Abstract

Regulation of the Financial Services Authority of Indonesia (POJK) Number 51/POJK.03/2017 concerning the Implementation of Sustainable Finance for Financial Services Institutions, Issuers, and Public Companies was officially enacted for the insurance sector as of 1 January 2020 and requires the insurance sector, including the general insurance sector, to carry out the implementation of sustainable finance into its business activities. This study intends to review the extent of the implementation that has been carried out, particularly in relation to the social and environmental risk management principles. Using a literature review, data specifically related to the underwriting process were gathered and analyzed. Results of this study suggested that even though 86% of 44 respondents from the previous research had already confirmed if principles of social and environmental risk management had been implemented at that time, vast majority of the non-life insurers in Indonesia had not yet executed the said integration into the underwriting process. The sustainable finance implemented by Indonesia’s non-life insurance sector is still significantly focused on short-term financial performance rather than the long-term one.

Abstract

Energi berperan penting dalam mencapai tujuan pembangunan berkelanjutan. Ketersediaan dan akses yang merata terhadap energi bersih merupakan suatu tantangan yang dihadapi saat ini. Indonsia sebagai negara produsen minyak sawit mentah Crude Palm Oil (CPO) di dunia dengan produksi mencapai 45.12 juta ton pada tahun 2021. Seiring dengan peningkatan volume produksi yang besar tersebut akan menghasilkan sejumlah besar limbah cair pabrik sawit atau Palm Oil Mill Effluent (POME). Penguraian POME secara anaerobik akan menghasilkan biogas yang dapat digunakan sebagai sumber energi terbarukan. POME yang tidak dikelola dengan baik akan berdampak negatif terhadap lingkungan dikarenakan kandungan Chemical Oxygen Demand (COD) yang tinggi, apabila langsung dibuang ke kolam terbuka maka akan melepas gas metana ke atmosfer sebagai emisi gas rumah kaca (GRK).  Namun jika dikelola dengan tepat akan memberikan nilai tambah secara ekonomi, sosial dan lingkungan terutama dalam hal pengurangan GRK dan pencemaran sumber daya air. Tujuan dari studi ini adalah untuk membahas potensi energi terbarukan dari pemanfaatan energi biogas POME. Penelitian ini menggunakan metode deskriptif  dengan melakukan survey. Hasil penelitian menunjukkan karakteristik POME memiliki suhu 70 – 900C, bersifat asam dengan pH 4 - 5,5 dan kandungan COD tinggi yaitu 80.000 – 120.000 mg/L, dengan proses anaerobik sistem tanki reaktor menghasilkan biogas dengan rasio sekitar 30 – 40 Nm3/ton POME.  Biometana sebagai komponen utama biogas yang dihasilkan dari penguraian POME dapat digunakan sebagai sumber energi terbarukan pengganti fosil. Potensi energi terbarukan dari POME di Provinsi Jambi besar dengan total kapasitas pabrik sebesar 3.437 ton TBS/jam, berpotensi menghasilkan energi listrik sebesar 2.160 GWH/tahun. Tantangan dalam pengembangan energi terbarukan dari POME dikarenakan biaya investasi yang tinggi dan juga kebijakan yang ada belum memudahkan investor untuk pengembangan energi terbarukan di pabrik kelapa sawit.

Abstract

As a form of commitment to reducing the amount of plastic waste in the environment, DKI Jakarta Province has issued Governor Regulation Number 142 of 2019 concerning the Obligation to Use Environmentally Friendly Shopping Bags in Shopping Centers, Supermarkets and People's Markets. On the roadmap proposed by the United Nations Environment Agency, Governments developing policies will need to verify the existence of valid alternatives before banning plastic bags. However, in this regulation, the type, size, material, price and sales of eco-friendly shopping bags are the responsibility of the business actor. The definition of a reasonable price, type, size, and material of shopping bags provided by business actors in this regulation is not clear and can lead to different perceptions, causing the implementation of this regulation to be ineffective. In this study, the types and price limits of eco-friendly shopping bags were analyzed based on the perception and willingness of the public as consumers to facilitate the implementation of regulations related to the use of eco-friendly shopping bags, especially in DKI Jakarta Province. This study uses a qualitative approach by conducting a survey of 406 female respondents with an age range of 18-40 years who live in DKI Jakarta Province. Conjoint analysis is used to determine preferences for eco-friendly shopping bags using SPSS version 24. Consumers' willingness to pay for eco-friendly shopping bags is analyzed using the Contingent Valuation Methode (CVM) approach. Based on the research results, consumers prefer eco-friendly shopping bags that are made of cloth, can be reused, and prefer to bring or provide them themselves rather than being provided by businesses but paying a fee. According to consumers, material attributes are the most important, followed by environmental and economic attributes. If required to pay, 28% of respondents are willing to pay with higher price than the average estimated price of consumers' willingness to pay (WTP), which is IDR 2,380 a piece. The government can use the results of an analysis of people's preferences and willingness to formulate the policies.
