Adanya peranan kebijakan Kepmenperindag No. 651/MPP/ Kep/10/2004 untuk memproteksi usaha depot air minum dalam bentuk pengawasan teknis depot air minum oleh Dinas Perindustrian dan Perdagangan Kota Pekanbaru. Hal ini untuk menjaga stabilitas industri depot air minum agar sesuai standar, untuk itu perlu adanya evaluasi agar tercapainya tujuan kebijakan terhadap sasaran kebijakan. Metode yang digunakan pendekatan deskriptif kualitatif. Data primer diperoleh dari wawancara, dan observasi. data sekunder diperoleh dari pengumpulan data dengan dokumen. Analisis data menggunakan metode pengumpulan data, reduksi data, penyajian data, pengujian kredibilitas data digunakan dengan teknik Tringulasi. Hasil penelitian bahwa evaluasi yang dilakukan menunjukkan pengawasan yang dilakukan oleh Dinas Perindustrian dan Perdagangan terhadap depot air minum di Kecamatan Tampan belum maksimal. Hal ini pengaruhi oleh kendala keterbatasan Personil dalam melakukan pengawasan, kurangnya sarana dan prasarana dalam melakukan pengawasan, kurangnya ketersediaan data yang update, kurangnya kontribusi masyarakat dalam implementasi kebijakan, serta belum terciptanya kerjasama yang baik antar instansi pemerintah dalam mengawasi pelaksanaan kebijakan.

The orientation towards change and upgrade means showing action-oriented development administration - real activities in achieving objectives. In making changes and upgrade in the future must be balanced with real involvement activities in the present as a springboard to achieve better success in the future.This research is a descriptive qualitative approach, data collection techniques are observation, interviews, documentation and interviews with key informants as a key resource.These results indicate that not maximal implementation of development conservation of water resources by the environmental agency contamination of creeks siak carried out by the environmental agency in this case looks much pollution as a result of the domestic diposal waste are carried out by people who live in the watershed tributary siak.Keywords: Administrative Development, Pollution Environmental, Conservation Of Water Resources

Services to women and children victims of violent crime cases are crucial issues that need attention. In an effort to protect victims of violent crime and to keep their rightness, Police of Padang Pariaman District provide RPK (Ruang Pelayanan Khusus) for women and children victims of violence crime, now it is known by the name of UPPA (Unit Pelayanan Perempuan Dan Anak). However, in practice there are still many problems of violence that can not be resolved properly. The same was found in the research by Tuti Khairani Harahap (2009) that in the implementation of policy dissemination through coordination with relevant agencies and the handling of cases accur in children, is still the presence of cases of cruelty, violence and persecution of women and children. As for the purpose of this study is to determine the implementation of services to women and children victims of crime cases in police station of Padang Pariaman district.The concept of theory is public service standards by Sianipar: the standard attitude of the personnel, service quality standards, standard of time, the standard of comfortable, safety standards and standard of costs and service of mechanism UPPA in PERKAP No.2, 2008. This study used qualitative research methods with an assessment of descriptive data. In collecting the data, researchers used interviewing techniques, observation and documentation. By using key informants as a source of information and as a source triangulation techniques in testing the validity of the data.The results of this study indicate that the implementation of services to women and children victims of crime in Police station of Padang Pariaman District to addressing violence against woman and children is not running optimally. because there are still many obstacles faced by officers and the victims themselves.Keywords: Implementation of Services, Violence Against Women and Children, Police Station of Padang Pariaman District

Micro, Small, And Medium Enterprises (MSMEs) are one of the backbone of national’s economy. There are obstacles to development MSMEs in Pekanbaru City, such as low quality of human resources on MSMEs, and the weakness of MSMEs understanding in business license. This research aimed to analyse how much effort the Cooperatives, Small, and Medium Enterprises Office of Pekanbaru City to empower society through MSMEs, and to know the inhibiting factors to empower citizens. The research based on Strategy Of Society Empowerment theory by Kartasasmita. The qualitative research method used to collect data by interview, observation, and documentation and use a purposive sampling techniques. The data analysis techniques use descriptive qualitative. The result of this reasearch is that efforts in several aspects about society empowerment by Cooperatives Small And Medium Enterprises Office of Pekanbaru City has been done but it is still not maximal enough. The recommendations in this research for Cooperatives Small And Medium Enterprises Office of Pekanbaru City to increase the quantity of human resources, so it can be reach all of MSMEs in Pekanbaru City, to give supports to MSMEs, and for MSMEs to apply the business license as an empowerment access. The Environmental Agency is an institution for the technical area of technical is on element of supporting the mayor in charge of carrying out the preparation and implementation of policy are as that is specific, in terms of this policy enviromental. The Enviromental Agency always organizes vehicle’s emission once a year. The proposed to keep air quality in Pekanbaru and to know how many percents vehicle’s emission effect for air pollution in Pekanbaru. So, many things are valued from perfomance evaluation of environment agency in Pekanbaru to know about The Environmental Agency to reach the goal of vehicle’s emission program. The goal is knowing about The Environmental agency’s perfomance and the factors those effect for vehicle’s emission in Pekanbaru.The concept of theory that researchers is perfomance, evaluation and organization. The researchers uses kualitatif method with descriptive review. In data collections are using interview technic, observation, documentation and library list.The result of this research is showing that The Environmental Agency’s perfomance in vehicle’s emission runs well in Pekanbaru, because all of vehicle’s emission programs match with Standard Operating Procedure (SOP). Conflict Management Boundary between Pekanbaru District of Kampar (Case Study Sub-District of Bukitraya Pekanbaru) is an effort to resolve conflicts conducted by related parties in this case RW 15, RW 16 and RW 18 Simpang Tiga village Bukitraya sub-district to get a solution of the clarity of their status in administrative demography. This conflict management effort has been done since December 2015 until now and has not yet got the solution. According to Wirawan's theory, conflict management consists of third parties (conflict parties), conflict strategies, conflict control, and conflict resolution.This study aims to find out how the Conflict Management of the Boundary of Kampar Pekanbaru (Case Study Sub-District Bukitraya Pekanbaru) by using descriptive qualitative method where the author uses interviewing and observation techniques in the field with research informant, Sub-section Head of the Inter-Regional Border of Riau Province, Secretary of Lurah Simpang Tiga, Chairman of RW 15, RW 16, RW 18 Simpang Tiga Village and residents of RW 15, RW 16, and RW 18 Simpang Tiga Village.The result of the research shows that the management of boundary conflict in Kampar Pekanbaru (Case Study of Sub-district of Bukitraya Pekanbaru) has not been maximal since all the efforts are only done by RW 15, RW 16, and RW 18, people who feel disadvantaged. The factors that influence the management of Boundary Conflict Kampar Pekanbaru (Case Study Sub-District Bukitraya Pekanbaru) is the absence of commitment Pekanbaru City Government in enforcing the Minister of Home Affairs Regulation No. 18 of 2015 about the Boundaries of Kampar Regency with Pekanbaru City Riau Province and absence of supervision during the settlement of this conflict.Keywords: Conflict Management, Boundaries

