Abstract

This study aims to analyse the strategy employed by the Kolaka Regency Government in strengthening the governance of the Corporate Social Responsibility (CSR) program. The research utilises a qualitative approach, with data collection techniques that include in-depth interviews with key informants, regional policy documentation analysis, and a literature review. The findings indicate that the Kolaka Regency Government plays a pivotal role in policy formulation, facilitating cross-sector coordination, and overseeing CSR programs. Strategies implemented include the establishment of a Corporate Social and Environmental Responsibility (CSR) forum, which serves as a platform for collaboration among government entities, businesses, communities, and academic institutions. However, challenges persist, including a limited understanding of CSR implementation, suboptimal coordination efforts, and institutional constraints. The conclusion of this study underscores the necessity of enhancing local regulations, improving institutional capacity, and fostering sustainable partnerships as strategic measures to ensure the effectiveness and sustainability of CSR governance in Kolaka Regency.

Abstract

This study aims to analyse the Kolaka District Government's policies for accelerating stunting reduction, examine the implementation of multi-stakeholder collaboration, and identify factors that support or hinder the effectiveness of this collaboration. The research employs a descriptive qualitative approach, utilising data collection techniques such as in-depth interviews, documentation studies, and participatory observation. The results indicate that the Kolaka Regency government has demonstrated commitment through regional regulations and the establishment of a cross-sectoral institutional structure via the Stunting Reduction Acceleration Team (TPPS). The team has effectively consolidated the roles of government, the private sector, civil society, and educational institutions. Key supporting factors include the commitment of local leaders, the integration of target data based on names and addresses, and the strengthening of communication forums. Inhibiting factors consist of the limited capacity of stakeholders, disproportionate budget allocations, and weak integrated monitoring and evaluation systems. This research highlights the significance of adaptive and inclusive collaborative governance in enhancing the effectiveness of stunting reduction policies in the regions.

Abstract

This study aims to explore and gain a comprehensive understanding of the role of facilitators in the Family Hope Program (PKH) in improving family capacity. A qualitative approach is employed, with the main focus on obtaining an in-depth understanding of the social dynamics occurring in the field. Techniques included observation, in-depth interviews, focus group discussions (FGDs), and document analysis. Data analysis was conducted using a thematic approach, in which the collected data were grouped into key themes, such as the strategic role of PKH facilitators, their contribution to enhancing family capacity, and the various challenges encountered during the assistance process. The study's results indicated that facilitators play a crucial role in the success of the PKH program, particularly in encouraging improvements in family capacity. In this regard, the role of facilitators encompasses four main functions, as outlined by Jim Ife: facilitators, educators, representatives, and technical implementers. These four roles contribute significantly to changes in KPM behaviour in areas such as education, health, economy, and social awareness. However, the implementation of the facilitator's role has not been fully optimal, especially in technical aspects, due to limited infrastructure, inadequate access to information technology, insufficient administrative support from local policymakers, and program socialisation that has not reached all segments of society. Therefore, the success of PKH assistance is highly dependent on the facilitator's skills and active involvement throughout the process, as well as the need for synergy among various stakeholders to address field challenges.
