Abstract

Management of small pelagic fishing unit not yet used better in north territorial water of NAD, especially after tsunami. This research aim to analyze financial elegibility of small pelagic fishing unit. The method of research are analysing of invesment, operating cost, benefit, NPV, B/C Ratio, IRR, and ROI. Invesment of drift gillnet (JIH), set gillnet (JIT), loop gillnet (JL), shrimp net (JK), trammel net, fish seine, payang, beach seine, and purse seine are each Rp 523.800.000, Rp 439.000.000, Rp 368.500.000, Rp 284.700.000, Rp 120.350.000, Rp 451.900.000, Rp 426.000.000, Rp 379.100.000, and Rp 1.031.800.000. Solar is dominant operational supporting of small pelagic fishing om location, reaching 60-75 % from total operational cost. Purse seine and drift gillnet have the best of benefit, each Rp 3.812.355.000 per year and Rp 2.536.456.000 per year. Fishing unit can be developed competently each drift gillnet (JIH), set gillnet (JIT), shrimp net (JK), trammel net, fish seine, payang, beach seine, and purse seine. But loop gillnet (JL) is not competent to developed becauce it has IRR -4,36 % (standard > 6,25 %) and B/C ratio 0,97 (standard > 1)

Abstract

As mandated in Fisheries Act No. 31/2004 about Fisheries, it is stated thatfisheries resources management aimed to improve community welfare especially fishermen and to conserve the fisheries resources and its environment. To keep the capture fisheries bussiness system sustainably efficient and profitable. Beside marketing guarantee, optimalization between fisheries resources stock and fishing effort in each of fishing area. The improvement of capture fisheries must be held based on the existing condition, ie: marketing in determining the priority comodity, maximum sustainable yield and fisheries resources utilization level to determine limit of fisheries resources utilization chance, fishing technology and socio-economic condition to identify the fishermen's earns and absorbtion of labours related to capture fisheries sector. Based on the marketing aspect analysiS, it is determined that the kinds of priority comodity in Southern of West Java Province are lobster, shrimp, tuna, skip jack tuna, and layar. Hence, the potency (MSy) and fisheries resources utilization level of the priority comodity still has very large chance to improve, except lobster has large enough chance.Based on the scoring approach, combined from many technical aspects, financial aspects and social aspect can be concluded that the proper fishing technology in southern waters of West J/lVa Province are: (1) Purse seine, (2) Denish saine, (3) Lines, (4) Gillnet, (5) Trammel net, (6) Boat lift net. To improve the management and utilization of  fisheries resources in southe-rn waters of West Java Province or in Hindia Ocean, it is recommended to implement the improvement of proper fishing technology based an technical aspects, financial aspects, environmental and social aspects. Keywords: the proper fishing technology, Southern waters of West Java Province, fisheries resources

Abstract

The purpose of this study is to determine the potential superior commodities fisheries and calculate the potential and level of utilization. This research was conducted using survey methods and field observations. Data collection was carried out in two stages, namely primary data collection in the field with direct observation and secondary data using a questionnaire. Sources of data obtained based on information from respondents through interviews based on a list of questions or questionnaires. Analysis of the data used uses scoring with a value function as standardization of values, to determine the source of superior fish and surplus production with the Schaefer approach to calculate abundance and utilization rates. The results showed superior fish resources based on aspects of production value; market price; marketing area; and commodity value-added. grouper commodity is the top seed with a total value of 2,39. abundance or sustainable potential of grouper is 423 tons/year, optimum effort to utilize grouper is 3,470 hand line units, the amount of catch allowed is 339 tons/year, and the utilization rate reaches 70% (Fully Exploited) meaning that the capture effort is maintained with a strict monitor.
