Abstract

Mendeley merupakan sebuah aplikasi yang sangat bermanfaat bagi peneliti, mahasiswa, dan para profesional di berbagai bidang untuk mengelola dan merujuk sumber-sumber literatur serta membuat daftar pustaka dengan mudah. Pelatihan dalam penggunaan Mendeley umumnya diberikan untuk memberikan pemahaman dan keterampilan yang diperlukan dalam mengoperasikan alat ini secara efisien. Tujuan dari kegiatan ini adalah membantu mahasiswa dalam penggunaan mendeley. Karya tulis yang berkualitas dapat dilihat dari tingkat plagiarisme yang rendah. Mendeley merupakan aplikasi yang digunakan untuk mengelola referensi dari berbagai buku atau jurnal. Aplikasi Mendeley membantu penulis dalam mengelola referensi mereka. Evaluasi kegiatan PKM ini menunjukkan adanya peningkatan pengetahuan dan keterampilan dari para peserta dalam penggunaan aplikasi Mendeley.

Abstract

Seluruh warga negara harus menerima pendidikan dan pengajaran yang bermutu, tanpa diskriminasi. Kualitas Sumber Daya Manusia Indonesia yang unggul hanya dapat dicapai melalui penyelenggaraan pendidikan yang berkualitas. Kreativitas dan proses pembelajaran saling berhubungan erat. Berkreasi dan menghasilkan ide-ide baru juga mengharuskan kita memperoleh pengalaman dan belajar hal-hal baru. Meskipun begitu, tidak semua institusi pendidikan formal mampu membimbing siswanya untuk menghasilkan karya-karya akademik. Sasaran dalam kegiatan ini adalah Komunitas Pemuda Literasi dan Perjuangan (Pulpen). Tujuan kegiatan pengabdian ini meningkatkan percaya diri para peserta karena Karya ilmiah yang berkualitas tinggi dapat meningkatkan peluang karier, terutama dalam dunia akademik, penelitian, dan profesional. Publikasi karya ilmiah yang baik dapat membuka pintu untuk kesempatan-kesempatan yang lebih baik di masa depan. Selain itu pendampingan ini juga membantu para peserta memahami dan mematuhi norma-norma akademik, seperti aturan penulisan kutipan dan daftar pustaka, serta penggunaan bahasa ilmiah yang sesuai.

Abstract

Public service delivery constitutes one of the fundamental functions of government. In this regard, the presence of public bureaucracy is indispensable for ensuring the effective provision of services to citizens. The government is responsible for providing goods and services needed by the wider public, both through bureaucratic institutions and through State-Owned Enterprises (SOEs). The role of SOEs reflects the mandate of Article 33 paragraph 2 of the 1945 Constitution of the Republic of Indonesia, which stipulates that strategic sectors of production that are vital to the state and affect the livelihood of the public shall be controlled by the state. Accordingly, state control over these strategic sectors is institutionalized through state enterprises. This article employs a library research approach by drawing on relevant documents, books, academic literature, and other secondary sources. As service excellence has long been associated with the institutional image of SOEs, the delivery of high-quality services to customers should become a core principle guiding all service activities. The discussion focuses on the key dimensions of service quality, namely reliability, responsiveness, assurance, empathy, and tangibles.

Abstract

This study aims to analyze the achievements and implementation gaps in bureaucratic reform, digital transformation, and public service quality in Indonesia in 2023. A qualitative approach using Qualitative Document Analysis (QDA) was employed to examine four official documents: the 2020-2024 Bureaucratic Reform Road Map, the 2023 Performance Report of the Ministry of Administrative and Bureaucratic Reform, the 2023 Electronic-Based Government System (SPBE) Evaluation Report, and the 2023 Executive Summary of the Public Service Compliance Assessment. The analysis combined deductive and inductive coding, cross-document comparison, and source triangulation. The findings indicate that bureaucratic reform and digital transformation have made progress at the aggregate level, but these advances have not been fully accompanied by equally mature implementation capacities. At the local government level, the SPBE Service Domain reached 3.38, while the Governance and Management Domains reached only 2.14 and 1.54, respectively. Meanwhile, although 70.70% of public service entities were classified in the green zone, performance variations across service providers remained evident. Cross-document analysis identified three forms of implementation gaps: a gap between policy orientation and implementation capacity, an imbalance between digital service maturity and SPBE management capacity, and variations in public service quality across service providers. This study develops the analytical concept of service-management imbalance to explain that progress in digital services must be accompanied by stronger governance and management capacity so that bureaucratic reform can produce public services that are consistent, sustainable, and outcome-oriented.

Abstract

Indonesian cultural policy underwent a significant transformation following the enactment of Law No. 5 of 2017 on the Advancement of Culture. This study examines how cultural meaning was reconfigured in national policy between 2017 and 2022. Using qualitative document analysis, seven national policy documents were analyzed through deductive-inductive coding, within-document analysis, cross-document comparison, and thematic development. The findings reveal five major patterns: preservation is increasingly framed as adaptive; culture is institutionalized through data and planning; its functions expand toward development, welfare, and value creation; society is increasingly positioned as an active actor while the state assumes a facilitating role; and cultural policy increasingly addresses identity, inclusion, ecology, and international engagement. The study concludes that the Advancement of Culture does not replace preservation but reconfigures it as one function within a broader policy architecture that is more adaptive, development-oriented, institutionalized, and participatory.
