Abstract

The purpose of this study is to examine the implementation of performance-based budgets at Satker (Task Force) Polres (Resort Police) Ternate in terms of planning, implementation (including transparent and accountability), evaluation, performance measurement, effectiveness, and efficiency. using qualitative descriptive approaches with 5 informants and documentation study studies The outcomes revealed from the perspective of planning seen the process that has been procedurally seen the relationship between Renstra, Renja, and RKA and budget preparation done bottom up. However, several challenges remain in its implementation, particularly a shortage of HR expertise in linked roles. Aspects of implementation reviewed from transparency show that all members and functional units are aware of the budget allocation of each of these things seen from Kasatker's attention to socializing RKA/DIPA, in terms of accountability seen to comply with budgeting mechanisms and can be accounted for and can be assessed success or failure in the achievement of targets Evaluation is carried out on a regular basis to determine the extent to which budget realization has been achieved and to identify problems connected to budget use. The achievements of each strategic target indication are observed in performance measurement.

Abstract

This study aims to find out and analyze the influence of ability, work motivation, organizational commitment and work environment to the performance of police personnel Research respondents are ternate police personnel numbering 80 people. The analysis method used is Multiple linear regression. The results showed that simultaneously the ability, motivation of work, organizational commitment and work environment significantly affect the performance of Ternate police personnel. Partial capabilities (X1) and organizational commitment (X3) have a positive and significant effect on personnel performance (Y). Meanwhile, work motivation (X2) and Lingkungan_Kerja (X4) had no significant effect on the performance of Ternate Police personnel. Of the four variables studied, the most dominant effect on the performance of police personnel is organizational commitment.

Abstract

This study aims to determine the influence of leadership and organizational culture on employee performance through job satisfaction as a mediator. The total population is 45 employees, so this study is a population study, where the entire population is used as respondents. Data collection was carried out by distributing questionnaires to all respondents. The analysis technique used in this study is path analysis with the help of SPSS 25 windows application. The hypothesis test results found that leadership had a significant negative effect on employee performance, while organizational culture and job satisfaction had a significant positive effect on employee performance. Leadership and organizational culture have a positive and significant effect on job satisfaction. In addition, the results of the mediation test show that job satisfaction can mediate the influence of leadership and organizational culture on employee performance.

Abstract

This study aims to examine the influence of islamic financial literacy towards the utilization of islamic banking services. Religiosity as a moderating variable. The sample in this study were customer of Islamic banking in Ternate City taken by purposive sampling method. The number of samples used were 100 respondents. The method of analysis of this research used simple linear regression analysis and moderated regression analysis with SPSS. The result of this research showed that Islamic financial literacy has a positive and significant effect to the utilization of islamic banking services. Meanwhile religiosity weakens the connection between islamic financial literacy and the utilization of islamic banking services.

Abstract

This study aims to determine and analyze the regional financial independence of the Sula Islands Regency, North Maluku Province in order to support the implementation of regional development as the implementation of a decentralized system (local government), the contribution of local revenue (PAD) to the APBD of the Sula Islands Regency in 2017-2021. Research informant is Head of Regional Tax and Levy Management Agency. The results show that the ratio of regional financial independence in the Sula Islands Regency is still low or is in a consultative relationship pattern. Effectiveness Ratio and Efficiency Ratio which shows the highly efficient regional financial capacity. The compatibility ratio shows that the results of operational expenditures are greater than capital/development expenditures. Meanwhile, the growth ratio overall experienced positive and negative growth. The contribution of PAD to the APBD of the Sula Islands Regency is still low or lacking. Lack of local government commitment, both executive and legislative, in increasing PAD which affects the amount of increasing regional financial independence, lack of loyalty from both executives and legislatures in managing regional finances from the planning to implementation sector, and lack of local government innovation in exploring the potentials of the Islands Regency. Abstract

According to Presidential Regulation No. 54 of 2010 governing Procurement of Government goods/services and its revisions, this research seeks to assess the efficacy of e-Procurement using e-Tendering procedures. Qualitative methods were used in this investigation. The information was gathered through conducting in-depth interviews with members of the procurement committee, as well as providers, companies, and relevant documents. Descriptive case and context analysis is employed for this analysis. The review of the e-procurement implementation at the North Maluku PUPR Construction Services selection implementation center revealed that the process had gone smoothly. This is evident from the study of e-several procurement's dimensions and the various means through which its goals might be attained. Presidential Regulation No. 4 of 2015 governs the use of e-Procurement. Human resources in the Working Group were found to be a positive factor in terms of e-viability Procurement's in this study's findings, while a lack of socialization, a dearth of LPSE human resources, an absence of training, inadequate infrastructure, frequent updates to the SPSE application's version, a lack of regional regulations governing the electronic procurement of goods and services, and a lack of funding were found to be negative factors.
