Abstract

According to the national port master plan, Tegal Port is a hub port. In practice, a number of fishing boats crowd the port pool area thereby disturbing the area that should be used for the port loading and unloading process. Full port facilities are not supported by this circumstance. Commercial ships wishing to enter the port must wait for the tide to enter the waters of the port pool because shipping lanes enter the port wisely around 3 LWS. This study aims to examine the relationship between the port facility utilization index and the port facility performance index in several categories of capacity accessibility and satisfactory performance levels, in the categories of safety, order, smoothness and speed, and pollution experienced unsatisfactory performance. This research uses a descriptive method. Data obtained from surveys and analyzed using the SWOT method. The SWOT analysis shows strength-opportunity (SO) conditions where managers must maximize the potential of ports that have facilities. The results of the SWOT analysis show that the right strategy to use for port development is strength-opportunity, namely improving existing facilities as well as possible, such as making repairs to facilities that are not suitable for use and adding facilities at the port and increasing cooperation with stakeholders by making more work agreements, promising and facilitating service users as well as cutting bureaucracy that does not complicate service users.

Abstract

Crew agency has an important role to play in improving crew performance through the supervision of crew responsibilities. If there is a decrease in performance by the crew while working, this has a negative impact on the company, so that crew performance problems must be handled properly by the crew agency. this study aims to identify the obstacles, impacts, and efforts made by the crew agency of PT. Topaz Maritime in improving crew performance. This research uses a qualitative descriptive method. Data collection techniques include interviews, observation, and documentation, then the data is analysed with qualitative analysis. The results showed that the obstacles faced by the crew agency in improving crew performance at PT Topaz Maritime are the lack of adequate supervision and the crew's low awareness of performance. The impact of declining crew performance includes disruption to operational hours, decreased work quality and efficiency, and work accidents. Efforts made by the crew agency include providing crew training and motivation, conducting pre-joining briefings before joining the ship, giving appreciation to the crew, and effective supervision of shipboard rules and procedures.

Abstract

Container terminals play a strategic role in supporting maritime logistics and regional trade competitiveness. Increasing operational pressure and environmental concerns require terminal operators to improve efficiency while adopting green port practices. This study aims to analyze the effect of operational efficiency and green port practices on container terminal performance with port competitiveness as a mediating variable. A quantitative approach was employed using survey data collected from 90 respondents working in container terminal operations and management. Data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The results indicate that operational efficiency and green port practices have a positive and significant effect on port competitiveness. Port competitiveness has a strong influence on container terminal performance. Operational efficiency directly affects performance, while green port practices do not show a significant direct effect. However, both variables significantly influence terminal performance through port competitiveness. These findings highlight the importance of integrating efficiency improvement and environmental initiatives into a comprehensive competitiveness strategy.

Abstract

This research was motivated by the important role of KM Sabuk Nusantara 108 as a pioneer ship in supporting connectivity and the lives of people in 3T regions, alongside the increased risk to safety, particularly the potential for fires on board. Therefore, the aim of this study is to analyse the risk factors of fire, the preparedness of the crew, and the fire mitigation strategies implemented on KM Sabuk Nusantara 108 to improve maritime safety. This research used qualitative methods with data collection through direct observation, interviews, and documentation studies on KM Sabuk Nusantara 108 to gain an in-depth understanding of fire risk mitigation. The data were analyzed through data reduction, data presentation using fishbone diagrams, and conclusion drawing, with data validity tested through triangulation of sources, methods, and theories. The findings indicate that fire risks on KM Sabuk Nusantara 108 are influenced by the improper placement of firefighting equipment, inadequate management of flammable materials, low crew compliance with safety procedures, and the limited implementation of emergency drills. Crew preparedness in responding to fire emergencies remains insufficient due to limited training, lack of familiarization with safety equipment, and the absence of a strong safety culture on board. Therefore, systematic mitigation efforts are required, including improved placement of firefighting equipment, proper handling of flammable materials, enhanced crew discipline and training, and the regular implementation of varied emergency drills to reduce the impact of fire hazards on board.

Abstract

This study employs a Research and Development (R&D) design to develop and validate a risk management and safety system for marine pilots utilizing pilot ladders in Indonesian ports. Based on the development model by Borg & Gall (2023), data were gathered through Interpretative Phenomenological Analysis (IPA) involving 24 marine pilots across three major ports, 94 ship operation observations, an analysis of 47 incident documents, and the Delphi method validated by 12 experts over three rounds. The risk assessment identified eight risk themes, with falling from the pilot ladder categorized as a CRITICAL risk (Probability = 4, Consequence = 5, Risk Priority Number/RPN = 20). The Delphi validation phase achieved a 91.1% consensus (Kendall’s W = 0.74; p < 0.001). Field trials involving 46 marine pilots demonstrated significant improvements in safety knowledge scores (from 62.3 to 81.5; p < 0.001) and compliance with Standard Operating Procedures (SOP) (from 59.1 to 84.4; p < 0.001). The resulting product is the first risk management system specifically designed and validated for marine pilots in Indonesia, consisting of a seven-chapter SOP on Pilot Ladder Safety and three risk-based training modules.
