Abstract

Pelaksanaan kebijakan publik adalah implementasi atau penerapan suatu kebijakan publik melalui program, aktifitas, aksi, atau tindakan dalam suatu mekanisme yang terikat pada suatu sistem tertentu. Tujuan penulisan artikel ini adalah untuk membahas konsep umum tentang pelaksanaan kebijakan publik. Penyusunan artikel ini yang dilakukan dengan sumber rujukan utama dari berbagai literatur dan penelitian yang relevan dengan pelaksanaan kebijakan publik, yang dilengkapi dengan pemikiran penulis atas topik yang disajikan. Hasil pembahasan menunjukkan bahwa implementasi kebijakan publik dipengaruhi oleh beberapa faktor, diantaranya: aspek kewenangan, sumberdaya, komunikasi, dan disposisi. Dimensidimensi yang dapat digunakan untuk mengevaluasi pelaksanaan kebijakan publik diantaranya: konsistensi, transparansi, akuntabilitas, keadilan, efektivitas, dan efisiensi. Sementara itu evaluasi pelaksanaan kebijakan perlu dilakukan secara komperhensif, yang meliputi: evaluasi ex-ante, on-going, dan ex-post atas pelaksanaan kebijakan publik. Dalam melakukan inovasi dan terobosan dalam pelayanan kepada publik, dapat dilakukan diskresi pelaksanaan kebijakan publik sepanjang tidak bertentangan dengan norma dan peraturan yang berlaku. Abstract

The phenomenon of e-parking itself has been implemented in several big cities in Indonesia, namely in Jakarta, Bali, Solo, Surabaya, and Bandung. The application of e-parking carried out by DISHUB in Bandung was used to overcome the problem of leakage of parking retribution receipts. This study aims examine Technology Acceptance Model (TAM) in the adoption of e-Parkir as parking infrastructure collection. In this study sampling using snowball sampling with staff in UPT Parkir Kota Bandung. The methodology of research is qualitative method and the data collected by interview, literature review, and observation. Meanwhile the analyses data done by reduction, presentation, and conclusion drawing and then the analyses method used description analysis. Conclude it was found perceived usefulness and perceived ease of use one of the most that affecting e-parkir acceptance. Our result also have confirmed perceived usefulness and perceived ease of use has been positively influencing attitude towards using e-parkir and give positive effect to behavioral intention dan actual usage e-parkir.

Abstract

The COVID-19 pandemic hitting Indonesia has created new habitual adaptations, including working from home for civil servants. This policy presents a new challenge, namely maintaining performance through achieving the effectiveness of working from home. The present study investigates the implementation of the work from home policy through Spearman's rank-order correlation analysis to examine the correlation between research variables. Furthermore, after the Kruskal-Wallis significant test, the Dunn-Bonferroni post hoc method was used to look for the differences between the factors affecting the effectiveness of working from home of the civil servants based on gender and age and education, and years of service. Data were collected through questionnaires to 437 civil servants from various government agencies, both central and regional. The study's findings indicate differences in the factors influencing the effectiveness of working from home and the skills required depending on gender, age, education, and years of service. The results also show that information technology support is not evenly distributed in implementing the work from home policy. The implication of this study suggests that the evaluation of the implementation of the work from home policy for the civil servants is beneficial for the government in considering sustainability and quality development in the future.

Abstract

Permasalahan kualitas pelayanan pada  Kantor Kecamatan Tarogong Kaler terdapat dalam nilai kesenjangan (gap) negatif sebesar -0,62 (Firmansyah, 2019)  yang mengindikasikan bahwa tingkat kepuasan masyarakat terhadap kinerja pelayanan Kecamatan Tarogong Kaler masih relatif rendah karena dari seluruh unsur yang diukur, hasil penilaian kinerja terhadap setiap unsurnya masih di bawah nilai harapan. Tujuan penelitian ini adalah untuk menganalisis kualitas pelayanan antara harapan masyarakat dengan persepsi masyarakat dengan menggunakan model pengukuran kualitas jasa melalui analisis gap atau kesenjangan yaitu model SERVQUAL (service quality). Analisis Pelayanan Publik di Kecamatan Tarogong Kaler didukung dengan hasil Survei Kepuasan Masyarakat yang dilakukan pada tahun 2019. Pengumpulan data   dilakukan dengan Observasi, Wawancara, dan Dokumentasi, data selanjutnya diolah menggunakan aplikasi Nvivo dan ditampilkan dalam bentuk word cloud, tree map. Hasil menunjukan bahwa Gap 1 Knowledge Gap, Gap 4 Communication Gap, dan Gap 5 Service Gap tidak terjadi Gap, dan Gap 3 Delivery Gap, terjadi kesenjangan dikarenakan Kecamatan belum mampu melaksanakan pelayanan yang maksimal kepada masyarakat. Berdasarkan penelitian, dapat disimpulkan bahwa kualitas Pelayanan Publik Kecamatan Tarogong Kaler masih perlu adanya perbaikan. Selain itu persepsi masyarakat terhadap pelayanan publik di Kecamatan  Tarogong Kaler Sudah Baik. Kata Kunci : Kualita,  Pelayanan, Kualitas Pelayanan

Abstract

Banks must always be assessed for their soundness level in order to continue to provide excellent service to customers, because an unhealthy bank condition will endanger various parties, not only endanger the bank itself. One of the methods used to assess the soundness of a bank can use the currently applicable method, namely the Risk Profile, Good Corporate Governance, Earning and Capital (RGEC) method. The purpose of this research is to determine the Rating of Bank Soundness at PT. Bank CIMB Niaga Tbk in terms of RGEC. This research is in the form of descriptive quantitative research, in which the procedures for health assessment refer to the Circular and regulations that have been established by Bank Indonesia in 2011, namely SE No. 13/24 / DPNP and PBI No. 13/1 / PBI / 2011. The Risk Profile factor is measured using the NPL and LDR ratios, obtaining the predicate Fairly Healthy, the Good Corporate Governance factor by analyzing the results of the GCG self-assessment of the Bank obtains the predicate Healthy, Earning is measured using the ratio ROA, ROE, NIM and BOPO obtains the predicate Fairly Healthy and Capital is measured using the ratio CAR received the predicate Very Healthy.

