Abstract

This study aims to examine the attitude of the government to maintain its position in the broadcast media system. Using the case study method, the author examined series of regulation of broadcasting, minutes of meeting, and media reporting on two broadcasting bill -- the  Broadcasting Act of 1997, the Broadcasting Act of 2002—and the revision of the Broadcasting Act on two parliament periods (2009 - 2014 and 2014 - 2019). The results of this study indicate the government is trying to maintain its position as the main regulator of broadcasting. Even though the Broadcasting Act of 2002 stipulates the Indonesian Broadcasting Commission (KPI) as the main regulator, the government still strives to be a broadcast regulator by giving birth to regulations that restore its position as the main regulator. This can be seen from the different standpoints in the two parliament periods in the revision of the Broadcasting Law: The 2009-2014 parliament strengthened the authority of the KPI, while the 2014-2019 parliament downgraded the KPI's authority and made the government the main regulator. The broadcast industry from the start wanted the government as the main regulator, while civil society rejected the government as the main regulator of broadcasting. Keywords: Government, Indonesian Broadcasting Commission, main broadcasting                         regulator, Broadcasting Law, Revision of Broadcasting Law

Abstract

This paper aims to describe the content of tobacco company websites and social media then evaluates whether they have complied with the regulation or not. As addictive product cigarette has become one of the most regulated product in the world, including in Indonesia. While almost all countries in the world have a total ban on tobacco advertising, promotion, and sponsorship (TAPS) in all media; Indonesia only limits TAPS, not totally bans it. The methods in this research are observing five websites from the five biggest tobacco companies in Indonesia and their social media, between May-June 2019, focusing on outlook; content; updating frequency; and link to other media. The result shows that the tobacco industry’s websites and social media are a form of indirect tobacco advertising. The five sites practicing brand stretching strategy. The sites and social media are targeting young people by focusing their content on activity, product, lifestyle, and profile of upper and middle-class young people with their typical language. By doing so, the companies normalize their brand into young people’s life. The conclusion of the research shows tobacco industry promotion strategy through new media seems to outsmart the TAPS regulation, whereas, in practice, this promotion is conducting several violations on existing regulation in Indonesia.

Abstract

This study explains how parental mediation, mothers’ and fathers’, infl uences television affi nity and usage among children. Survey data of Jakarta-based 5  grade elementary school children (N = 188) reveal that level of parental mediation, in term of restrictive and active, tends to be high, while level of coviewing tends to be low. However, only mothers’ restrictive mediation and fathers’ restrictive mediation correlate positively with television affi nity; active mediation and coviewing do not infl uence children’s television affi nity signifi cantly. There is no direct correlation between any types of parental mediation with television usage. This study also fi nds that television affi nity correlates signifi cantly with television usage. It seems that the more restriction of watching television they have, the more attractive the medium for the children. However, those with high affi nity tend to have low television usage, most probably because they are only allow watching television for a certain period at home. On the contrary, children with low TV affi nity spend a lot of time watching television. Thus, even though television is a dominant medium in children life, it is not treasured by the children; it is just wallpaper in the house for them.

Abstract

A current study shows the strategy used to build a healthy individual self-presentation by performing cycling on Instagram platform during the Covid-19 pandemic. A positive self-image shown on Instagram account is commonly perceived as a communication pattern in digital social interaction. Given the pandemic situation, cycling as a healthy lifestyle has fast become the most common strategy used by Instagram users to achieve positive self-presentation, by integrating cycling activities data aggregated from Online Social Fitness Networks (OSFNs) platform. This study uses a qualitative method with constructivism paradigm and case study approach. Data collection is conducted through observations and interviews with four informants. Observation is acquired by collecting a series of Instagram feeds and stories of the informants for the past six months of the pandemic. Interviews are conducted to explore both the informants’ strategies and motivations to present the data in their respective Instagram accounts. The result contends that the “full package” strategy is the preferable choice for informants’ self-presentation on Instagram by selecting various locations of background photos and the symbols which confirm their social status, by inserting popular hashtags, by providing links to associate with Instagram glamorous urban cyclists’ lifestyle content, and by showing off cycling data from OSFNs platform.

