Abstract

In terms of providing licensing services in the public sector, e-government provides a new nuance. The presence of the Online Building Permit (IMB) service, provided by the DKI Jakarta Provincial Investment and One-Stop Integrated Service (DPMPTSP), is sought to be a medium to cut possible financial and time costs associated with the licensing processes, to improve service quality, and also to eliminate the practice of brokers/licensing intermediaries. In practice, the level of intention to use this online IMB service among residents is relatively minimal. Based on this phenomenon, this research aims at analyzing the factors driving the success of e-Government through the public value approach. This study employs a qualitative descriptive method using the Theory of E-Government Success Model from De Lone and Mc Lean (2016) and Public Value proposed by Scott et al (2016). The research result reveals that DKI Jakarta DPMPTSP as a public organization has supported the provision of the online IMB service well, however, several factors need to be improved to increase the public value of the online IMB services to the community. Analysis of the five theoretical success measures (Trust, Well-Informedness, Communication, Information Retrieval, and Participation) is expected to explain the majority of citizens' perceptions of the success of e-Government.

Abstract

Public service reform has demanded personnel reform to ensure that public services are carried out effectively. The success of personnel reform then needs to be assessed to know how far it has worked in a country to find out how effectively the reform effort has been implemented. This paper aims to conduct a comparative review of the extent to which personnel reform has been implemented in Indonesia and Malaysia. This research was conducted by qualitative method with a comparative study approach. Secondary data were used in the study by taking from databases provided by the United Nations and the World Justice Project. The comparison was carried out using five indices, namely E-government development index (EGDI), E-Participation Index (EPI), Rule of Law Index, Corruption Perceptions Index (CPI), and Democracy Index. In addition, secondary data are also obtained from literature studies of books, research journals, and other sources that are in accordance with the research problem. The results showed that overall Malaysia is superior in the successful implementation of personnel reform when compared to Indonesia in terms of implementing e-government and ensuring its public services are delivered accountably. However, in involving public participation in e-government operators, Indonesia is superior when compared to Malaysia. The implication of the research for the Indonesian government is the demand to better develop its personnel reform policies to ensure more effective and accountable public services in the future.

Abstract

Leadership is an important aspect of sustainable tourism development. A tourist village as one of the potentials for sustainable tourism in Indonesia requires an appropriate leadership style so that sustainable development can be realized. This study aims to analyze leadership styles in the development of sustainable tourism villages in Indonesia and their development in the context of sustainable leadership. The research method used is a qualitative method with the Qualitative Secondary Analysis (QSA) model with a database obtained from Google Solar through a Harzing Publish or Perish (PoP) search. The findings from this study are that most village heads in developing sustainable tourism use a transformative leadership style, besides that there are several variations such as community-based leadership, grassroots leadership, local value-based leadership, innovative, charismatic and democratic leadership. Village head leadership can be developed by carrying out continuous learning, planning for long-term success, developing competencies based on sustainable development and openness to collaborative sustainable developmentAbstraksi: Kepemimpinan merupakan salah satu aspek penting dalam pembangunan pariwisata berkelanjutan. Desa wisata sebagai salah satu potensi pariwisata berkelanjutan di indonesia membutuhkan gaya kepemimpinan yang sesuai agar pembangunan berkelanjutan dapat terwujud. Penelitian ini bertujuan untuk menganalisis gaya kepemimpinan dalam pengembangan desa wisata berkelanjutan di indonesia dan pengembangannya dalam konteks kepemimpinan berkelanjutan. Metode penelitian yang digunakan adalah metode kualitatif dengan model Qualitative Secondary Analysis (QSA) dengan basis data yang diperoleh dari google sholar melalui pencarian Harzing Publish or Perish (PoP). Temuan dari kajian ini yaitu sebagian besar kepala desa dalam mengembangkan pariwisata berkelanjutan menggunakan gaya kepemimpinan transformatif, disamping itu terdapat beberapa variasi misalnya kepemimpinan berbasis masyarakat, kepemimpinan akar rumput, kepemimpinan berbasis nilai lokal, kepemimpinan inovatif, kharismatik dan demokratis. Kepemimpinan kepala desa dapat dikembangkan dengan melakukan pembelajaran berkelanjutan, perencanaan kesuskesan jangka panjang, pengembangan kompetensi berbasis sustainable development dan keterbukaan kolaborasi pembangunan berkelanjutan

Abstract

This article investigates the extent to which policy transfer activities facilitated by Indonesian skilled returnees after finishing their studies in Germany can support various local actors in accelerating developmental progress in their homeland. By using the five-dimensional policy transfer (Evans, 2017), this study found that returnees strengthen the working environment by promoting exchange of knowledge, improving current work methods, and advocating for most common forms of transfer including knowledge sharing, experiences, and networks that they had while abroad. The research also found that most cases of successful policy transfer adoption were characterized by hybridization of new ideas with existing policy and institutional framework in organizations that participated in the program.

