Abstract

Kampung Tematik (Thematic Village) is an area in the village that shows the community’s identity. It shows the potential local wisdom as a result of community agreement. Thematic Village might be the answer for the problem of basic needs, especially in improving the quality of the living environment of the poor and basic infrastructure by organizing and developing the area based on local and dynamic potential. Kampung Tematik Jajan Pasar Gajahmungkur is one of the thematic villages located in the Gajahmungkur Sub District. This idea was initiated by local communities who understand the potential of the home industry. Therefore, it is necessary to support a city concept to make thematic kampung into tourist destinations. The purpose of this study is to provide concept and design recommendations for the development of thematic kampung as a tourist destination. Data collection methods used are field observation, interviews, institutional surveys, and review documents. The result of the study is the concept and design recommendations which are expected to be one of the inputs and considerations for the city government policies in relation to the development of thematic kampung into tourist destinations.

Abstract

Rumah Susun Karangroto yang berada di Kelurahan Karangroto, Kecamatan Genuk, Kota Semarang merupakan salah satu rumah susun yang dibangun oleh pemerintah Kota Semarang yang pengelolaannya dilakukan oleh Dinas Perumahan dan Kawasan Permukiman (DISPERKIM) melalui Unit Pelaksana Teknis Daerah Kota Semarang (UPTD). Adapun tujuan rumah susun Karangroto ini dibangun untuk mengatasi backlog yang terjadi di Kota Semarang. Di Keluraha Karangroto terdapat 2 rusunawa yang dikenal dengan rusunawa Karangroto Lama (dibangun pada tahun 1996) dan rusunawa Karangroto Baru (dibangun pada tahun 2013). Kondisi rumah susun Karangroto secara umum sudah tidak sesuai lagi dengan tujuan penyediaan rumah susun sederhana, yaitu  memberikan hunian yang layak, sehat dan terjangkau untuk masyarakat berpenghasilan rendah (MBR), hal ini ditunjukkan dengan kondisi konstruksi bangunan, prasarana sarana dan utillitas yang kurang terawat dan masih kurangnya pengawasan dari pihak DISPERKIM terhadap UPTD dalam hal penyeleksian calon penghuni rusunawa. Hal ini juga diketahui dari hasil wawancara ke penghuni rusunawa bahwa pihak pemerintah melakukan pengawasan dan evaluasi hanya jika terjadi kerusakan saja, sehingga tujuan penelitian ini adalah melakukan evaluasi terhadap pengelolaan rusun Karangroto Semarang. Penelitian ini menggunakan metode kuantitatif dan deskriptif kualitatif dengan teknik pengumpulan data dengan kuesioner observasi dan wawancara terstruktur. Hasil evaluasi dari pengelolaan rusunawa Karangroto ini adalah sistem pengelolaan kedua rusunawa Karangroto cukup. Dikatakan cukup karena masih ada sarana dan prasarana yang kurang terawat,  sehingga menimbulkan penurunan kualitas hunian. Untuk memperoleh sistem pengelolaan rusunawa Karangroto yang optimal rekomendasi yang dibutuhkan pembuatan SOP dalam perbaikan/pemeliharaan di masing-masing rusunawa, serta melakukan pembinaan antara pihak pemerintah dengan penghuni dalam hal pengelolaan di kedua rusnawa tersebut. Pembinaan yang dimaksud seperti pertemuan rutin ataupun berkala.

Abstract

The development of an inclusive city in Semarang City can be supported by the development of tourism based on Intangible Cultural Heritage. Therefore, this study aims to find out what intangible cultural heritages that exist in the city of Semarang. Which of them have the potential to be developed, and analyze the prioritized development strategies.  This research method is quantitative with the stages of identification of the intangible cultural heritages, determining the priority of intangible cultural heritage 1 and intangible cultural heritage 2, and determining the strategy for the development of them.  The results of the study showed that the largest percentage of types of intangible cultural heritages was traditional knowledge with a value of 42%.  The types of intangible cultural heritages with the smallest percentage are manuscripts, customs, and traditional sports with a value of 1%, respectively.  After going through twice prioritization of the intangible cultural heritages, three of it were selected with the greatest potential for development: Warak Ngendog in Central Semarang District, Wayang Orang Ngesti Pandowo in Candisari District, and Haul KRT Sumodiningrat in South Semarang District.  The SWOT strategy analysis shows that the three selected intangible cultural heritages need to be developed by improving the quality of their cultural tourism by empowering the community, providing outreach to the community to maintain cultural tourism supporting facilities and infrastructure, building tourism supporting infrastructure, and increasing stakeholder cooperation.  The results of this research can contribute to help Semarang City become an inclusive city supported by Intangible Cultural Heritage-based tourism development.

Abstract

Productive Thematic Village is one of the priority activities carried out by the Semarang City Government as a solution in improving community welfare. Thematic Village is based on regional potential and the community as the subject of the Thematic Village plays an active role in improving welfare. One thematic village that has potential as a tourist destination is the Kampung Tempo Doeloe which is located in Jagalan Village. Kampung Tempo Doeloe was initiated by the local kelurahan government as an effort to preserve ancient buildings and existing traditions. However, in its continuation as a Thematic Village itself, this village still has problems. Therefore, a design is needed for the sustainability of thematic villages and the transformation of thematic villages into tourist destinations. The purpose of this study is to provide recommendations for the design of Kampung Tempo Doeloe which focuses on physical elements. Data collection methods used in this research are field observations, interviews, institutional surveys and document review. Analytical method used is descriptive qualitative in the form of descriptive comparative method. The results of this study are recommendations of  physical elements design which divided into 5 elements, namely Circulation and Parking, Open Space, Signages, Supporting Activities, and Preservation.. This recommendation is expected to be an input and consideration for the Semarang City Government in developing and transforming thematic villages into tourist destinations.Â