Abstract

The local film community run by cultural activists typically conducts several film practices, such as film production, distribution, and exhibition independently. In post-New Order Indonesia, the Banyumas subculture has become an alternative site of struggle for producing critical films against mainstream and commercial films. This study questions how Banyumas cultural activists develop critical learning and nurture an awareness-raising process for local students through filmmaking and how Banyumas’ local film production forms a new culture enacting social change. The authors adopt a qualitative approach with multiple case studies to investigate the phenomenon. The data was obtained by conducting in-depth interviews with cultural activists and the vocational/high school students as a filmmaker, observation, and documentation of the films they produced. This study implements Paulo Freire’s idea of critical pedagogy through collaborative filmmaking performed by Banyumas cultural activists and local young students within a specific cultural and outside-classroom setting. Through collaborative filmmaking, the local subjects interrogate the current sites of power and social roles by encouraging dialogue and problem-posing methods. Using visual media, the practice of empowering local cultural identities finds its embodiment in filmmaking as a process and result. As a living cultural expression, films preserve the local culture, redefine the value of humanism, and raise critical awareness about larger social, political, economic, gender, and cultural issues.

Abstract

The practice of film censorship has been in Indonesia since the Dutch East Indies era. Since then, film stakeholders have always been the battleground, as the different values and norms generate different views and beliefs. The critical constructionism paradigm is used to examine the contestation of film censorship in Indonesia. Four films released after the enactment of the 2009 Film Law are used as the case study: The Act of Killing, The Look of Silence, Naura & Genk Juara, and Memories of My Body. Data collection was done through a collection of news reports and social media posts that discussed the four films used as the case study. In addition, interviews with four stakeholders were done, which were an alternative cinema manager, a representative of the Indonesian Censorship Board (LSF), a representative of the Indonesian Film Body (BPI), and a film actor/director. The research results indicated that different stakeholders have different views and interests regarding film censorship, which explains why the polemic of contestation over the film censorship policy happens. Some people believe that film censorship should exist, as it would give control over society. At the same time, some people believe that film censorship should be replaced by film classification as a form of freedom of expression. There are also arguments over the standards of film censorship. Academically, the research’s significance is to develop studies regarding film censorship polemic and its stakeholders’ contestation. In contrast, practically, the research may be used to formulate film censorship regulation and policy by evaluating factors that may cause conflict among film stakeholders.

Abstract

Penelitian ini bertujuan meningkatkan kosakata bahasa Mandarin siswa kelas VIII SMP Budi Kasih Makassar dengan penerapan media flashcard AR, mengatasi masalah kesulitan belajar siswa serta keterbatasan media pembelajaran oleh guru. Penelitian ini merupakan Penelitian Tindakan Kelas dalam dua siklus. Penelitian ini melibatkan observasi, tes kosakata, dan angket siswa dengan analisis data kualitatif dan kuantitatif. Hasil menunjukkan bahwa media flashcard AR efektif meningkatkan kosakata, motivasi, belajar siswa. Dibuktikan hasil tes kosakata bahasa Mandarin dengan siswa kelas VIII SMP Budi Kasih Makassar dengan menggunakan media flashcard AR dinyatakan meningkat, hal ini telah dibuktikan dengan nilai rata-rata pada siklus I yaitu 79.54 dengan kategori baik, mengalami peningkatan sebesar 10.30 pada siklus II yaitu 89.84 dengan kategori sangat baik. Penelitian ini menyarankan implementasi media tersebut sebagai solusi untuk perbaikan pembelajaran bahasa Mandarin di SMP Budi Kasih Makassar.

Abstract

This study aims to discuss the construction of the problem underlying the digital literacy policy in Indonesia. As policy communication research, this study considers the Ministry of Communication and Informatics (MOCI) digital literacy programs as policy-as-discourse. This study is qualitative and uses a desk-based method to collect the data. This study uses the “What’s the ‘problem’ represented to be” (WPR) analytical strategy to analyze the data. This study finds out that the MOCI constructs the digital literacy policy to be based on handling the massive spread of negative content and illegal activities on the internet and social media platforms. Therefore, this MOCI’s construction of knowledge on digitalliteracy is oriented more toward media issues than literacy issues in digital technologies. This study recommends that the knowledge construction on digital literacy policy is based not only on the problem of media criticality but also on addressing the problem of literacy in the utilization of digital technology for educational purposes.
