Abstract

The title of this research is Public Perception in Addresing Clickbait News  on Kumparan.com Media (Descriptive Study on the Kelurahan Desa Lama, Kecamatan Pancur Batu). This research was backround because of the proliferation of clickbait news hat spread to the public through Kumparan social media. The aim of the study was to learn how to public perception of clickbait headlines on Kumparan.com media. This study aims to uses  and gratification theory. In collecting data, the researchers conducted face-to-face interviews with five informants who were active community users of Kumparan media in the Desa Lama, Pancur Batu District. This research uses qualitative research. The results of the current study are that many forms of clickbait titles content in Kumparan are often seen by informants. The news title ‘’ 31 Years as a Contract Worker for the NTT Provincial Government in Sikka, Layoff Only by Phone’’ which is a type of clickbait Exaggeration also influenced the informant’s perception of clickbait news titles that were spread through social media. For this reason, reading the truth of the information seen on social media is an important thing that must be done to further ensure that information the clickbait headline is true or tricky.

Abstract

Communication process is a process that describes the inter-human communication activities that are interactive, relational, and transactional where communicators send messages to the communicant through a certain media with a specific purpose and purpose. The operation of SAR is related to saving human life when disaster occurs. Organizational communication and coordination seen in SAR operations handling sinking case of KM.  Kumala Endah where the distance of the location of the event far enough from the SAR Medan office, while the communication must continue to run during the SAR operation process takes place. This research uses qualitative approach with descriptive data analysis method. This approach was chosen because the researchers wanted to obtain how the process of organizational communication in coordinating the implementation of SAR operations conducted SAR Medan office. Data collection techniques used interviews, observation and documentation studies. The results showed that organizational communication and coordination conducted by the head of Medan SAR office and rescuer team SAR Medan office during the operation handling case sinking of KM. Kumala Endah has gone well. Constraints faced by SAR team when handling KM.Kumala Endah sinking case is a big wave problem, dirty sea water that reduces the divers's visibility when dive searching for victims and disruption  of  reception  signal  via  HT  (HandyTalk)  but  everything  can  be overcome well.

Abstract

The handling of Covid-19 is directed at the government to take quick action to make policies that are in accordance with the needs of accelerating the spread of Covid-19, especially in the financial sector. This researcher is in the form of a descriptive qualitative approach, namely describing the data obtained from the field and explaining it in words. This study aims to analyze the implementation of regional financial policies in handling Covid-19 in North Sumatra Province. Based on the data that has been collected, it can be seen from several indicators from George C. Edward III's theory, namely communication, resources, disposition and bureaucratic structure that have been used to see how the implementation of regional financial policies in North Sumatra Province, in the implementation of these policies there are several obstacles in terms of communication and poor resources caused by the Covid-19 virus. So that the implementation of regional financial policies in dealing with Covid-19 in North Sumatra Province cannot be realized properly.

Abstract

The title of the research is the Effect of General Manager Interpersonal Communication in Improving Employee Work Motivation During the Pandemic Period of The Crew Hotel Medan. This study examines how much influence the general manager's interpersonal communication has in increasing employee motivation during the pandemic. The method used is by using quantitative research methodology. Sampling using a random sampling formula with a population of 110 and a sample of 28 employees. This study uses simple linear regression analysis. (1). The results of the hypothesis test obtained that the value of T arithmetic T table (3.228 2.055) which is Ho is rejected and Ha is accepted. This states that there is an effect of general manager interpersonal communication in the higher employee motivation. (2). The simple correlation coefficient R is 0.535, indicating that there is a powerful interaction between general manager interpersonal communication and work motivation and p= 0.003 0.005 explaining that there is a significant relationship between general manager interpersonal communication using work motivation. (3). The value of the coefficient of determination R square of 0.576 indicates the contribution of interpersonal communication variables is 57.6% while the remaining 42.4% is influenced by other factors. (4). Based on the results of simple linear regression there is a positive impact between the Interpersonal Communication variable and the Work Motivation variable, this can be shown based on the equation: Y= 28.996 + 0.311 X.

Abstract

Education is the process of influencing learnes to adapt to the environment and can bring about changes in borth within and within the community. However, the scarcity of economics precludes schooling and even dropouts because they help families make ends meet. The study aims to know the implementation of policies and obstacles in the hope family program in Matsum IV district Medan Area. The study employs qualitative methods in which it is descriptive that give a clear picture of the problem at hand. Data collection techniques through interviews to informants who know information about the implementation of PKH policy, literature studies, observation, and documentation to support the results of the interview. The study shows tha the implementation of executive policy PKH in Matsum IV, Medan Area has been seen from the few factors which are   standard   and   target   policy,  human   reseources   and   money   reseources,   executive   agent   PKH characteristics assist the recipient well, executive organization communication is well established, the social, economic, and political environment supports PKH. The study is based on the fact that the economic growth in the country will be affected mainly by education, with the existence of so- called debtors, it is possible to send their children to school even if there is a problem.

