<![CDATA[The 2012-2017 Regional Medium Term Development Plan (RPJMD) prepared by the BAPPEDA of Bener Meriah District has its own goals, strategies and policy directions so that the development goals to achieve the vision and mission of Bener Meriah District can be realized, but there are still obstacles to implementation. so that the RPJMD targets and targets are not implemented optimally. Therefore, the authors are interested in examining the Task and Function of the Bappeda on the Implementation of the 2017 Bener Meriah District RPJMD Coordination and the Factors that Inhibit the Implementation of the Coordination of 2017 Bener Meriah District Medium Term Development Plans (RPJMD) that have been implemented. The research method used with this type of qualitative research approach is descriptive as a method of data analysis. Data collection techniques used by the authors in this study are interview techniques, documentation and observation questionnaires. Based on the analysis, the implementation of regional development coordination carried out by BAPPEDA of Bener Meriah District in accordance with its main tasks and functions through inter-sector coordination meetings and SKPD, Forum Group Discussion (FGD), as well as through village, subdistrict, district, provincial and national musrenbang there are still obstacles. Constraints faced were frequent delays in the collection of SKPK work plans and other supporting data which resulted in BAPPEDA in coordinating difficulties in implementing development planning. ]]>

<![CDATA[The election of the Village Head shall be directly elected by the villagers of the Republic of Indonesia who meet the requirements with a term of office of 6 years from the date of inauguration. The community of Tanjung village with a population of nearly 2000 more of its inhabitants, Yang has various racial tribes respectively. In the election of the village head there should be support and participation of the Tanjung village community to determine who is eligible to serve as the village head. Why is it made so that the public is free and entitled to choose the desired leader. The election of the village head is supported by the villagers of Tanjung and for his cooperation with the organizing committee of the village head election. To become a candidate the village head must meet the conditions that have been set so that the performance of the village head can be more leverage and better know the rules. ]]>

<![CDATA[Badan kepegawaian daerah (BKD) merupakan perangkat pemerintah daerah yang mempunyai tugas melaksanakan penyusunan dan pelaksanaan kebijakan daerah di bidang kepegawaian serta dapat ditugaskan untuk melaksanakan penyelenggaraan wewenang yang dilimpahkan oleh Pemerintah kepada Bupati/Walikota selaku Wakil Pemerintah dalam rangka dekonsentrasi. Rumusan masalah merupakan menjelaskan peranan Badan Kepegawaian Daerah dalam pelaksanaan rekruitmen Calon Pegawai Negeri Sipil (CPNS) di Lingkup Pemerintahan Kabupaten Padang Lawas. Untuk menjelaskan Faktor-Faktor (internal dan Eksternal) yang menpengaruhi Badan Kepegawaian Daerah dalam peleksanaan rekruitmen CPNS dalam lingkup Pemerintahan Kabupaten Padang Lawas. Tipe Penelitian yang di gunakan adalah pendekatan Deskriptip-kualitatif yaitu mendeskripsikan jawaban permasalahan tentang Peranan Badan Kepegawaian Daerah dalam rekruitmen, dimana data yang dikumpulkan diolah dan dianalisis secara deskriptif kualitatif. Adapun teknik pengumpulan data dilakukan dengan menggunakan Observasi yaitu melalui pengamatan langsung dilapangan atas kondisi riil yang terjadi dan Interview yaitu melalui wawancara langsung dengan responden, informan atau narasumber. Berdasarkan hasil penelitian diketahui bahwa implementasi kebijaksanaan PP No. 43 Tahun 2007 dalam rekruitmen calon Pegawai Negeri Sipil Daerah sebagai acuan yang harus dipedomani oleh Pemerintah Kabupaten Padang Lawas, Instansi penyelenggara dan unit instansi terkait, namun kenyataan masih sering terjadi konflik kepentingan antara berbagai unsur atau pihak baik antara pihak penyelenggara dengan unit kerja istansi terkait maupun dengan para tenaga honorer yang diangkat menjadi Calon Pegawai Negeri Sipil Daerah. Fakto-faktor yang menpengaruhi pelaksanaan Rekruitmen Calon Pegawai Negeri Sipil Daerah di Kabupaten Padang Lawas masih diwarnai berbagai tingkat kepentingan yang mempengaruhi efektivitas dan kelancaran pelaksanaan PP No. 43 Tahun 2007 tarik menarik kepentingan antara unit kerja instansi, pejabat eksekutif local, pejabat legislative dengan pihak penyelenggaraan terkadang menimbulkan polemic yang masing-masing pihak yang ingin meraih keuntungan dari pihak pelaksana rekruitmen Calon Pegawai Negeri Sipil Daerah.]]>

