Abstract

Penelitian ini bertujuan untuk memahami orientasi pemikiran, implementasi dan dampak kemitraan pendidikan. Jenis penelitian ini adalah studi kasus di SMA Negeri 1, SMK Negeri 2, MAN dan lembaga sosial di kota Salatiga dengan pendekatan interpretif.  Data penelitian digali melalui wawancara, observasi, dan dokumentasi. Analisis data dilakukan melalui analisis holistic, embedded, analysis of theme, within case, dan cross case analysis. Hasil penelitian menunjukkan bahwa sekolah menghadapi banyak keterbatasan, sementara lembaga sosial memiliki banyak sumber daya untuk mengatasi keterbatasan tersebut. Sekolah memiliki variasi orientasi pemikiran dan implementasi kemitraan pendidikan, yaitu akademik-profesional, akademik-vokasional, dan akademik-spiritual. Implementasi kemitraan pendidikan didukung oleh modal sosial. Penghambat kemitraan pendidikan berasal dari orang tua, sekolah, dan lembaga sosial. Pada era Otonomi Daerah partisipasi partai politik mendominasi dalam pengambilan dan pelaksanaan kebijakan pendidikan. Kemitraan pendidikan memiliki dampak signifikan terhadap mutu lulusan, budaya sekolah, dan orang tua.Kata kunci: kemitraan, sekolah, orang tua, lembaga sosial kemasyarakatan EDUCATIONAL PARTNERSHIP IN THE ERA OF REGIONAL AUTONOMYAbstractThis research is aimed at understanding the mind orientation, implementation, and impact of educational partnership in the era of regional autonomy. The research was a case study in Senior High School, Vocational High School, Madrasah Aliyah Negeri, and social institution in Salatiga municipality employing interpretive approach. Data were obtained through interview, observation, and documentation. Data analysis was conducted through holistic analysis, embedded analysis, analysis of theme, analysis within case, and cross case analysis. The result of the research shows that school encounters many limitedness, while social institution has many resources to overcome the limitedness. School has variation of mind orientation and implementation of educational partnership, namely academic-professional, academic-vocational, and academic-spiritual minded. The implementation of educational partnership is supported by social capital. The obstructive factors of educational partnership can be derived from parents, school, and social institutions. In the era of regional autonomy, the participation of political parties dominates the decision and implementation of educational policy. Educational partnership has a significant impact on the quality of the graduates, school culture, and the parents.Keywords: partnership, school, parents, social institution

Abstract

Abstract This empirical study was carried out to answer feasibility questions for junior secondary education (JSE) development project in term of community acceptance, support and participation. There was belief, held widely, that the willingness and the ability of the community to assume their part, generate and mobilize their resources would guarantee good result. Accordingly, the dynamic interactions between supply and demand within the education sector should be clarified prior to the beginning of the project. Improving JSE access means bringing JSE closer to the legitimate users by taking into account the best matching dynamic, interactive supply-demand within the socio-economic and cultural context.  The assessment questions should deal with both the micro (school) level and the macro (community) one. The methodology (procedure and rules) relied upon rapid assessment through intensive educational and social discourses with a wide range of educational stakeholders in the bureaucratic offices and the community members in the field. An inventory and the interview guide were developed supported by secondary data and school observation. The general conclusions (related to policies not strictly to research) included: (1) the general public and school community constituencies tended to assume that the key to improve the JSE access was the supply of schooling facilities, especially school building.

Abstract

Studi ini bertujuan untuk menjelaskan pola pendayagunaan modal sosial untuk peningkatan vitalitas sekolah swasta. Penelitian dilakukan dengan pendekatan kualitatif naturalistik. Lokasinya di Kabupaten Sleman. Subjek terdiri dari tiga kasus yang dipilih secara purposive. Prosedur penelitian ditempuh dengan empat langkah, dengan metode penggalian data: observasi, wawancara mendalam, dan dokumentasi. Analisis data dilakukan dengan model induktif sedangkan tingkat kepercayaan hasil-hasil penelitian ditempuh dengan cara terpenuhinya kriteria kredibilitas, transferabilitas, dependabilitas dan konformabilitas. Temuan penelitian adalah sebagai berikut. Pertama, terdapat variasi dalam pemanfaatan modal sosial sekolah. Kedua, pendayagunaan modal sosial menunjukkan pola menjembatani dan mempererat melalui komponen jejaring, relasi saling menguntungkan dan membantu, dan kepercayaan. Ketiga, kebijakan kepada sekolah dalam memanfaatkan modal sosial ditunjukkan oleh integritas sekolah dalam program pengembangan akademik, sumber daya manusia, sistem pendanaan dan budaya lokal. Keempat, kebijakan pemanfaatan modal sosial didasarkan pada nilai militansi dan loyalitas (kasus pertama),nilai silaturahim dan syafaat (kasus kedua), dan universalisme Islam (kasus ketiga).
