Abstract

The purpose of this study was to analyze the increase in voter participation during a pandemic in the Medan Deli sub-district. This is because the sub-district has the most significant surge in participation. The Medan Deli sub-district, which has the highest difference in participation when compared between the 2015 elections and the 2020 elections, is the Medan Deli sub-district. This study uses a qualitative approach with primary data collection techniques in the form of interviews with key informants, key informants and supporting informants. Then the data were also obtained from secondary sources in the form of literature relevant to the research problem. The results showed that there were five factors driving the people of Medan Deli District so that they wanted to come to participate, namely political stimulation factors, personal character factors, social character factors, situational and environmental factors and finally political education factors. Then, of the five factors, the most influential factor is the political stimulus factor that arises from daily political conversations or conversations in the community. Then later because of the candidates who came from their area, a regional spirit emerged which in the end made the people more enthusiastic to come to the TPS.

Abstract

The purpose of this study was to analyze community participation and the factors that led to the non-achievement of the national target in the 2020 Medan City Regional Head election. The method used is qualitative-descriptive research, namely by presenting the facts found in a comprehensive manner through in-depth analysis. While the data analysis technique consists of data reduction, data presentation and conclusion drawing. The results of the research obtained are that in the 2020 Medan Mayor election, the number of community participation increased and increased compared to previous years, but still the national target for political participation was not achieved. The popularity of candidates is an important aspect of increasing public participation in the 2020 Medan elections. The existence of candidates seems to have a curious effect on the people of Medan City. In addition, the results of the study also concluded that the factors that caused the national target for the 2020 regional elections in Medan were not achieved, namely the ambiguity of government policies. On the one hand, the Government wants Covid-19 to be completed immediately with various policies such as social distancing and avoiding crowds, but it is still like forcing the 2020 Regional Head Election which is one of the sources of crowds even though there are aspects of implementing health protocols.

Abstract

The purpose of this study was to analyze community participation in the supervision of village funds and analyze the supporting and inhibiting factors of community participation in the supervision of village funds. The research method used is descriptive with a qualitative approach. The informants in this study were the Headman, Secretary, (BPD), RT, RW, and the Community.  The results of this study indicate that community participation in monitoring village funds in Gawu-Gawu Bouso village is still very low or less than optimal. The supporting factor is the awareness or willingness of the community to participate in development activities. While the inhibiting factors are the low quality of education, low income levels, and limited employment opportunities in rural areas.

Abstract

Tujuan penelitian ini adalah untuk menganalisis dan mendeskripsikan secara rinci implementasi Kebijakan Bantuan Langsung Tunai di Desa Simpang Kiri Kecamatan Tenggulun Kabupaten Aceh Tamiang. Adapun teknik pengumpulan data dilakukan dengan wawancara mendalam dan observasi sedangkan data sekunder dilakukan dengan Studi Dokuemntasi dan Studi kepustakaan. Informan peneliti adalah pemangku kepentingan dan lembaga swadaya masyarakat Desa yang merupakan implementor dalam kebijakan Bantuan Langsung Tunai. Teknik analisis data dilakukan dengan kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa implementasi Kebijakan Bantuan Langsung Tunai di Desa Simpang Kiri Kecamatan Tenggulun Kabupaten Aceh Tamiang menurut teori Charles O Jones yaitu Organisasi, Interpretasi, dan Penerapan sudah cukup baik, dimana dalam ini masih terdapat hambatan yaitu keterbatasan anggaran dan kuota penerima bantuan, tumpag tindihnya data penerima, dan keterlambatan pencairan dana.

Abstract

Based on the research problem questions above, the purpose of this research is to analyze the voting behavior of transwomen in the city of Medan and the factors that influence it in the 2020 Medan Mayor election using the voter behavior approach. The theory from Dennis Kavanagh, namely three models for analyzing voter behavior, namely sociological approaches, social psychology, and rational choices, were used to answer the research objectives. This type of research uses qualitative research methods, with a descriptive approach (description research). Data obtained from direct interviews in the field and library research. The results of the study stated that these transwomen formed their own associations because they felt alienated from other people in a community/organization. The tendency of the behavior of transwomen voters in the city of Medan in the 2020 Medan Mayor election shows a sociological voter behavior. This tendency was based on the fact that of all the informants who were successfully interviewed, almost all of them had the same preferences as friends or the community and their organizations.

Abstract

The phenomenon of violence in the formation of nation-states in the 19th and 20th centuries, especially during the era of nationalism, had significant impacts on many countries, including Indonesia. This violence is linked to an official, exclusive, and elitist nationalism narrative, as seen in Aceh. The history of the "Cumbok Tragedy" in Aceh illustrates how nationalism can lead to violence. The impacts of conflict, such as in the Cumbok Tragedy, include infrastructure damage, security uncertainty, psychological effects, and social disruption. Development planning in East Aceh must consider rehabilitation, reintegration, and peace efforts to achieve effective and sustainable development. In the context of the Cumbok tragedy, the historical narrative that is written and often understood by the public originates from power and colonial control. Therefore, there is a need for a political movement to offer a new, more democratic, postcolonial meaning, bridging the sociocultural reconciliation movement. This research will be conducted in Aceh Regency, which is the epicenter of the conflict and the most distorted area in the history of the Cumbok Tragedy. A qualitative social approach with a case study method will be used to explore the real-life situation of the case. The research results on the Cumbok Tragedy in East Aceh reveal the complexity of history through in-depth narratives from the families of the victims, such as Teuku Saiful Anwar and Cut Anzar Hanum, who highlight the direct impacts and differing perspectives compared to the official historical version. The inaccuracies in the current historical writing have caused tensions, underscoring the importance of historical reconciliation. Experts, including Prof. Ismail Fahmi Arrauf Nasution, emphasize that honest and balanced disclosure, along with university involvement, is a crucial step to improving historical understanding and building sustainable peace in Aceh. Awareness of various perspectives and a commitment to reconciliation are key to healing past wounds and creating a more harmonious future.
