingga memengaruhi implementasinya. Rekomendasi utama mencakup tinjauan ulang kebijakan, penyelarasan kebijakan terkait, dan alokasi anggaran yang komprehensif untuk mendukung penanggulangan bencana inklusif, khususnya bagi penyandang disabilitas.Abstract Global studies indicate that individuals with disabilities face significant challenges during disasters, particularly amid the COVID-19 pandemic. This paper evaluates the government’s policy response to the needs of this group in disaster management in Indonesia. It focuses on four relevant national policies: Law No. 24 of 2007 on Disaster Management, Law No. 8 of 2016 on Persons with Disabilities, Government Regulation No. 42 of 2020 on Accessibility for Settlements, Public Services, and Disaster Protection for Persons with Disabilities, and Head of the National Disaster Management Agency Regulation No. 14 of 2014 on the Treatment, Protection, and Participation of Persons with Disabilities in Disaster Management. Through an inclusive perspective, this analysis highlights how these policies support inclusive efforts for the protection, fulfillment of rights, and participation of individuals with disabilities. Data collection involves substantive and implementation policy analysis, focus group discussions, and semi-structured stakeholder interviews. The results indicate that the current regulations are not optimal in accommodating the necessary inclusivity elements, affecting their implementation. The main recommendations include a policy review, alignment of related policies, and comprehensive budget allocation to support inclusive disaster management, especially for individuals with disabilities.

Abstract

In the effort to overcome poverty, Anies Baswedan took a strategic step by cooperating with JRMK as a political partner for the success of the 2017 DKI Jakarta elections. There are five points of agreement relating to urban planning and human rights. These points will be implemented if Anies is elected as Governor. As a political partner, JRMK uses this strategy to prevent evictions that often occur in Jakarta. The high level of poverty and slums due to urbanization in Jakarta makes evictions often occur. JRMK acts as an informal network, namely a network that is outside of power in coalition with the Government as a client. The results of the coalition also depend on the relationship in the communication pattern between the organization and the Government. The implementation of Anies' policy can be seen in the implementation of the Community Action Plan (CAP) in Akuarium and Tomang Villages. CAP is one of the steps to realize Jakarta Smart City and Green Building. In addition, the JakLingko transportation mode was also implemented to facilitate people's lives in forming people's awareness to use public transportation. The theory used in analyzing the research is an informal network. The research method used is an exploratory qualitative research method with literature study.

Abstract

K-Poppers were one of the groups that were present when protests regarding the Omnibus Law surfaced in 2020, especially on social media such as Twitter. K-Pop fans, otherwise known as fandom, raised the #TolakOmnibusLaw movement on social media platforms including Twitter. This study specifically discusses fangirls, or female fan groups, who dominate K-Poppers accounts in Indonesia and their activism in voicing and supporting #TolakOmnibusLaw. Fangirls are often stigmatized by society and the mass media as irrational, hysterical, and lacking the capacity to understand issues in society. This study used a sequential mixed-method strategy with two data collection methods to obtain the desired findings. Quantitative data collection using data crawling and Social Network Analysis (SNA) was necessary to identify K-Pop accounts that participated in digital activism on Twitter during the 2020 Omnibus Law protests. Subsequently, qualitative data were gathered through in-depth interviews conducted online and offline to analyze the trends of digital activism displayed by K-Pop accounts on Twitter in rejecting the Omnibus Law. Through this study, which is part of the research related to K-Poppers' digital activism in the #TolakOmnibusLaw action, we argue that the stereotype against fangirls is not proven. Through their fangirling accounts, they strategize to build awareness and solidarity among K-Pop fans and the wider public against the process and substance of the Omnibus Law that harms labor groups and other aspects of society. Their activism is based on their closeness to their conditions as workers and students who will also become workers in Indonesia.

Abstract

Tulisan ini mengkaji fenomena rendahnya elektabilitas perempuan di Daerah Pemilihan Banten III pada Pemilihan Umum Legislatif tahun 2019. Daerah ini memiliki karakter pemilih rasional dan ramah gender, namun karakter tersebut ternyata tidak memberi pengaruh terhadap elektabilitas perempuan untuk menjadi anggota parlemen. Kajian-kajian tentang elektabilitas perempuan umumnya menggunakan pendekatan supply-demand untuk menjelaskan elektabilitas perempuan untuk meraih posisi-posisi politik. Kami menemukan bahwa pendekatan ini saja tidak cukup untuk menjelaskan permasalahan yang kami angkat. Hal ini karena analisis suppy-demand hanya memotret kondisi obyektif yang, dalam analisis gender, terjadi di banyak tempat di seluruh dunia saat perempuan tidak selalu dalam posisi lemah. Dengan menggunakan metode penelitian kualitatif, dan melibatkan teknik pengumpulan data berupa wawancara mendalam dengan calon legislatif perempuan, pengurus partai politik, pemilih di Dapil Banten III, dan akademisi, penelitian ini mengonfirmasi bahwa elektabilitas perempuan memang rendah karena diakibatkan oleh aspek supply dan demand yang tidak menguntungkan perempuan. Meski demikian, karakter pemilih dan faktor sosial demografi juga menentukan keterpilihan perempuan selama calon legislatif bisa memanfaatkan pendekatan yang lebih strategis.

Abstract

This study analyzes the implementation of gender mainstreaming policies within the Garuda troops using the Feminist Policy Analysis (FPA) approach in the context of Indonesia's commitment to gender equality in peacekeeping operations. Gender mainstreaming policies are expected to ensure equal access, participation, control, and benefits for both women and men within the defense system, as well as minimize gender discrimination. The method used in this research involves policy analysis as regulated in Presidential Instruction No. 9/2000, with a focus on its application in Peacekeeping Missions (IPM). Data were collected through interviews with relevant officials from the Ministry of Defense and the Ministry of Foreign Affairs, as well as through a review of relevant policy documents. The results of the study indicate that although some steps have been taken and policies have been implemented, these efforts are still insufficient in promoting gender mainstreaming by involving more women in IPM. The FPA analysis reveals that existing policies are ineffective in increasing women's participation and tend to place them in supportive roles. These policies still exhibit unconscious gender biases and do not provide specific incentives to enhance women's involvement in more significant roles. The conclusion of this research is that the implementation of gender mainstreaming policies in Indonesia still requires significant improvements.
