Abstract

This article is aimed at describing the role of Surabaya City Administration in nurturing the culture of reading. Presevious studies show that literacy level in Indonesia is relatively low. Inspite of its achievement in eradicating illiteracy, Indonesia has not managed nurturing the culture of reading. In decentralization era, local governments (provincial and regency/city) have vital roles in policy making. They have wider spaces for innovations and creativities in developing their societies and regions, based on the authorities that the central government transferred to them. This context made it possible for the Surabaya City Administration to make policies supporting the nurturing of the culture of reading. This article is based on a field research using qualitative method conducted in Surabaya City. The data of the research resulted from interviews with relevant parties, they are personnel of the Office of Educational Affairs of Surabaya City and the Board of Archive and Library of Surabaya City, and also desk studies. The findings of the research show that in the middle of limited policy instruments available for nurturing literacy, especially nurturing the culture of reading, Surabaya City Administration declared itself as a “city of literacy”, followed by many policies supporting the development of literacy. Those policies are the issuance of literacy-supporting regulations, synergy among related government agencies, human resources development, implementation of literacy events, and education ecosystem envionment. The result of the policies is the increase in the reading interest of the people supported by sustainable literacy programs.

Abstract

Sejak pertama kali diumumkan, kasus COVID-19 di Indonesia terus bertambah. Pandemi tersebut tidak lagi sekedar masalah dalam bidang kesehatan tetapi menjadi masalah dalam bidang sosial. Salah satu dampak sosial dari pandemi COVID-19 yaitu adanya stigmatisasi dan diskriminasi terhadap orang yang tertular atau diduga tertular penyakit tersebut. Selain itu, hoaks dan informasi yang salah atau tidak lengkap juga marak. Berbagai kasus stigmatisasi, diskriminasi, dan penyebaran hoaks menunjukkan adanya masalah dalam aspek informasi mengenai COVID-19. Dampak dari masalah itu lebih terasa dalam level mikro, yaitu di lingkungan permukiman, di mana warga harus menyikapi adanya kasus COVID-19 yang ada di hadapan mereka. Sehubungan dengan itu, tulisan ini bertujuan untuk memaparkan perilaku masyarakat Jabodetabek dalam penyebaran informasi mengenai kasus COVID-19 di lingkungan tempat tinggal mereka. Tulisan ini dibuat berdasarkan suatu penelitian survei yang dilakukan secara online oleh Kelompok Studi Mahasiswa Eka Prasetya Universitas Indonesia (KSM EP UI) dari akhir Mei hingga akhir Juni 2020. Survei tersebut berhasil mengumpulkan 254 respon. Data yang terkumpul kemudian diolah secara statistik deskriptif untuk melihat pola dan kecenderungan perilaku berinformasi masyarakat dalam penyebaran informasi tentang COVID-19. Hasil survei menunjukkan bahwa dalam kondisi riil atau nyata responden cenderung pasif dalam penyebaran informasi; tetapi dalam kondisi hipotetis atau pengandaian, mereka cenderung aktif. Saluran penyebaran informasi yang dipilih responden yang utama yaitu saluran yang lebih pribadi, dalam hal ini keluarga; dan mereka menghindari penyebaran informasi melalui medsos. Adapun saluran yang dapat dianggap “formal”, yaitu ketua/pengurus RT/RW, cenderung tidak menjadi pilihan dalam kondisi riil.

Abstract

This article discusses the consequences of placing the management of the Belief in One God (the Belief) in Indonesian cultural policy. It is interesting to discuss bearing in mind that the Belief in one God is a “religion” for its adherents, to some extent. Besides that, government’s treatment also shows that the Belief in One God is a “religion”, exemplified by the policy on the identity card of the Belief adherents; which can be left unfilled. However, the policy on the Belief is handled by government institution responsible for cultural policy, which is the Directorate of the Belief in One God and Tradition, a unit under the Directorate General of Culture, the Ministry of Education and Culture. Studies on the Belief are dominated by studies on the aspects of the Belief itself, e.g. the meaning of God; while studies on the policy on the Belief, e.g. the impact of government policy on the Belief adherents’ life, are still rare. Accordingly, this paper is expected to contribute to the body of knowledge on the Belief. In doing so, this paper analyses problems in the delivery of service for the Belief adherents in several areas in Indonesia. The data used in this paper is a document on the result of evaluation of service delivery for the Belief adherents, released by the Directorate of the Belief in One God in 2016. The document shows kinds of services of the Belief adherents, legal basis, problems in the services, and the solutions from the parties involved. Abstract

