Abstract

One of the problems that become a threat to food security in Indonesia is agricultural degeneration. Recently, to perceive the food security issues is how collaborative governance works and how many actors engage to create food security. the problematic issue is the function of agricultural land occurs in the form of changes in the use of agricultural land into commercial lands such as housing, industrial areas, business, and trade centers. This research tries to elaborate on farming in Banten-Indonesia. Jawara Farm is one of the agriculture business models in Banten who drove by young people of Banten. This model business very interesting for alternatives in regeneration and business model in farming especially in Banten. Using qualitative methods and Collaborative governance approach, this research looking forward to the model of young farmers in Banten as a model in collaborative governance. This research found several challenges about the collaboration model between the young farmers, the government, and the private sector.

Abstract

This research tries to see how the female leader in handling Covid-19 in this case is the Regent of Serang, Hj. Ratu Tatu Chasanah in handling the Covid-19 crisis in Serang Regency. This research is important to do because in the midst of the increasing issue of gender pengarustamaan and women's leadership, researchers want to study the quality of elected female regional heads when facing a crisis that occurs in their region. This research offers another approach in research because it tries to see the quality of women regional heads in facing crises, while other research on women leaders tends to portray in quantity how women are represented in both the executive and legislative realms. While the focus of this research is in Serang Regency, Banten Province, because seeing Serang Regency is one of the areas led by women. Furthermore, Serang Regency is also the location where the new Untirta Campus is located. Researchers want to see further how the handling of Covid-19 in Serang Regency is one of the contributions to the scientific development and society of Serang Regency, especially as the object of receiving public policies from the local government. Riset ini mencoba melihat bagaimana pemimpin perempuan dalam penanganan Covid-19 dalam hal ini adalah Bupati Serang, Hj. Ratu Tatu Chasanah dalam penanganan krisis Covid-19 di Kabupaten Serang. Riset ini menjadi penting dilakukan karena ditengah isu pengarustamaan gender dan kepemimpinan perempuan yang semakin kencang, peneliti ingin mengkaji kualitas kepala daerah perempuan yang terpilih ketika menghadapi krisis yang terjadi di daerahnya. Riset ini menawarkan pendekatan lain dalam penelitian karena mencoba melihat kualitas kepala daerah perempuan dalam menghadapi krisis, sementara penelitian lainnya mengenai pemimpin perempuan lebih cenerung memotret secara kuantitas bagaimana keterwakilan perempuan baik dalam ranah eksekutif maupun legislative.Sementara focus dari riset ini adalah di Kabupaten Serang Provinsi Banten, Karena melihat Kabupaten Serang adalah salah satu daerah yanag dipimpin oleh perempuan. Lebih lanjut Kabupaten Serang juga merupakan lokasi dimana Kampus Untirta yang baru berada. Peneliti ingin melihat lebih jauh bagaimana penanganan Covid-19 di Kabupaten Serang sebagai salah satu sumbangsih bagi pengembangan keilmuan dan masyarakat Kabupaten Serang khususnya sebagai objek penerima kebijakan public dari pemerintah daerah.

Abstract

AbstrakUndang-Undang nomor 25 tahun 2009 tentang Pelayanan Publik telah mengamanatkan kewajiban bagi penyelenggara untuk memenuhi komponen-komponen standar layanan. Kepatuhan terhadap standar pelayanan publik akan memberikan kepastian hukum bagi pihak-pihak yang terlibat dalam penyelenggaraan layanan. Standar pelayanan memberikan ketentuan tentang hak dan kewajiban bagi penerima dan pemberi/petugas layanan. Hasil identifikasi pada observasi awal dan diskusi tematik bersama perangkat pemerintah desa pada Desa Sindangsari dan Desa Pasir Karag, ditemukan sejumlah persoalan penting berkaitan dengan pelayanan publik di kantor desa. Pertama, ruang layanan yang belum ideal dan belum terbentuk terdiri dari ruang muka layanan (front office) dan ruang bagian dalam kantor (back office). Kedua, tidak tersedia komponen standar pelayanan publik pada ruang-ruang layanan di kantor kedua desa mitra. Ketiga, pemahaman dan kesadaran rendah bagi aparatur pemerintah desa mengenai standar pelayanan. Keempat, tingkat partisipasi warga yang rendah dalam perbaikan kualitas layanan di kantor desa. Wujud konkret dari program pengabdian pada masyarakat ini ialah membangun Model Kepatuhan Terhadap Standar Pelayanan Publik Berbasis Transparansi dan Partisipasi Warga pada kantor desa-desa mitra. Program nyata akan tertuang pada dua metode pendekatan. Pertama berupa program pembinaan bagi aparatur desa berbasis pelatihan dan praktek langsung. Kedua berupa pendampingan dalam penataan ruang layanan dan pemenuhan komponen standar pelayanan di kantor kedua desa mitra.Katakunci:  Standar Pelayanan Publik, Good Governance, Pemerintahan Desa.   AbstractThe rules number 25 of 2009 concerning Public Services has mandated the obligation for providers to fulfill the components of service standards. Compliance with public service standards will provide legal certainty for parties involved in service delivery. Service standards provide provisions regarding rights and obligations for recipients and service providers/officers. The identification results from initial observations and thematic discussions with village government officials in Sindangsari Village and Pasir Karag Village, found a number of important issues related to public services at the village office. First, the service room that is not yet ideal and has not yet been formed consists of the front office and the back office. Second, there is no standard component of public services in service rooms in the offices of the two partner villages. Third, low understanding and awareness of village government officials regarding service standards. Fourth, the low level of citizen participation in improving the quality of services at the village office. The concrete manifestation of this community service program is to build a Compliance Model with Public Service Standards Based on Transparency and Citizen Participation at the partner village offices. The real program will be contained in two approach methods. The first is in the form of a coaching program for village officials based on direct training and practice. The second is in the form of assistance in the arrangement of service spaces and the fulfillment of service standard components in the offices of the two partner villages.Keywords: Public Service Standard, Good Governance, Local Governance.

