Abstract

Penelitian ini bertujuan mengetahui pengaturan tentang pemerintahan daerah terkait dengan asas desentralisasi asimetris sehingga lebih leluasa mengurus rumah tangga sendiri. Penelitian ini merupakan penelitian konseptual berupaya menemukan konsep-konsep hubungan pusat dan daerah menurut UUDNRI Tahun 1945. Berdasarkan hasil pembahasan yang ada, hasil penelitian ini sebagai berikut: pertama, konsep desentralisasi asimetris ini sudah lama dicari formatnya karena amanah konstitusi perlu interpretasi lebih jauh sehingga benar-benar menemukan konsep ideal bagi Pemerintah Indonesia. Kedua, kehadiran Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintah Daerah memang sudah menggunakan prinsip otonomi seluas-luasnya sehingga ada keluasaan untuk mengatur daerahnya sendiri. Namun peneliti berupaya mencari format baru, yang peneliti tawarkan ialah desentralisasi asimetris bagi semua daerah Indonesia walaupun hal ini terkesan sulit namun hal itu apabila dilakukan secara bersama maka akan mudah untuk dilaksanakan. Ketiga, terkait desentralisasi asimetris untuk Indonesia ini sudah diterapkan terhadap empat daerah yakni DKI Jakarta, Daerah Istimewa Yogyakarta, Aceh dan Papua namun ke depan Indonesia akan dengan mudah melakukan perubahan lagi terhadap Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintah Daerah. Keempat, terkait dengan kewenangan daerah yang nanti menjadi sangat luas tentunya metode pengawasan akan jauh lebih diperketat dari pada sebelumnya karena desentralisasi memperkenankan ke level kekuasaan pemerintahan yang lebih rendah atau di bawah untuk menentukan sejumlah isu yang langsung mereka perhatikan.This study aims to understand the local governance arrangements in relate to asymmetric decentralization principles which allows them to take care of their own concerns more freely. This study is a conceptual attempt to discover the concepts of central-region relations by The 1945 Constitution of Republic of Indonesia. Based on the discussions available, the results of this study are: first, the concept of asymmetric decentralization has long been sought for its format as a constitutional mandate needs further interpretation to find the ideal concept for the Government of Indonesia; second, the presence of the Law no. 23 year 2014 about Regional Government has already used the principle of broad autonomy so there are discretions to manage their own regions. Yet, the researcher is willing to find a new format, in this case is asymmetric decentralization to all areas of Indonesia. Although it seems difficult to implement, in fact it can be easier to be applied together; third, asymmetric decentralization in Indonesia has actually been implemented to four regions (Jakarta, Yogyakarta, Aceh, and Papua), but the researcher is expecting more that in the future Indonesia will be easily made further changes to the Law no. 23 year 2014 about Regional Government; fourth, related to the regional authority which will be more comprehensive, the monitoring methods will automatically be much tighter than before. That is because decentralization allows lower government power level to determine the issues they directly notice.

Abstract

This research was conducted on the attraction of Kerinci Seblat National Park located in Pelompek Village, Kerinci Regency, Jambi Province. This study aims to find out how visitors assess the Kerinci Seblat National Park and where visitors come. This study also aims to determine the economic value of the Kerinci Seblat National Park using the Contingent Valuation method in Kerinci Regency, Jambi Province. The total population used as a sample in this study was 99 people. The method used in this research is accidental sampling method. The analytical method used in this study is a descriptive method using the Contingency Valuation Method. From the results of this study was concluded that visitors to the general assessment of the Kerinci Seblat National Park, Kerinci Regency, Jambi Province were quite good. It can be seen from the highest visitor response of 62.92%. Originally tourists come from within the country and from abroad. The economic value of the Kerinci Seblat National Park using the Contingency Valuation Method approach in the Kerinci Regency, based on an analysis of tourist responses to the existence of natural tourism in the Kerinci Seblat National Park. The WTP willingness value is IDR 50.306.