<![CDATA[The purpose of this study was to find out the Government's strategy in increasing Regional Original Income (PAD) from the restaurant tax sector, and to find factors that hindered and supported the increase in Regional Original Income from the restaurant tax sector in Padang Lawas District. Analysis of the data used by the author in this is a qualitative descriptive research that is used to examine the condition of natural objects and carried out on independent variables, namely without making comparisons or connecting with other variables. Based on this research, the results of the strategy are to optimize the existing internal strengths such as the availability of local regulations on SOP, the quality of apparatus resources and high employee commitment. Then minimize internal weakness factors such as functional technical capabilities, workloads that have not been standardized and infrastructure facilities that are inadequate. needs to be a new strategy or development of an existing strategy to continue to boost the Padang Lawas District PAD. One method taken is to intensify the PAD-forming sectors, one of which is from the tax sector. ]]>

<![CDATA[This research has been deceived by the importance of implementation of a of a government policy on the residency administrative information system (SIAK) about handling KTP-El has succeeded or did not succceed by reviewing the implementation of government policy which is based on the law of Indonesian RI country Number 24 in 2013 about The Administration of Residency. This study is meant to know how SIAK is implementation in the handling KTP-El and to find out what constraints are in the process. The methods are used in this research’s qualitative methods with the descriptive approach. The data collecting technique was carried out in this research through two ways, among others through secondary data (books, scientific papers, documents/archives) and obtained from field, observation and interview). From the research result it can be seen that the implementation of SIAK about the management of KTP-El has not been maximal, because there are still some obstacles and not yet have Special Regulation in the district office of Medan Baru Medan city, so there is still much need to be addressed. It is reviewed from 4 models of policy implementation according to Edward III, ie communication, disposition/attitude, resources, and bureaucratic structure. In this study, researchers also gain a new understanding that in the implementation of SIAK on the management of KTP-El good state service but it would be good apparatus not only run the activities of population administration, but also need to pay attention and care to public needs. ]]>

<![CDATA[The function of regional autonomy is to regulate and manage government affairs in the region, the implementation of regional autonomy has an important influence for each region to be more creative in utilizing existing economic resources in the region for the successful implementation of development in the region. In this case the Central Aceh District Government seeks to explore the potential of funds that can increase Regional Original Revenue, one of which is from the Transportation sector. The problem that was formulated was "How is the development of the contribution of the Transportation Sector to the Original Regional Revenue (PAD) of Central Aceh District of Takengon City in 2016-2017. The purpose of this paper is to find out the magnitude of the development of contributions from each field and the Technical Implementation Unit (UPT) at the Department of Transportation to Regional Original Revenue in Central Aceh District. In this study the author uses descriptive methods with qualitative data analysis where researchers are key instruments, data collection techniques are done by triagulation (combined). Based on the discussion, it can be concluded that, revenues from the transportation sector collected from each Field and Technical Implementation Unit (UPT) in the Transportation Agency within 2 years tend to decline from the previous year, which only increased from the results of parking service fees on the edge of public roads and regional wealth usage levies. ]]>

<![CDATA[Dalam konteks Undang-Undang No 32 Tahun 2004, pemerintahan desa terdiri atas Pemerintah Desa dan Badan Permusyawaratan Desa (BPD). Pemerintah desa adalah organisasi pemerintahan yang berfungsi menyelenggarakan kebijakan pemerintah atasnya dan kebijakan desa, sementara BPD adalah badan yang berperan mengawasi penyelenggaraan pemerintahan yang dilakukan oleh pemerintah desa. Tujuan Penelitian untuk mengetahui Peran Badan Permusyawaratan Desa (BPD), dalam Fungsi pengawasan kinerja Kepala Desa Marihat Dolok, Kecamatan Bintang Bayu Kab. Serdang Bedagai. Metode penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif. Analisis data dalam penelitian kualitatif dilakukan pada saat pengumpulan data berlansung, dan setelah pengumpulan data pada periode tertentu. Pada saat pengumpulan data, peneliti perlu memperhatikan komponen dalam menganalisis data seperti mereduksi data, penyajian data, dan verifikasi data. <![CDATA[This research focuses on Capacity Building of Village Government Apparatus, Case Study of AekKorsik Village, AekKuo sub-district, the nature of this research is Descriptive. The results showed that the ability of the AekKorsik Village Government Apparatus in AekKuo District, North LabuhanBatu District had not been maximized, thus impacting the overall performance of the Village Government Apparatus. In this study, researchers found that in the Capacity Development of AekKorsik Village Government Apparatus using the on the job method through internships and mentoring, and using the off the job method that is done by involving employees in the education and other education provided by the Government. And I hope that the training provided will be able to further improve the competence of village officials. ]]>
