East  Java Province  is one of  the  Indonesia  region which high  in poverty  rate,even higher than national average. One of the effective model  to alleviate povertyimplemented in developing countries is the model that able to integrate the poor intothe tourism sector (Ashley, 2000; Cattarinich, 2001). General aim of this study is tobuild a proper institution which able to enlarge an opportunities to the poor to be-come an integral part of the tourism sector. Specific aim of this first year study are:to describe the tourism economic structure in research area of Batu; to describe therelationship intensity  between tourism industry and the local economy; to identifythe capacity of economic resources of the poor households in term of education level,skills, and capital accessibility; and to identify the social capital and the existenceand the nature of local institutions. Analysis unit of this study are : the tourism busi-ness unit,  the tourists; and the poor household.  This study found that : The tourismsector has significance role in the economic structure of Batu. The relationship be-tween tourism industry and local economy is high. Man power, local fruits and veg-etable are the main production input for the tourism businesses. Education level ofthe poor household members is not so low. However, for high level positions in mod-ern tourists industry  was mostly filled by people from other area. The role of formaleconomic institutions such as banks and cooperative business unit in study are notsignificant for the poor. In order to gain additional capital, the poor mostly rely onthe traditional capital accumulation revolving system (Arisan). Beside Arisan, socialcapital of the poor is also accumulated trough social and religious gathering.Keywords: tourism, local institution

This study aims to know the degree of efficiency and continuity of non-bank microcredit financial institution (MFIs). In average when the number of members reaching1200 people. This project is at break-even point (BEP). Also found that with as manyas 2000 members and the range of loan around 150 thousand rupiahs to USD 175thousand rupiahs, the project can cover 85% of total costs  including the  imputedcost. Level of ability of this institution is largely determined by the quality of humanresources involved in this activity; both the level of human resources at Head Officeor  in  the member  level. To  foster and  develop  poverty  community  business,  theappropruate institute  character is not bureaucratic, flexible, bottom-up, independent,has a pattern of clear planning and evaluation and has the ability to build a mentalattitude of small entrepreneurs to  success entrepreneurs.Keywords: financing, non-bank credit institutions, efficiency

This research  tries  to  reach 2 points:  the relationship between public policy andemployment in East Java, and the contribution  to government economic policy inEast Java. The research found that the East Java economic development has beenmore supported by foreign capital then by domestic one. The employment elasticityis  high means  that  capital ploughed  in  investment  created  significant  inrease  inemployment. An objective of this research is to identify effect of reliability factor, responsiveness, and empathy from credit service and officer either on loyalty or discipline of customer. In addition, it identifies effect of loyalty on discipline of customer. Sampling method used is purposive incidental sampling to obtain 330 respondents of customer of MCI in form of People Credit Bank (Bank Perkreditan Rakyat/BPR), Cooperative of Saving and Loan (Koperasi Simpan Pinjam/KSP) and Foundation in region of Karang Ploso Sub District, Malang RegencyThe dependent variable is customer loyalty and discipline. Result of hypothesis test indicated that factors significantly influencing on customer loyalty is credit reliability, credit empathy and officer reliability. Statistically, the most influencing factor is credit reliability followed by factor of credit empathy and the least influencing factor is officer reliability. There seems no real effect of loyalty on customer discipline.Keywords: Customer loyalty, Credit micro institution

Poverty is a very complex problem. So many ways that has been done by the Government but not yet provide optimal results. Any measures taken to overcome poverty often only temporary. There needs to be alternative measures to alleviate poverty through the empowerment one. Self-empowerment for the poor in improving the standard of living and welfare research studies conducted in the District of Alang-Alang Palembang. This study is a qualitative study using interaksionime symbolic approach. In interaksionime symbolic of human behavior and interaction shown by the symbol and meaning, and should be able to translate the meaning and significance of the symbol. This research suggests a model of self-empowerment of the poor through social capital and internal self. In the self-empowerment, poor individuals may act as subjects rather than just the object of poverty reduction. Self-empowerment model in addition supported by a good social capital is also supported by internal self. Internal to include prayer, effort, initiative and tawakal. Self-empowerment is done individually capable of affecting every movement of the poor themselves are to change for improving the living standards and the shackles of poverty, but it can provide motivation to work harder and improve the ethical attitudes and work for productivity increases and is thus able to increase revenue. Empowerment supported by internal social capital and good self will bring individual creativity in doing self-empowerment. This condition can increase income and improve the lives of poor and better than ever before so that poor people more prosperous and achieve the expected welfare.

