Abstract

Peran intelektual tokoh Masyumi cenderung terpinggirkan karena kelemahan posisi politik baik di masa rezim Orde Lama maupun Orde Baru. Kendati gagasan mereka sangat relevan dengan pengentasan problem umat. Beberapa di antaranya seperti Syafruddin Prawiranegara, merespons sikap politik penguasa dengan komunikasi politik yang santun nan progresif. Proses komunikasi politik intelektual Masyumi tersebut diurai melalui beberapa aspek seperti: creative understanding, identity values, aesthetic appeal, community agreement serta reform of society. Menghadapi strategi politik propaganda Soekarno dan Soeharto terhadap sikap politik yang berbeda, Syafrudin Prawiranegara merespons dinamika politik baik Orde Lama maupun Orde Baru lebih bersifat retorik di mana ia bertumpu pada argumentasi yang mengandalkan kekuatan logika serta pendekatan persuasi dan apresiasi yang berimbang dalam melihat peristiwa, tokoh, maupun pergulatan politik yang terjadi.

Abstract

Perkembangan ekonomi, industrialisasi dan peningkatan jumlah penduduk, khususnya di Tokyo menimbulkan persoalan sampah di Jepang pada tahun 1950-an. Sebagai solusi atas masalah ini, pemerintah Jepang menerapkan praktik pengelolaan limbah padat, termasuk promosi 3R, pengumpulan terpisah, fasilitas insinerator limbah di wilayah perkotaan, pemulihan energi efisiensi tinggi, daur ulang abu insinerator, dan pembuangan akhir. Artikel ini bertujuan untuk mengetahui apakah solusi yang ditawarkan memiliki konsekuensi yang tidak terduga dan bagaimana sejumlah elemen masyarakat bereaksi terhadapnya. Karya ini menggunakan pendekatan kuantitatif dengan penerapan Q-Methodology. Temuan masalah menunjukkan terdapat empat tipe orang dan keyakinan inti, yakni: (a) Keyakinan inti super otoriter yang ditunjukkan oleh Ilmuwan yang mendukung pemerintah, (b) Keyakinan inti egaliter dengan pada masyarakat sipil yang berpandangan ekstrim, (c) Keyakinan sentral yang relatif egaliter, ditunjukkan oleh masyarakat sipil yang setuju dengan pemerintah, (d) Nilai individualistis inti otoriter yang tercermin pada perusahaan swasta yang bekerja untuk pemerintah.

Abstract

Pertanyaan utama studi ini ialah bagaimana politik pembangunan pariwisata daerah Situ Bagendit dalam perspektif civil society. Landasan teoretis yang digunakan dalam makalah ini adalah konsep Civil Society yang diutarakan oleh Janoski (1998: 12) yang menyatakan bahwa gagasan masyarakat madani bertumpu pada diskursus yang intensif antara empat ranah yakni negara, pasar, publik dan pribadi/swasta. Untuk memperjelas pemahaman tentang pernyataan utama, maka dielaborasi melalui beberapa konsepsi tentang politik pembangunan serta pariwisata daerah dengan berbagai variasinya. Sehingga didapatkan hubungan baik yang bersifat korelasional maupun relevansi antara politik pembangunan yang positif dengan kemajuan pariwisata daerah melalui tinjauan pelaksanaan masyarakat sipil yang efektif. Peran negara sangat efektif dengan mendelegasikan kepemilikan dari pusat ke kabupaten bagi pengelolaan Situ Bagendit. Berbeda dengan itu, pada ranah pasar terlihat kurang berkontribusi. Belum ditemukan usaha produktif ranah publik bagi pengembangan objek wisata ini. Demikian pula,  kesadaran pribadi untuk mengembangkan potensi wisata ini sehingga go internasional masih rendah. Setiap potensi wisata dapat menjadi ikon daerah yang mampu bersaing dalam skala internasional. Salah satu strateginya ialah dengan politik pembangunan yang produktif dalam sinergitas antara negara dan lembaga terkait