Abstract

KPHP Unit XXVI Belayan Watershed has a management area for production forest and protected forest that has not been optimally utilized. This study aims to develop a business plan strategy in order to optimize the resources of the KPHP Belayan watershed which is oriented towards reducing emissions to achieve sustainable forest management, improving people's welfare, and increasing income. This study use SWOT analysis to determine the right strategy in order to optimize the resources of the KPHP Belayan Watershed. The analysis results show that the commodity business (palm sugar, palm solid sugar, forest honey and kelulut honey, bamboo skewers and carbon trading) by the KPHP Belayan Watershed is financially feasible to be financed. This means that the strategy that must be carried out is to expand the market segmentation of these commodities so that these commodities can advance. Abstract

Mahakam Delta area which functions as a Permanent Production Forest has abundant forest resources. However, there is a lack of management of the Mahakam Delta forest area which causes degradation and of mangrove forests to fish and shrimp ponds. This study aims to provide a rational, measurable, efficient and effective conceptual framework for exploiting mangrove forest resources by taking into account the socio-economic business aspects, emission reduction, local community culture and the preservation of mangrove forests in the Mahakam Delta area to achieve independent management of the Mahakam Delta. The method used in this study is Action Learning in which business plan concepts are introduced by promoting the principle of emission reduction to representatives of the KPHP Delta Mahakam. The results show the need for several improvements and strategies to resolve the Mahakam Delta problem, such as resolving pond conflicts, fostering and monitoring the Mahakam Delta area, synergies with related stakeholders, and optimal utilization of forest potential. Abstract

Indonesian local bananas are among the types favored by consumers because they have a good taste with a fresher aroma compared to imported bananas. However, local Indonesian bananas have a weakness because they have a high water content so that bananas have a relatively short shelf life. Maro Sebo Village is one of the villages located in the Jambi Luar Kota District, in the Muaro Jambi Regency that has the potential for banana commodities. This study offers an innovation in making banana chips with different flavors so that people who like this food don't feel bored because there are many people who like snacks. The achievement target of this activity is a change in mindset so that the efforts carried out by the women's farmer group in Maro Sebo Village are more business-oriented by providing an understanding of how to start a business of various flavors of banana chips so that they become useful products and open access to online-based sales. The results achieved from this activity are the issuance of PIRT (Food Home Industry) permits and changes in behavior, namely increasing the skills of farmer women's groups, young people, changes in business results, changes in income/profits, and changes in efficiency and effectiveness of production management.

Abstract

This study aims to: 1) analyze the production factors that affect the production of bokar, 2) analyze the level of technical, allocative and economic efficiency of bokar production factors in Muhajirin Village, Jambi Luar Kota District, Muaro Jambi Regency. The data used in this study are primary data and secondary data. The model used in this study was a multiple linear regression model. The result showed that labor and the amount of use superior seeds had no significant effect on bokar production in Muhajirin Village, while the plant age and land area variables had a significant effect on bokar production in Muhajirin Village. The average value of technical efficiency was 0,754, which means that the bokar production bussines in Muhajirin Village was technically efficient, the value of allocative efficiency was -1,65 and the economic efficiency was -1,25. This shows that the bokar production business in Muhajirin Village has not reached the value of economic efficiency. Abstract

Kota Jambi dengan luas wilayah eksisting seluas 17.553 Ha, berkembang sangat pesat dan mengakibatkan luas ruang terbuka hijau semakin berkurang. Ruang terbuka hijau merupakan area yang perlu dipertahankan keberadaannya untuk menjaga kenyamanan dan keindahan kota. Penelitian ini bertujuan ; 1). Menghitung kebutuhan luas ruang terbuka hijau berdasarkan luas wilayah, jumlah penduduk; 2). Menganalisis persepsi masyarakat, terhadap kebutuhan ruang terbuka hijau. Penelitian ini dilaksanakan di Wilayah Administrasi Kota Jambi yang terdiri dari 8 Kecamatan, 12 Kelurahan. Berdasarkan hasil penelitian diperoleh bahwa kebutuhan ruang terbuka hijau berdasarkan luas wilayah seluas 5.381,79 Ha terdiri dari ruang terbuka hijau publik seluas 3.617,50 Ha. Kebutuhan berdasarkan jumlah penduduk Tahun 2014 sebesar 569.331 jiwa, seluas 1.138,66 Ha dan eksisting ruang terbuka hijau publik seluas 337,14 Ha dan kekurangan seluas 801,52 Ha. Kebutuhan ruang terbuka hijau privat seluas 1.764,29 Ha, eksisting lahan pertanian seluas 7.586,50 Ha dan kelebihan luas lahan seluas 5.822,21 Ha dan secara umum kebutuhan ruang terbuka hijau terpenuhi. Persepsi masyarakat terhadap kebutuhan ruang terbuka hijau baik. Arahan pengembangan ruang terbuka hijau berdasarkan potensi lahan pertanian, sempadan sungai, danau. Luas eksisting ruang terbuka hijau saat ini harus dipertahankan keberadaannya untuk menjamin keseimbangan ekologi, ketersediaan udara bersih.