Abstract

This research was conducted to see the progress of the women's movement in Banten. The women's movement arises because of the political opportunity structure that provides space for women to maximize the resources they have to form social movements. As a representation of the women's movement, GOW has a role in realizing women-friendly policies and food security through one of the organizations under it, namely KWT which focuses on the empowerment of women farmers. This study uses a descriptive qualitative approach, while the results of the research are descriptions of a phenomenon in different contexts so that the conclusions of each individual will be different depending on the point of view used. In the midst of gender mainstreaming in social movements, this research is expected to open the veil of space for the women's movement, especially in the context of encouraging women-friendly policies and maximizing the role of women in promoting food security.

Abstract

The social movement cannot automatically come to the surface without the presence of anignition, one of the most attractive ignitions is the success story of another movement which is the reference group of a socially alienated society with the State. Identity then emerges as a means of binding of the movement so that the movement can have the spirit to rise from alienation and have the power to fight its rivals. This paper takes a case study of Rumpin farmers' resistance in Bogor over their land over functions by the Indonesian Air Force. The conclusion of this paper is that the presence of a one-sided reference group can lead to the spirit to be able to resist the rival movement if the reference group has an identity equivalent to them, but it would be disastrous to take the wrong reference group that is used as a reference in the movement because by itself the identity of the movement becomes blurred and also including the loss of the direction of the substance of a movement.

Abstract

Artikel ini bertujuan untuk melihat bentuk kolaborasi dalam memajukan Pertanian di Banten. Kajian menunjukkan penurunan generasi, hal ini disebabkan sektor pertanian bukanlah hal yang menarik untuk dilirik oleh kalangan muda, setidaknya lebih dari 80% petani di Indonesia berusia lebih dari 50 tahun dan umumnya tidak berpendidikan tinggi. Banyak aktor di Banten yang berupaya menginisiasi munculnya pertanian model baru yang dapat menarik anak muda, maka konsep collaborative governance dipakai untuk melihat fenomena ini. Khususnya bagaimana peran fintech sebagai sektor swasta dalam membantu memunculkan dan memberdayakan petani muda di Banten. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif, hal ini digunakan untuk menggambarkan bagaimana peran fintech dalam kemunculan pertanian yang dijalankan anak muda di Banten serta yang menjadi tantangannya (system context) dalam collaborative governance. Hasil dari penelitian ini masih terjadi tumpang tindih peran antara sektor publik, swasta dan masyarakat, bahkan fintech mengaku seperti dihalangi oleh pemerintah, kemudian pembagian peran antar aktor masih belum dapat dirasakan dalam kasus ini.Kata Kunci: Collaborative Governance; Fintech; Petani Muda

Abstract

The Garbage Can Model is a public policy model that is taken by the government when an urgent event occurs which requires a fast and populist policy. Covid 19 is a deadly virus that spreads very quickly and is transmitted through human intermediaries, data released by the Covid 19 Response Acceleration Task Force on April 24, 2020, at least 8,211 people tested positive for this virus, and those who died reached 689 people and recovered 1,002 people. As for cases in the world, 2,626,321 people have tested positive, who died reaching 181,938 people covering 213 countries / regions (WHO Data Last update: 24 April 2020, 07:00 GMT + 7). In tackling the spread of this virus, the state as the policy holder has a stake in protecting the safety of its citizens. However, there are several cases where the policy dynamics are very intense, resulting in policy actors not being able to fully utilize their rational capacities. This study focuses on a number of government policies in the response to covid 19 which especially occurs in Banten. This study uses a qualitative methodology with a descriptive approach to better describe how it is possible to understand all actors involved in the covid 19 prevention policy in Banten. Finding of this research garbage can model can’t runs well, the four element of garbage can such alternative choice (policy window), problems, solutions, and participants can’t go hand in hand.  The very large role of the participants limits the roles of other elements that actually play an important role in shaping the garbage can.

Abstract

This study tries to elaborate on the dynamics that are happening to domestic workers (PRT) in the Indonesia. Very basic issues for female domestic workers include sexual violence, social welfare and child labor. The most serious is the work of underage girls, which makes research very important to do. By using a qualitative method with a political ethnographic approach. This research is expected to map the dynamics and provide a comprehensive picture of what challenges can be used as policies for Indonesian public discourse especially in Banten province in order to overcome these problems.

Abstract

The flood problem is the long-time housework which is continuously done by the DKI Jakarta Government, to overcome the problem of the flood as the output from the policy of DKI Jakarta Government is the implementation of the flood prevention policy, both short-term, medium-term and long-term programs. In the implementation of the policy there are factors that can hamper and support the success of policy implementation there are communication, resources, bureaucratic or implementing attitude, and organizational structure including bureaucratic workflow. In terms of communication the real obstacle is the government are still difficult to establish communication with intermediary parties as one of the stakeholders. In terms of bureaucratic attitudes emphasized the independence of the apparatus to policy makers who have an important role in the success of policy implementation. In the government organization of DKI Jakarta itself has been applied innovation with the yellow, blue, and orange “soldiers” that can support the success of policy implementation. But unfortunately from DKI government's own policy environment does not yet have the full support of Jakarta DPRD so it can hamper the policies to be published by the executive. The conclusion of this paper is the government of DKI has a scope of problems that must be well compromised and which is still a wedge is the communication aspect, both internal and external so that the implementation of flood prevention policy in Jakarta can run well.