Performance Medical is to provide nursing services to individuals, families, groups or communities according diagnose problems that occur from a problem that is both simple to complex.Kampar District Government strongly supports the health program. In this study discusses the performance of medical personnel in the northern Kampar district health centers. Still the complaints of patients with medical personnel were slow, doctors were minimal, doctors often do not exist in the clinic during working hours make less than the maximum performance of medical personnel. The problem in this research is how the performance of medical personnel northern Kampar district health centers, the factors that hinder the performance of medical personnel northern Kampar district health centers. For the purpose of this study to determine and analyze the performance of medical personnel in Kampar District Health Clinics North, to identify and analyze the factors that hinder the performance of medical personnel in Kampar District Health Clinics North.This study uses the theory of Anwar Prabu Mangkunegara to know how the quality, quantity, duties and responsibilities of the performance of medical personnel in the northern Kampar district health centers. Type of this research is qualitative descriptive method which uses a sampling technique with snowball sampling. Informants in this study is the northern Kampar district health clinic, medical personnel and the public or patients.Performance of medical personnel in health centers North Kampar not maximum , based on the results of interviews that researchers do to patients , residents , and family parties . Based on the indicators put forward by Anwar King Mangkunegara in the category of quality and quality of North Kampar district health centers are still not yet been reached . While the category of responsibility and execution of tasks northern Kampar district health center has been reached . Then the overall performance of the medical tenga North Kampar district health centers is not maximized because there are still shortcomings and does not run pursuant to the Standard Operational Procedures ( SOP ) has been determined.Keywords: Performance, Medical Personnel

In the government structure the unitery state of Indonesian, the subdistrict regions is equipment of regency city. This case accord with uu 2004 no 32 about the regions government in pasal 27 ayat 2 the region equipments or regency city consists of regions secretariat, DPRD secretariat, department of region and it means that subdistrict is one of regency region equipment the implementer of goverment headed by a camat. In here the roles of subdistrict very imforta district. On the other words this subdistrict would have many deficiencies for facility and human resources.One of organization that serve the people is a subdistrict office of batu hampar, regency of rokan hilir. The camat office is one of organization that have a major role in managing and regulating the people. Any five villages in subdistrict of batu hampar. They are bantayan village, bantayan hilir, sungai sialang,sungai sialang hulu, and bantayan baru.the local regulations in regency of rokan hilir about establishment of the organizational structure, employment, main duties and villages regency government of rokan hilir the third shapter in the part 2 about employment and basic duties pasal 5 ayat 1 : subdistricts is the camat duties as regions equipment regency of rokan hilir. Pasal 5 ayat 2 : camat is implementer to does the goverment mission by bupati to take a care partial autonomy and the pasal 5 ayat 4 : camat position and basic duties.Part 2 about employment and basic duties pasal 6 have the basic duties to help bupati in implement develop governments and living development. The strategy of tourism at culture and tourism service of pekanbaru. The objective ofthis research was to find out the implementation of tourism’s strategy at culture and tourismservice of pekanbaru. This research is a qualitative research and the writer using snowballtechnique to collect the data. Improving public services in the urban transportation system consists of improving transportation facilities and infrastructure, improving inter-institutional relations and increasing human resources. The transportation system for the city of Pekanbaru in 2009 began to apply the concept of Mass Rapid Transit (MRT) under the name busway trans metro Pekanbaru. Over time, the trans metro busway has shrunk to become a regular bus. This can be seen that many MRT public facilities are not maintained and neglected so that public confidence in the MRT continues to decline. Efforts to improve public services on a sustainable mass transportation system in Pekanbaru City through a public service system that is provided in the form of transportation facilities and infrastructure that exist on the trans metro busway system in Pekanbaru City, as well as providing solutions in the form of maximizing an ideal and suitable mass transportation system for the people of Pekanbaru City. With the Bus Rapid Transit (BRT) model.