Abstract

The Wali Nanggroe Aceh Institution is a unifying institution for the Acehnese people. Still, under the Aceh government law, this institution is not given enough space to carry out Aceh's duties and responsibilities. The results of this study are as follows: First, the authority of the Aceh Wali Nanggroe Institution is one of the things to unify the Acehnese people, but in fact, this authority is not included in the program budget of the Aceh Wali Nanggroe Institution because the budgetary control that manages it is the State Civil Apparatus assigned to the secretariat of the Aceh Wali Nanggroe Institution. Second, the word non-Aceh is no longer relevant because the Aceh Qanun on the Implementation of Population Administration has explained what is categorized as Acehnese. The perspectives of several ethnic groups fully support the existence of Wali Nanggroe Aceh Institution, but some people do not agree. Third, constitutionally the Wali Nanggroe Aceh Institution is protected by the constitution as part of the specialties and privileges of the Acehnese people.

Abstract

Mewujudkan kemandirian desa merupakan salah satu tujuan pembangunan nasional dan diperlukan potensi desa, potensi sosial masyarakat, dan potensi sumber daya alam yang merupakan pelaku sekaligus objek dalam pembangunan. Selain itu, dalam mewujudkan kemandirian diperlukan optimalisasi Badan Usaha Milik Desa (BUMDes). Akan tetapi, kenyataan saat ini memperlihatkan bahwa banyak desa yang tidak tahu cara mendirikan dan mengoptimalkan BUMDes itu sendiri. Tantangan yang sering muncul terkait dengan pengelolaan BUMDes, yaitu 1) kurangnya partisipasi dari masyarakat dalam mengelola BUMDes, 2) pemerintah tidak optimal dalam memberdayakan masyarakat dalam pengembangan BUMDes, dan 3) pengelolaan dan manajemen BUMDes tidak berjalan. Berdasarkan UU No. 6 Tahun 2014, BUMDes merupakan badan usaha yang mayoritas dananya berasal dari desa dengan penyertaan langsung. Tujuan dari optimalisasi BUMDes yaitu untuk meningkatkan pelayanan kepada masyarakat dengan pemberdayaan desa dengan usaha-usaha produktif yang dikembangkan untuk meningkatkan kemandirian dan penguatan ekonomi masyarakat desa. Secara khusus, optimalisasi BUMDes dengan pemanfaatan fasilitas digital akan mendorong agrowisata dan agrobisnis secara bersamaan.

Abstract

The purpose of this study is to determine the effect of price of rice, flour prices, population, income of population and demand of rice for a year earlier on rice demand, demand rice elasticity and rice demand prediction in Jambi Province. This study uses secondary data, including time series data for 22 years from 1988 until 2009. The study used some variables, consist of rice demand (Qdt), the price of rice (Hb), the price of wheat flour (Hg), population (Jp), the income of the population (PDRB) and demand for rice the previous year (Qdt-1). The make of this study are multiple regression and dynamic analysis  a Partial Adjustment Model, where the demand for rice is the dependent variable and the price of rice, flour prices, population, income population and demand of rice last year was the independent variable. Partial Adjustment Model analysis results showed that the effect of changes in prices of rice  and flour are not significant  to  changes in demand for rice. The population and demand of rice the previous year has positive and significant impact on demand for rice, while revenues have negative and significant population of rice demand. Variable price of rice, earning population and the price of flour is inelastic the demand of rice, because rice is not a normal good but as a necessity so that there is no substitution of goods (replacement) of rice with other commodities in Jambi Province. Based on the analysis, it is recommended to the government to be able to control the rate of population increase given the variable number of people as one of the factors that affect demand for rice.It is expected that the  government also began  to  socialize  in a lifestyle  of  non-rice food consumption to control the increasing amount of demand for rice. Last suggestion, the government developed a diversification of staple foods other than rice. Keywords: Demand, Rice, Income Population