Abstract

The practice of policy transfer has been known since 315 BC, but conceptually it has been increasingly discussed by policy experts in the world in the last 30 years. In the Indonesian context, the application of policy transfers has been increasingly adopted by policymakers in the last ten years or so. In practice, policy transfer is an alternative that makes it easier for policymakers to make new policies. Policy transfer facilitates learning of good policy practices from various initiating countries so as to minimize failure. The transfer process is easier to build when a network or relationship is established between the actors acting as the source of the transfer, the recipient of the transfer, or other related parties. This study analyzes the implementation of policy transfers that have occurred in Indonesia in the last ten years (2012-2022) through 4 stages of Systematic Literature Review, namely 1) Pre-SLR; 2) Identification, 3) Screening, and 4) Eligibility. There were 31 selected publications which were further analyzed based on three criteria: 1) Fields/areas where policy transfer was applied, 2) Research methods conducted, and 3) Policy transfer analysis. Topics related to the analysis of policy transfers produce 5 sub-topics that can be studied further, namely: Transfer products, Transfer Loci, Policy Actors, Forms of Transfers, and Transfer Processes

Abstract

Congestion is one of the main problems of DKI Jakarta as the National Capital. Complex population mobility due to high population density and territory. Urban transportation problems can be solved by building strong, extensive, and effective transportation systems and networks to ensure a high level of accessibility. Electric Rail Train (KRL) Commuter Line is one of the alternative public transportation that is expected to anticipate and reduce congestion levels. The development of sustainable transportation pursued by the DKI Jakarta Provincial Government as one of the efforts to implement the Smart City concept, especially in the aspect of Smart Mobility. To get an overview of the implementation of the Smart Mobility project, there are three categories that support, namely accessibility, sustainability, and information technology systems. This research was conducted to find out how the development and contribution of KRL Commuter Line transportation modes in supporting the implementation of the Smart Mobility concept in DKI Jakarta. This research is a qualitative approach carried out using the comparative description method, which compares indicators of research variables with conditions that occur in the field. The results of this study state that all aspects of Smart Mobility have been achieved in the KRL Commuter Line transportation mode. In the aspect of accessibility, it can be seen from the number of stations, the number of train series, and the number of trips also increased from year to year. On the sustainable side, KRL Commuter Line can be considered environmentally friendly because it uses an emission-free and efficient source of electrical energy in the use of space, each KRL Commuter Line trip can accommodate up to 3,000 passengers. Aspects of information technology systems, which in terms of electronic payment systems PT KCI is open and adaptive to technological developments.

Abstract

As a border region, Mahakam Ulu Regency has homework to improve the quality and equality of education in the area. Moreover, current conditions show that the Human Development Index in Mahakam Ulu Regency is still low. With its status as a border area, the Mahakam Ulu Regency Government has a big responsibility to improve the quality and equality of education in the area, especially in the era of regional autonomy. This article aims to analyze various reform initiatives in the education sector carried out by the Mahakam Ulu Regency Government in improving the quality and equality of education as one of the border regions. This article uses a qualitative approach with the process of collecting and analyzing literature and document study data. The results of the analysis show that infrastructure development and providing educational scholarships to increase human resource capacity are the most prominent initiatives among the various strategic programs carried out by the Mahakam Ulu Regency Government as an effort to reform education in the region.

Abstract

Globalization has been inevitable by the increasing use of technology which allows people and goods to travel across borders, easier, faster, and cheaper. The only way for a country to take benefit from globalization is to give greater autonomy to the regions inside the country to allow them to manage their own economic resources. However, decentralization comes with its own opportunities and challenges. Reflecting from Indonesia’s quarter century of experience, this paper concludes that there is no single formula that fits all local governments. Each local government still needs clear direction, clarity in leadership, budget accountability, and transparency to optimize the benefit of globalization for the welfare of the people.

The issuance of Permenhub RI Number 12 of 2019 encourages various two-wheeled special rental transportation companies (also known as online transportation or ride-hailing), to carry out coaching, supervision, and compliance with traffic safety. This article explores the implementation of safety protection policies for specific rental transport users around the world as a benchmark based on a literature review on the Scopus database in the 2015-2023 publication year. The results of the thematic analysis identify five categorization issues: Driver safety, passenger safety, company/operator obligations, transportation policies, and factors causing accidents. The results of the analysis found that the main cause of accidents in special rental transportation is fatigue caused by the absence of a maximum limit of passengers that drivers can serve every day. In addition, special rental transport drivers are considered inadequate due to lack of driving experience, limited participation in traffic safety education, and low awareness of safety education and information.