Abstract

The waste problem in Garut Regency was entering an emergency and alarming stage. The situation has mobilized various elements, namely academics, entrepreneurs, communities, government and the media to take strategic steps together in overcoming the problem of waste. Garut University, especially Faculty of Social and Political Sciences (FISIP), became the initiator of the focus group discussion (FGD) agenda which subsequently developed into the Penta helix Garut Free Waste Movement. The purpose of this study was to map the solution steps taken by the Penta helix team based on the results of the FGD. This research was a qualitative type using FGD method. The FGD was attended by 28 participants consisting of 3 academic representatives, 7 company representatives, 6 community representatives, 10 government representatives, and 2 media representatives. Triangulation was carried out on the initiator's side by testing the dependability and confirmability. The results showed that there were 7 strategic issues namely technology, processing, education, economics, institutions, policies and coordination that needed to be further discussed through further FGDs. All elements were expected to continue to communicate and collaborate and could complete the discussion of the 7 issues to be used as a solution proposal to the government of Garut Regency, therefore, it could be used as material for policy formulation to solve the waste problem.

Abstract

Pendidikan di Indonesia saat ini sedang mengalami tren perubahan. Hadirnya pandemi covid-19 menyebabkan perubahan kebijakan pendidikan. Dengan terbitnya surat edaran Mendikbud Nomor 3 Tahun 2020 tentang pencegahan Covid 19 pada Satuan Pendidikan dan Nomor 36926/MPK.A/HK/2020 tentang pembelajaran daring. Tujuan penulisan artikel ini untuk mengetahui bagaimana pelaksanaan kebijakan pembelajaran jarak jauh yang dilaksanakan di Kabupaten Garut. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif bersifat deskriptif dan cenderung menggunakan analisis dengan pendekatan induktif. Dimana dengan melalui metode kualitatif, penulis berusaha mencari pemahaman terhadap suatu objek. Dari hasil penelitian diketahui bahwa implementasi kebijakan pembelajaran jarak jauh yang dilaksanakan di Kabupaten Garut belum berjalan dengan optimal karena belum terpenuhinya variabel komunikasi, sumber daya, disposisi dan struktur birokrasi. Education in Indonesia is currently experiencing a changing trend. The presence of the COVID-19 pandemic has led to changes in education policy. With the issuance of the circular letter of the Minister of Education and Culture Number 3 of 2020 regarding the prevention of Covid 19 in Education Units and Number 36926/MPK.A/HK/2020 regarding online learning. The purpose of writing this article is to find out how the implementation of distance learning policies implemented in Garut Regency. The method used in this study is a descriptive qualitative research method and tends to use an inductive approach to analysis. Where through qualitative methods, the author tries to find an understanding of an object. From the results of the study, it is known that the implementation of distance learning policies implemented in Garut Regency has not run optimally because the variables of communication, resources, disposition and bureaucratic structure have not been fulfilled.

Abstract

Purpose: The study aimed to identify and analyze factors affecting tourists’ destination patronizing intentions toward Mount Papandayan Tourism, Indonesia. Methodology: This study applied quantitative methods with a descriptive explanation design. The survey was conducted by distributing questionnaires to 100 respondents who have visited Mount Papandayan Tourism more than once. Results: The collected data were analyzed by confirmatory factor analysis supported with SPSS. The result showed that two new factors namely testimony and loyalty were generated out of seven tested factors including telling experiences, giving recommendation to visit, desire to tell positive things, promoting tourism, desire to revisit, reluctance to changes, and not needing new experiences. Applications/Originality/Value: The research implication is that it can be utilized as consideration for developing Mount Papandayan Tourism. The proposed managerial implications were creating attractions that encouraging the tourists to give testimony on the tourism objects and providing services that attract the tourists’ intention to visit.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh struktur aktiva dan struktur modal terhadap harga saham periode tahun 2013 sampai dengan 2018. Peneliti menggunakan data sekunder, yaitu laporan keuangan tahunan PT Aneka Tambang (Persero) yang terdaftar di bursa efek indonesia. Metode yang digunakan dalam penelitian ini adalah metode asosiatif. Teknik pengumpulan data yaitu  penelitian kepustakaan dan penelitian dokumentasi. Teknik pengolahan data dilakukan dengan menggunakan analisis regresi linier berganda melalui uji F dan uji t serta pengujian asumsi klasik. Penelitian ini menggunakan software SPSS 23. Hasil penelitian menunjukan bahwa secara simultan struktur aktiva dan struktur modal berpengaruh signifikan terhadap harga saham, sedangkan secara parsial struktur aktiva tidak memiliki pengaruh negatif tidak signifikan terhadap harga saham. Kemudian struktur modal tidak memiliki pengaruh positif tidak signifikan terhadap harga saham.
