Abstract

This article investigates the extent to which policy transfer activities facilitated by Indonesian skilled returnees after finishing their studies in Germany can support various local actors in accelerating developmental progress in their homeland. By using the five-dimensional policy transfer (Evans, 2017), this study found that returnees strengthen the working environment by promoting exchange of knowledge, improving current work methods, and advocating for most common forms of transfer including knowledge sharing, experiences, and networks that they had while abroad. The research also found that most cases of successful policy transfer adoption were characterized by hybridization of new ideas with existing policy and institutional framework in organizations that participated in the program.

Abstract

A very low success rate of PPP infrastructure projects between 2005 and 2015 has encouraged the Indonesian government to adopt the BOT scheme as the main strategy to accelerate the progress. Although the National Government has attempted to amend the presidential regulations three times in a row, only one out of seven priority national water supply projects reached a financial close and started the project. Using Ameyaw and Chan’s theoretical framework (2016), this article examines the case of West Semarang as a leading example to improve understanding of the key success factors for successful PPP implementation in Indonesia’s drinking water supply sector. Multi- perspective data, incorporating views of national and local actors and relevant government documents, were analyzed for the purpose of this study. The findings highlight five critical success factors: Strong commitment from the contracting agency, as well as local and national government, experienced project partners, long-term capital, tangible political support, and the existence of Indonesia PPP Joint Office. Finally, recommendations to improve PPP implementation in drinking-water projects are suggested accordingly.

Abstract

Employing Holt, et al.’s (2007) Readiness for Change Theory, this study investigates the readiness level among the local and central government employees to embrace the unanticipated Telework policy during the COVID-19 pandemic. For this purpose, individual perceptions of 383 respondents (237 central and 146 local government employees) were analyzed using the Mann-Whitney test. The statistical results reveal that the respondents who represent central government employees show significantly higher readiness level than their colleagues from the local regions. Further analysis at the dimensional level provides further explanation for this: It is evident that the central civil servant respondents show their superiority over local civil servant respondents on the three aspects, namely the level of understanding about the urgency of changing the way of working to telework, confidence in learning new skills to support telework, and awareness of the potential benefits of telework for themselves respectively. Interestingly, there is no significant difference between the two groups in terms of managerial support.

Abstract

This study investigates the roles of four demographic factors, namely the types of position held, age, educational level, and length of work, behind civil servants' readiness to work from home by employing the Readiness for Organizational Change Theory (Holt et al, 2007). Primary data (n = 383) were collected from online survey with non-probabilistic sampling. The results from linear regression analysis show that individual working position, age, and educational level significantly impact their readiness to carry out telework effectively. This finding may serve as a basis for policymakers in designing proper work-from-home policies and procedures for civil servants in the future. Nevertheless, follow-up studies with different designs, theoretical frameworks, and more diverse respondents are encouraged to better understand these early findings.

Abstract

This research aims providing recommendations to improve the service quality of M-Pajak, a mobile-based application developed by the Directorate General of Tax (DGT). M-Pajak was officially launched in June 2021 to simplify and modernize the pre-existing traditional tax services. Eight selected experts participated as persons in this research and exchanged their ideas through a three-round Delphi study carried out from November 2021 to January 2022. The initial release of the application only provides a minimal number of services. Due to limited human resources, the DGT needs a selective development improvement plan for public service apps. This research found that data and information security should be prioritized for future M-Pajak updates.

Abstract

Peacekeeping-related research has increased in the last two decades as the number and complexity of peacekeeping operations, and the associated resource commitments have increased. However, studies investigating recruitment and selection issue remains understudied. Indonesia is known as a contributing country that deploys uniformed personnel as peacekeepers and serves under the banner of the United Nations. Efforts to ensure competent peacekeeping forces can be carried out through an objective recruitment and selection process. By reviewing the literature, this article aims to analyze the improvement of the quality of recruitment and selection of the personnel of the Garuda  Task Force, particularly the Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The results show the need to improve the quality of recruitment and selection of TNI personnel starting from the planning stage, vacancy announcement, to the selection stage, which consists of potential screening candidates, and selection interviews. In order to improve the recruitment and selection process, it is necessary to pay attention to the key factors both from the perspective of the employer and the candidate.

Abstract

Digital transformation has disrupted the organization of the Indonesian Armed Forces in Indonesia. The Indonesian National Army Army needs to produce reliable personnel to respond to technological developments. The mandate for developing the competence of the personnel is, among others, handed over to the Army Polytechnic. Thus, personnel in the Army Polytechnic, both military and non-military, are also required to have adaptive performance. This article discusses the urgency of adaptive performance for the Army Polytechnic in particular and military educational institutions in general and the key factors that influence the development of adaptive performance capabilities in military educational institutions. By applying the study of literature, this article shows that with the transformation of the organization and duties of the Army Polytechnic as a military educational institution, the concept of adaptive performance plays a key role. This cannot be separated from the competence and role of human resources, which are no longer sufficient and do not follow changes in responsibilities, especially with the evolution of human resource competencies and traditional technical skills towards digital. Based on the literature review results, four key factors significantly influence adaptive performance in an organization, namely the characteristics of individuals, jobs, groups, and organizations.

Abstract

In terms of providing licensing services in the public sector, e-government provides a new nuance. The presence of the Online Building Permit (IMB) service, provided by the DKI Jakarta Provincial Investment and One-Stop Integrated Service (DPMPTSP), is sought to be a medium to cut possible financial and time costs associated with the licensing processes, to improve service quality, and also to eliminate the practice of brokers/licensing intermediaries. In practice, the level of intention to use this online IMB service among residents is relatively minimal. Based on this phenomenon, this research aims at analyzing the factors driving the success of e-Government through the public value approach. This study employs a qualitative descriptive method using the Theory of E-Government Success Model from De Lone and Mc Lean (2016) and Public Value proposed by Scott et al (2016). The research result reveals that DKI Jakarta DPMPTSP as a public organization has supported the provision of the online IMB service well, however, several factors need to be improved to increase the public value of the online IMB services to the community. Analysis of the five theoretical success measures (Trust, Well-Informedness, Communication, Information Retrieval, and Participation) is expected to explain the majority of citizens' perceptions of the success of e-Government.
