Abstract

BackgroundThe advancement of information and communication technology (ICT) has transformed various aspects of life, including education, the economy, and public transparency. Technology is now an essential part of daily activities. However, in rural areas like Mayang City, digital literacy remains low, limiting the community’s ability to use technology effectively. Although the region has strong human and natural resource potential, many residents—especially those in agriculture and MSMEs—have not yet optimized technology for improving efficiency and welfare. These challenges highlight the need for targeted digital literacy programs and infrastructure support. Contribution: This program contributes to community empowerment by combining digital literacy training with the development of a village website tailored to local needs. It addresses the digital divide in rural areas through practical solutions that strengthen both individual skills and institutional transparency. The approach not only improves access to information and public services, but also builds community capacity to engage with technology sustainably. Method: This activity used a qualitative descriptive approach to examine the digital literacy conditions in Mayang Village. Data were collected through observations and informal interviews. The website development followed the waterfall model, which consists of structured stages: analysis, design, implementation, testing, and maintenance. This method ensured a systematic process suitable for small-scale community-based systems. Results: The program resulted in the development of a village website and a series of digital training sessions for the community. These efforts significantly increased public access to information and reduced dependence on verbal announcements or physical notice boards. The website improved transparency by making government data accessible anytime. The community also became more active in using digital tools for daily tasks, supporting more effective and efficient practices. Conclusion: The integration of digital literacy training and a functional village website has enhanced technological readiness in Mayang Village. It improved information access, governance transparency, and community engagement with technology. This initiative serves as a foundation for future digital transformation in rural areas.

Abstract

Purpose of the Study: This study aims to evaluate the readiness of Indonesian law in regulating personal data protection in the era of artificial intelligence (AI), by highlighting the conformity of national regulations to international standards, especially the OECD Principles and regulations of developed countries such as the European Union. Methodology: A normative-juridical approach with a qualitative comparative method was used, analyzing Law No. 27 of 2022 (PDP Law) and related instruments. The OECD Principles on AI served as an evaluative framework. The analysis was structured in four stages: (1) identifying OECD principles; (2) mapping provisions in Indonesian law; (3) analyzing regulatory gaps; and (4) comparing with selected jurisdictions (EU, Japan, Singapore, Brazil, India). Case studies were used to illustrate practical implications. Results: The results of the study show that although several aspects such as the principle of consent and data security have been accommodated in the PDP Law, there is still a legal gap in terms of liability for AI violations, algorithm audits, and transparency of automated decisions. Comparison with regulations of developed countries highlights substantial gaps in the protection of data subject rights. Applications of This Study: This study can be used as a normative and practical reference for policy makers in designing a legal framework that is adaptive to the development of AI technology, while increasing legal awareness among technology developers and other stakeholders. Novelty/Originality of This Study: This study offers a critical approach to AI regulation in Indonesia using the OECD Principles as an evaluative parameter, and identifies aspects of the law that have not been widely studied, such as the mechanism for objecting to automated decisions and the right to be forgotten in the context of artificial intelligence

Abstract

Inadequate maternal knowledge regarding early child growth and development can hinder the detection of developmental delays and red flags during toddlerhood. This study evaluates the effectiveness of an Android-based mobile health (mHealth) application, "PrimaKu," in enhancing mothers' knowledge of toddler growth and development compared to conventional printed leaflets. A quasi-experimental study with a pretest-posttest control group design was conducted involving 108 mothers of toddlers in the operational area of Colomadu I Primary Health Center. Respondents were randomly allocated into an experimental group (n = 54), receiving educational intervention via the PrimaKu Android application, and a control group (n = 54), receiving printed leaflets. Data were collected using validated demographic and knowledge questionnaires (V = 0.91, Cronbach's α = 0.859) and analyzed using the Wilcoxon Signed-Rank and Independent Samples t-test. Baseline knowledge scores showed no significant difference between the groups (p = 0.202). Post-intervention results demonstrated significant knowledge improvements in both the experimental group (pre-test: 43.59 ± 8.51 to post-test: 65.87 ± 6.62, p = 0.000) and control group (pre-test: 45.53 ± 8.92 to post-test: 58.70 ± 7.38, p = 0.000). However, the experimental group achieved a significantly higher mean knowledge increase (22.28 ± 9.01) compared to the control group (13.28 ± 8.70, p = 0.000). Integrating mHealth technology via Android applications provides an interactive, accessible, and significantly more effective medium than printed leaflets for maternal health education, offering strong potential to support early childhood developmental monitoring.