LatarBelakang: Salah satu dampak sosial dari pandemi COVID-19 yaitu adanya stigmatisasi dan diskriminasi terhadap orang yang tertular atau diduga tertular penyakit tersebut; yang terkait dengan persebaran hoaks dan informasi yang salah atau tidak lengkap. Contoh kasusnya yaitu diskriminasi yang dialami oleh tenaga kesehatan oleh pemilik rumah kontrakannya. Dampak dari masalah itu lebih terasa dalam level mikro, yaitu di lingkungan permukiman, di mana warga harus menyikapi adanya kasus COVID-19 yang ada di hadapan mereka. Sehubungan dengan itu, tulisan ini bertujuan untuk memaparkan perilaku masyarakat Jabodetabek dalam penyebaran informasi mengenai kasus COVID-19 di lingkungan tempat tinggal mereka. Subjek dan Metode: Tulisan ini dibuat berdasarkan suatu penelitian survei yang dilakukan secara online oleh Kelompok Studi Mahasiswa Eka Prasetya Universitas Indonesia (KSM EP UI) dari akhir Mei hingga akhir Juni 2020. Survei tersebut menyasar warga Jabodetabek, menerapkan teknik accidental sampling, dan berhasil mengumpulkan 254 respon. Kuesioner online yang digunakan menggali data tentang pola dan kecenderungan perilaku berinformasi masyarakat dalam penyebaran informasi tentang COVID-19. Data yang terkumpul kemudian diolah secara statistik deskriptif, mengingat data tidak terdistribusi secara normal. Hasil: Hasil survei menunjukkan bahwa dalam kondisi riil atau nyata responden cenderung pasif dalam penyebaran informasi; tetapi dalam kondisi hipotetis atau pengandaian, mereka cenderung aktif. Saluran penyebaran informasi yang dipilih responden yang utama yaitu saluran yang lebih pribadi, dalam hal ini keluarga; dan mereka menghindari penyebaran informasi melalui medsos. Adapun saluran yang dapat dianggap “formal”, yaitu ketua/pengurus RT/RW, cenderung tidak menjadi pilihan dalam kondisi riil. Keseimpulan: Kajian ini menyimpulkan bahwa perilaku responden dalam penyebaran informasi tentang kasus COVID-19 di lingkungan tempat tinggal mereka bervariasi tergantung pada situasi riil atau hipotetis.

Abstract

This paper describes the results of legal synchronization analysis of the Special RegionalRegulation Number 3 of 2017 concerning the Maintenance and Development of Culture (PerdaisNo. 3 of 2017) with Law Number 5 of 2017 concerning the Advancement of Culture (UUPemajuan Kebudayaan). The analysis is based on the existence of a number of mandates fromthe Law for the Advancement of Culture to local governments. The existence of regionalregulations (perda) of culture is important as the legal basis for cultural policies in the region.Given that theoretically, a regional regulation should not conflict with the regulations that arehierarchically above it, it is important for this regional regulation to be in line with the Law for theAdvancement of Culture. To achieve this, a normative legal study was carried out with a synchronization approach to the Perdais Yogyakarta No. 3 of 2017 with the Law for theAdvancement of Culture. Based on the synchronization results obtained, it was revealed thatsystematically the number of chapters in the Perdais Yogyakarta No. 3 of 2017 is more than theLaw for the Advancement of Culture, but the number of articles is much less. It has also beendescribed that the Law for the Advancement of Culture has mandated a number of matters tolocal governments. In this regard, Perdais Yogyakarta No. 3 of 2017 seeks to regulate thesemandates in its articles. In this regional regulation, most of the mandates of the Law for theAdvancement of Culture to local governments have been regulated by the said regionalregulation. This reflects the misalignment of cultural policy concepts between the central andlocal governments.Keywords: culture, cultural advancement, regional law, cultural polic