Abstract

Abstract In the midst of the ongoing Covid 19 pandemic, Russia's invasion of Ukraine poses a threat to global food security, including Indonesia. Faced with this threat, the management of national food politics is still skewed by conglomerates and oligarchs, resulting in far from democratic national agricultural policies. Agricultural revitalization efforts are one way to deal with this situation. This article seeks to understand how Sjafruddin Prawiranegara (1911-1989), an Indonesian Islamic political thinker, responded to the agricultural development process in critical situations such as war and, more recently, the Covid-19 outbreak. According to him, the agricultural industry can be revitalized in two ways: macro and micro. At the macro level, through the evaluation of rice import policies, food-based economic political orientation, and agricultural industry revitalization. On a micro level, rice prices can be stabilized by providing farmer credit, reactivating agricultural cooperatives, and facilitating access to food distribution. Keywords: Russian Invasion, Covid-19, Food Security, Agricultural Revitalization Abstrak Invasi Rusia ke Ukraina di tengah Pandemi Covid 19 yang masih berlangsung mengancam ketahanan pangan global, termasuk Indonesia. Menghadapi ancaman itu, penanganan pengelolaan politik pangan nasional masih bias konglomerasi dan oligarki sehingga kebijakan pertanian nasional jauh dari demokratis. Keadaan ini perlu disiasati salah satunya melalui upaya revitalisasi agrikultural. Artikel ini ingin mengetahui bagaimana respons Sjafruddin Prawiranegara (1911-1989), seorang pemikir politik Islam Indonesia, menanggapi proses pembangunan pertanian dalam situasi genting, di antaranya perang, dan dalam konteks kekinian; wabah Covid-19. Baginya, kebangkitan industri pertanian bisa didorong melalui dua cara, makro dan mikro. Secara makro melalui evaluasi kebijakan impor beras, orientasi politik ekonomi berbasis pangan serta revitalisasi industri pertanian. Secara mikro melalui pemberian kredit petani, reaktivasi koperasi pertanian serta mempermudah akses distribusi pangan guna stabilisasi harga beras. Abstract

In this era of globalization, foreign investment no longer needs to be seen as a threat. On the other hand, foreign investment can be considered as a driving force for national development, including for Indonesia as a developing country, including the construction of Industrial Parks. This study aims to determine the potential and challenges of foreign investment in the development of industrial estates in Indonesia. This paper uses a qualitative descriptive method, where this study describes events that occur and is intended to describe existing phenomena, both natural and human engineering. As a result, this paper finds that the Indonesian government has begun to improve infrastructure so that it is also sufficient to be one of the supporting factors. With a good location and infrastructure, the company's business activities become more effective. And more importantly, the Indonesian government is also willing to provide some fiscal facilities and licensing facilities related to company activities even though they are slightly contrary to sustainable development. Therefore, this research will contribute to the process of increasing foreign investment for sustainable development in Indonesia.

Abstract

For Indonesia, relocating the national capital is one option for improving food security. Although, statistically, the ministry of agriculture's flagship program appears to have succeeded in increasing exports. Budget policies are actually shrinking in the field, and agricultural land is eroding. In addition, the state continues to import a number of strategic commodities such as rice and soybeans. The challenges of the innovation disruption era must be met with optimism. This paper seeks to understand how Indonesian agricultural politics can adapt to the era of disruptive innovation. The results of the analysis, conducted using a qualitative approach, show that: (a) the country's agricultural politics have so far been unable to produce new players capable of competing with the old players (incumbents), (b) the national agricultural strategy has not been able to present companies and entrepreneurs with disruptive innovation capabilities, (c) agricultural industry policy innovation is still limited, so it cannot promise lower margins and profits. Finally, the relocation of the capital city must be followed by the creation of creative paddy fields and an effective agricultural budget allocation strategy. A favorable ecosystem must be created to encourage the development of new competitive companies and new millennial farmers who are ready to face the Industrial Revolution 4.0. The private sector must also be involved in order to balance the government's and banks' suboptimal roles.