Mobility can act as a stepping stone to get out of poverty. This research examines whether the effect of poverty encouraging or inhibiting the mobility of workers across sectors. By using data from the 2018 Indonesia National Labor Force Survey (Sakernas) that cover 8,869 respondents, this study applies multinomial regression models to analyse inter-sector mobility types among labors in Indonesia. The results show that low-income workers in the industrial and service sectors tend to have a 4.8% and 6.3% greater probability of transferring to the agricultural sector. However, agricultural workers that suffer from poverty choose to survive in the same sector due to the high cost of inter-sector mobility. Other findings show that older age and higher education level decreased the propensity to move across sectors. In the efforts to alleviate poverty, the role of the government is expected to be seen in two ways. Firstly, by facilitating workers to move into productive sectors, i.e. industrial and service sectors, and secondly, by increasing the productivity of the agricultural sector.

Leadership is an important part in all organizations and continues to be needed over time. Becoming a leader with integrity in the current and future generations of millennial society is a critical challenge. The millennial generation is generally characterized by increasing mastery of technology and increasing intensity of use of social media and the internet. On the other hand, there are four dimensions of integrity that a leader needs to master, namely the dimensions of honesty, responsibility, tolerance, and love for the homeland. A leader who has integrity will gain the trust of those he leads, because what he says is also his actions. In the era of the millennial generation, effective leadership will be realized if the leaders can meet the qualifications as visionary leaders and have intellectual abilities. But a good leader must also have dimensions of integrity. This study aims to observe the phenomenon of educated millennials in the perspective of leadership integrity through a literature study. This research contributes to providing an overview of how the educational environment can be a part in shaping the integrity of the educated millennial generation. This study aims to assess the contribution of local economic independence for theurban community village of Candi Renggo, Singosari District in the short term fromthe aspects of finance, energy and food; and analyze whether independence was simultaneously able to survive in the long run. The analysis showed that the economicand social resource for the urban community is quite adequate so that resources can besynergy between mutually exclusive and weaknesses. For the people in selected vil-lages have the ability to develop and demonstrate a significant contribution, althoughthe level is still low. The results of this study partially and simultaneously to thecombined respondents (agricultural and non agricultural sector) contribution provedadequate, but not yet able to explain in detail the contribution was sufficient forrespondents who work in agriculture and non agricultural sector alones.Keywords: local economic independence, urban society

The research goal is to find how far the degree of sustainability of rural financialinstitutions that exist and to identify the variables that determine what operationalsustainability yaginstitutions concerned. From the results of statistical tests and thediscussion can be summarized as follows: The degree offinancial sustainability forrural finance institutions significantly affected by the variable operating cost andrevenue variables which level income has a positive relationship while variable costshave a negative relationship. The influence of variable operating costs are relativelygreater than the influence of income variable; Good Rate Revenues and Cost ofOperations has a positive relationship and the real magnitude of value of receivables/loan value; level offinancial sustainability of institutions did not show a clear patternof relationship with the efficiency (either from the indicator value of loans per staffand per-unit cost of borrowing/Cost per unit of Money Lent); Compared with theindicator Cost per unit of Money Lent, the value of loans per staff show a clearerpattern of relationship with the magnitude of the Average-Performing Asset (the Costper unit of Money Lent did not show a clear pattern of relationship with the Average-Performing Asset). Average value addition is dominated by the Performing AssetValue Receivable. It can be concluded that the greater the value of Average Perform-ing Assets, the greater the value of receivables and the more efficient institutions KSP.Keywords: financial institutions, sustainability

Bali has two village governance systems: administrative-village and customary-village. Administrative-village is the extension of government’s authority in administrative aspects. Meanwhile, customary-village (pakraman village) denotes traditional institution that has a function to organize krama (residents) based on the awig-awig (customary law). The role of customary-village is fundamental in carrying on the custom and culture of Bali as well as triggering the economical aspect from the society through Village Credit Institution (LPD). This study is intended to describe the existence of social capital over the LPD by employing inductive-qualitative approach. Social capital over the LPD can improve the societies’ harmony that have been established in advance. Furthermore, the social capital bonding, bridging and linking can be used continuously in social life.