Abstract

Community service is one of the activities aimed at assisting the government in society and local governments in disseminating Law no. 32 of 2004 concerning Local Government in Hamdan Village, Medan Maimun District, Medan City. The lack of understanding of the people of Hamdan Village, Medan Maimun District in the success of Law No. 32 of 2004. The results of this dedication show that the socialization of Law Number 32 of 2004 concerning Regional Government and development progress and the success of existing development, must be disseminated to the community. One example of the community can directly experience the construction of road facilities and infrastructure that have repaired, as well as several developments in flood management and environmental cleanliness. The participation of the community in determining public policy, the higher the level of democracy in the country. In regional autonomy it is necessary to involve as many citizens as possible in determining public policy at the regional level.

Abstract

The focus of the research is the communication style displayed by the Head of the Subulussalam Municipal People's Representative Council (DPR-K) in establishing relationships with the people of Subulussalam City. This research was conducted in the City of Subulussalam. Data collection was carried out by means of observation, direct interviews and documentation related to research. As for the resource persons in this study, namely the key informants, the researchers chose the people of Subulussalam City, while those who became additional informants were the Chair of the DPR-K, the Secretary of the Council and Public Relations of the DPR-K Subulussalam. To get valid information in accordance with the author's research needs. The results of the research interview on the communication style presented by the Chairperson of the DPR-K Subulussalam dominate the Equalitarian style and structural style communication styles. This communication is considered effective because it is able to make it easier for the public to receive good information from the Chairperson of the DPR-K Subulussalam. It's just that the communication style possessed by the chairman of the DPR-K Subulussalam as a leader has not been found in all employees or fellow members in the DPR-K Subulussalam office so communication with the community is not very good.

Abstract

Training is to improve the knowledge, skills and attitudes of an apparatus so that they can carry out their duties and work well in the study of public administration, namely in policy making. This researcher is in the form of descriptive with a qualitative approach, namely describing the data obtained from the field and explaining it in words. This study aims to describe and analyze how effective the training is to increase the capacity of the apparatus in formulating policies in BPKAD, North Sumatra Province and to identify what factors include obstacles in the implementation of training to increase the capacity of the apparatus in formulating effective policies. The phenomena in this study are the lack of interest of the apparatus in participating in the training, the lack of facilities and infrastructure to support training for effective capacity building of the apparatus in policy making at BPKAD, North Sumatra province.

Abstract

The Family Hope Program (PKH) is a conditional social assistance provided to Very Poor Households (RTSM) in improving welfare through education and health. This study aims to analyze the impact of the implementation of PKH on the welfare of the community in the Tegal Sari Mandala II village. The research method uses qualitative methods. Data collection techniques using interviews, observation and documentation. The results of the study show that the impact of the implementation of PKH on the welfare of the people of Tegal Sari Mandala II Village is that before the existence of PKH it can be said that it is not yet prosperous and is still under welfare because it is still very vulnerable in the fields of education and health. Second, the extent to which the impact of PKH in Tegal Sari Mandala II has a very good impact and is very useful for the recipients. However, the people who have not been targeted are still classified as not prosperous. These three PKH goals have had a very good effect or impact on people's welfare and the target community for PKH assistance recipients come from underprivileged families. And the supporting factors for the implementation of PKH so that it has an impact on increasing family welfare, namely the role of PKH facilitators in providing assistance so that they can achieve the desired goals and the participation of beneficiary families can be seen from their active participation in the P2K2 program which aims to increase knowledge and awareness of beneficiary families.

Abstract

Good governance has principles that are the basic keys in the implementation of good governance. At the Gundaling I Berastagi Village office the principles of good governance have not been fully implemented properly. This article aims to describe the implementation of good governance principles in Gundaling I Berastagi Village and to find out the inhibiting factors for the implementation of good governance principles in the Kelurahan. The problems in this study focused on the existence of public complaints against the discipline of employees in Gundaling I Berastagi Village. To approach this problem, Sedarmayanti's theoretical references are used, including responsiveness, effectiveness and efficiency, fairness, accountability and transparency. The data collected is based on data collection techniques through observation, interviews, and documentation. Then analyzed using a descriptive qualitative method. The results of the study indicate that the implementation of the principles of good governance in improving the performance of public service organizations at the Gundaling I Berastagi Village office has not been fully implemented properly because there are still indicators that have not gone well at the Gundaling I Berastagi Village Office.
