Abstract

This study aims to evaluate the impact of the Trans Java Toll Road on the growth of small and micro enterprises (SMEs) in the food and beverage sector using the fixed-effect difference-in-difference method. The data used are sourced from the Village Potential Statistics (PODES) for the years 2008–2020, covering 70 districts/cities that are either traversed or not traversed by the Trans Java Toll Road. The findings reveal that, during the initial phase of operation, the toll road had a negative and statistically significant impact on the number of SMEs in the food and beverage sector. However, after operating for two periods, or approximately six years, the impact shifted to being positive and significant. This indicates that while the infrastructure initially posed challenges or disruptions to small-scale industries, in the long term, the Trans Java Toll Road serves as a stimulus for better growth in the sector. These findings are important for policymakers, as they highlight the need to not only focus on the long-term benefits of infrastructure development but also to design mitigation strategies to address potential short-term negative impacts, especially on small and micro businesses that are more vulnerable to economic shifts caused by large-scale infrastructure projects.

Abstract

Empirical studies show some negative effects that arise in sandwich generation households. Even the negative impact of the sandwich generation raises the behavior that they want to leave the house. However, the empirical studies only measure sandwich generation if the parents live in the households, so it is necessary to recalculate sandwich generation households in Indonesia through an interhousehold transfer mechanism. This study examines interhousehold transfer differences among sandwich-generation households between parents, siblings, and others in Indonesia. Using Indonesian Family Life Survey (IFLS) 2014, this study found that 4.539 or 28,6 percent of households are classified as the sandwich generation, both if the elderly live in the household and the elderly doesn’t live in the household. Tobit regression analysis shows that non-one-roof sandwich generation households spend an interhousehold transfer 56,4 percent higher than one-roof sandwich generation households

Abstract

Menteri Kelautan dan Perikanan Indonesia pada periode pertama Pemerintahan Joko Widodo, Susi Pudjiastuti, membuat terobosan kebijakan perikanan tangkap, yaitu moratorium kapal asing. Kebijakan ini membuat seluruh kapal asing tidak dapat menangkap ikan di perairan Indonesia. Kapal asing yang kedapatan menangkap ikan di perairan Indonesia ditangkap, disita, dan ditenggelamkan. Pemerintah Indonesia mengklaim moratorium kapal asing mampu meningkatkan pendapatan nelayan Indonesia dan mempermudah nelayan Indonesia dalam menangkap ikan. Penelitian ini bertujuan menguji klaim manfaat moratorium kapal asing terhadap rumah tangga nelayan Indonesia. Data Survei Ekonomi Nasional (Susenas) menjadi data utama penelitian ini. Data Susenas diolah sehingga menampilkan data pada tingkat kabupaten atau kota di Indonesia. Data ini kemudian digabungkan dengan data Potensi Desa dan data produksi perikanan tangkap yang dikeluarkan oleh KKP. Penggabungan data bertujuan untuk menentukan kabupaten atau kota kontrol dan perlakuan. Data lalu diolah dan dianalisa menggunakan metode Difference in Difference (DiD). Hasil penelitian ini menunjukkan bahwa moratorium kapal asing menurunkan pengeluaran per kapita rumah tangga nelayan sebesar Rp 80.988,25. Di sisi lain, moratorium kapal asing membuat durasi bekerja nelayan bertambah sebesar 39 hingga 40 menit per hari (asumsi enam hari kerja). Temuan tersebut menunjukkan bahwa rumah tangga nelayan Indonesia belum mendapatkan manfaat dari moratorium kapal asing. Oleh karena itu, kebijakan ini perlu didukung oleh kebijakan lainnya sehingga mampu meningkatkan kesejahteraan nelayan Indonesia.