Abstract

Penerapan Trias Politika mempunyai beberapa khas tertentu di setiap negara tidak terkecuali Indonesia. Walau tidak secara resmi menyatakan menggunakan konsep-konsep Trias Politika namun apabila dilihat dalam UUD 1945 ternyata Indonesia juga mengacu pada konsep Trias Politika. Penelitian ini bertujuan untuk meninjau konsep Trias Politika menurut John Locke dan Montesquieu terhadap terbentuknya sistem politik di Indonesia. Dengan pendekatan kualitatif serta menggunakan metode Kajian Pustaka, penulis mencari berbagai referensi dari sumber-sumber utama dan menyimpulkan bahwa konsep pembagian kekuasaan yang dilakukan oleh Indonesia cenderung mendekati konsep yang dikemukakan oleh Montesquieu dengan sedikit berbeda pada pemisahan tugas Eksekutif dan Legislatif dimana di Indonesia Presiden dapat mengusulkan rancangan Undang-Undang kepada Dewan Perwakilan Rakyat serta memberlakukan kekuasaan Eksaminatif yaitu kekuasaan mandiri dalam pemeriksaan keuangan negara.The implementation of Trias Politica has certain characteristics in every country, including Indonesia. However, Indonesia does not officially declare to use Trias Politica concepts, but as seen from 1945, Indonesia's Constitution refers to a Trias Politica concept. According to John Lock and Montesquieu, this study aims to review the concept of Trias Politica for the formation of a political system in Indonesia. Using a qualitative approach and using the Literature Review method, the writer seeks various references from major sources and concludes that the concept of power distribution carried out by Indonesia tends to approach the concept put forward by Montesquieu only slightly different in the separation of executive and legislative duties in Indonesia where the president can propose a bill to the House of Representatives and in Indonesia impose an examination power, namely an independent power in the examination of state finances.

Abstract

This paper seeks to examine the value of the government's role in enhancing investment from Islamic funding in the agricultural sector. This sector needs to be reinforced to serve as the basis for national food security. Agricultural landscape 's abundant potential will hopefully fulfill national needs and become a pillar of exports. This effort was hampered by the high risk that the capital aspects of the agricultural sector were faltering without certainty of profit making. With descriptive analysis the methodology used is qualitative. The result showed The economic prospects of Islamic agricultural policy were strong, but the lack of effective support for infrastructure gave rise to many weaknesses in socio-economic growth, socio-economic development, despite efforts to establish a sustainable society, public interests and reliable agricultural resources. It is worth considering the possible financing of the Hajj Financial Management Agency (HFMA) for the agricultural sector. The government must tighten regulations to foster a healthy partnership ecosystem between the Ministry of Agriculture, Islamic Financial Institutions, and high-quality agricultural resources.

Abstract

The political opinions of Islamic organizations throughout the Guided Democracy (1959- 66) era are diverse. For some, this is a dismal period. The rest saw this era as an opportunity to preserve Islamic dominance. Cooperative and non-cooperative politics with power are strategic options for the long-term political power of Islamic mass groups like Nahdhatul 'Ulama (NU) and Muhammadiyah. This study seeks to understand the political perspectives of Indonesia's two largest Islamic organizations in the face of the imposition of Nasakom (religious nationalist and communist) ideology during the Soekarno era. This study takes a qualitative descriptive comparative method. The study's findings suggest that, in terms of character, numerous NU figures found theological grounds to reconcile with Nasakom politics. Meanwhile, Muhammadiyah, whose members include numerous senior Masyumi officials, leans toward the opposition. An accommodating mindset helps the organization to breathe for longer. Meanwhile, the opposition faces the possibility of political stunting. In terms of impact, the two Islamic mass organizations failed to arrest the flow of authoritarianism. They attempted to survive by honoring the Great Leader of the Revolution.
