Abstract

The village has the authority to manage the existing potential for public welfare. So that the village government can form economic institutions, namely Village Owned Enterprises (BUMK). Kampung Wogekel has marine and swamp fisheries resources. The study uses a PRA approach based on community participation with SWOT analysis. The results of this study found: Strength Aspects namely 1). Sufficient labor is available, 2). The productive age potential of coastal communities, 3). Natural resources are very available, 4). Public facilities such as ports, Pertamina logistics, banking institutions, 5). Fishing boats belonging to the village. Weakness aspects are: 1). Weak capital, 2). Fisheries business technology is still simple, 3). Electricity, ice factories and shelters and storage vessels, 4). Limited access to marketing, 5). Community culture that does not have entrepreneurial spirit. Opportunity Aspect: 1). Job opportunities, 2). Natural resources have not been fully utilized, 3). Authority to establish BUMK, 4). Government support. Threat aspects, namely: 1) Low fish prices, 2). Weather and bad season, 3). There is still massive fishing to only take bubbles and also illegal fishing, 4). Central government regulation of the moratorium has not been revoked. So that the potential business sector is a fish shelter business. While alternative businesses are salted fish, coarse salt, nine household basic needs, tubers and crabs. Keywords: Development, economic institutions, entrepreneurship

Abstract

Base on the Village Law No. 6 of 2014 concerning Village, namely villages have the right, authority and obligation to regulate and manage their own government affairs and community interests based on their rights of origin and local customs. In this authority, the village provides services to the community and conducts community empowerment. Sota village is a border region with Papua New Guinea. The location of Kampung Sota is relatively close to the seafront of the city of Merauke, has a population of 1,270 in 2014 and the resources of forests, rivers and swamps. This research use Participatory Rural Appraisal (PRA) approach and SWOT analysis. The results of the study found: Strength Aspects namely 1). Raw materials are easily available, 2). Strategic business location, 3). Product prices begin to increase, 4). The products produced are export products, 5). Availability of Village Land, 6). Commitment from the village government. Weakness aspects are: 1). The lack of business capital, small production quantity, 2). Transportation for raw materials, 3). Unattractive packaging, 4). Cooperatives in the village are controlled by individuals / traditional leaders who control the local land. Opportunity Aspect namely 1). Products that have a prospective market share, 2). Production capacity can be reproduced, 3). Increased consumer needs and public awareness to use local products, 4). Development of technology and information, 5). Additional workforce. Threat aspects, namely: 1). Still depends on the rainy and dry seasons, 2). Increased bargaining position of raw material suppliers, 3). The emergence of new competitors, 4). Government regulations on National Parks. So that the type of potential business that can be developed is the management of eucalyptus oil. While the alternative business sector is tourism, clean water, nine basic commodities and arwana fish. Keywords: Development, Village Owned Enterprises, prospective

Abstract

Sota Village has an unique attraction as a cross border tourism between Indonesia and Papua New Guinea and has become the favorite destination in Merauke Regency. This study aims to find and prove the determinant factors of cross border tourism to improve the welfare of local residents in Sota Village, Sota District, Merauke Regency. The type of research used is a qualitative approach by expolarizing information on field data and literature so that data can describe the events that take place factually, systematically and accurately. The results of the study found that cross border tourism has made a positive contribution in supporting the regional economy, business sectors related to the tourism industry sector have increased income, distribution of basic needs, expansion of economies of scale. In addition, infrastructure and other supporting facilities, the community has felt the benefits such as the ease and smooth flow of human and goods mobilization. However, the indigenous people of the Kanum Tribe are still very limited and have not had much direct impact on their welfare. Because they are still very few who are directly involved in business activities related to tourism such as: food businesses, trade, even cultural arts, crafts and so on. Several causes are the quality of human resources is still low, lack of the spirit of entrepreneurship, awareness of the role of the tourism industry sector for economic life. So that the attention of the cultural values ​​and customs of the Kanum Tribe as a native population has not been widely appointed as one of the tourist advantages. Abstract

Penelitian ini bertujuan untuk mengetahui Peranan Sektor Pariwisata Terhadap Pertumbuhan Ekonomi di Kabupaten Merauke. Untuk mendapatkan data penelitian, peneliti mewawancarai 13 orang informan. Penelitan ini menggunakan metode kualitatif dengan pendekatan deskriptif, sedangkan teknik analisis data menggunakan tiga tahap: Data Reduksi (Data Reduction), Penyajian Data (Data Display), Verifikasi (Conclusion Drawing). Hasil penelitian ini menunjukkan bahwa Peranan Sektor Pariwisata di Kabupaten Merauke belum optimal sehingga perlu kerja sama antara Pemerintah daerah, Dinas Pariwisata, swasta dan juga masyarakat yang belum terlalu diperhatikan. Hal ini dilihat dari ke 8 variabel: Obyek Wisata, Akomodasi, Akses Transportasi, Jasa Boga dan Restoran, Tempat Penukaran Uang, Atraksi Budaya, Souvenir, dan yang terakhir Iklim Wisata.

Abstract

The purpose of this study is to determine the Role of the Tourism Sector on Economic Growth in Merauke Regency. To obtain research data, researchers interviewed 13 informants. This research uses a qualitative method with a descriptive approach, while the data analysis technique uses three stages: Data Reduction, Data Display, Verification (Conclusion Drawing). The results of this study indicate that the role of the tourism sector in Merauke Regency is not yet optimal so that cooperation between the local government, the Tourism Office, the private sector and the community has not been given much attention. This can be seen from the 8 variables: Tourism Objects, Accommodation, Access to Transportation, Food and Restaurant Services, Money Changers, Cultural Attractions, Souvenirs, and the last is Tourism Climate.

Abstract

Telaah Emperis Pengelolaan Keuangan dan Dampaknya di Provinsi Papua dan Papua Barat. Tujuan telaah ini adalah untuk menganalisa pengelolaan keuangan Dana Otonomi Khusus sebagai sumber pendanaan bagi peningkatan kesejahteraan penduduk asli Papua serta mengidentifikasi kelemahan dalam pengelolaan dana otonomi khusus bagi peningkatan kesejahteraan orang asli Papua di Provinsi Papua dan Papua Barat. Metode yang digunakan dengan pendekatan kualitatif dengan menggunakan data-data pendukung sejak implementasi otonomi khusus. Telaah ini berdasarkan studi pustaka (library research). Hasil telaah menemukan bahwa dana otonomi khusus sejak tahun 2002 berdampak positif bagi pertumbuhan ekonomi daerah secara makro dan keuangan Anggaran Pendapatan dan Belanja Daerah. Dengan adanya dana ini maka ada peningkatan besaran penerimaan dalam postur APBD Provinsi maupun APBD kabupaten/kota yang signifikan untuk pembiayaan pembangunan di daerah. Namun penggunaaan dana otonomi khusus masih terdapat beberapa kelemahan yaitu 1) alokasi pendanaan tidak difokuskan sesuai amanat Undang-Undang Otonomi khusus yaitu pembiayaan prioritas pada sektor pendidikan minimal sebesar 30 persen dan pembiayaan kesehatan dan perbaikan gizi sebesar 15 persen. 2) capaian tujuan bersifat umum menjadi kabur (bias dan tidak memecahkan masalah fundamental, 3) pencairan dana otonomi khusus tidak pernah sesuai jadwal, 4) penyaluran dana otonomi khusus ke kabupaten/kota dibagi secara merata bukan secara proporsional kebutuhan daerah atas skala prioritas, 5) evaluasi dan pengawasan implementasi otonomi khusus lemah dari sisi regulasi dan tata kelola pelaksanaannya. Abstract
