Abstract

The establishment of the Satgas Gotong Royong Pencegahan Covid-19 or Covid-19 Mutual Assistance Officer Unit is a policy taken by the Governor of Bali Province in responding to the rate of spread of COVID-19 in the Bali Province area. This strategic step is a form of harmonization between the Government and its people in preventing the spread of COVID-19. Prevention through this Task Force is an Indigenous Village-based prevention which is seen as effective in preventing the spread of COVID-19 in the Bali Province area and there is a pararem that strengthens the Task Force in carrying out its duties. Using normative research and qualitative descriptive analysis, it can be concluded that the Task Force for Covid-19 Prevention is an implementation of the harmonization of the Bali Provincial Government with the Balinese customary law community in this case the Traditional Village to jointly prevent and break the chain of the spread of COVID-19.

Abstract

This article examines the concept of Negen Dadua marriage in Bali, a unique form of marriage recognized within Balinese Customary Law. This concept has emerged as a solution to inheritance and lineage issues, particularly in families without male children. The research method employed is normative-conceptual, utilizing primary and secondary legal sources. The analysis reveals that Negen Dadua marriage, recognized under national and Balinese customary law, accords both husband and wife the status of purusa, allowing them to maintain responsibilities and rights within their respective families. This study finds that Negen Dadua marriage not only complies with Balinese Customary Law and Hindu religion but also reflects a shift towards gender equality. It offers a solution to the inequity in inheritance and social roles between men and women. This indicates a positive development in social and legal awareness of gender equality in Bali, especially in family law. This marriage form, embodying gender equality, presents an efficient solution to inheritance issues without disadvantaging any party. The article concludes that Negen Dadua marriage is a manifestation of gender equality within the Balinese Customary Law community and represents a progressive step towards recognizing women's rights. Abstrak Artikel ini mengkaji Perkawinan Negen Dadua di Bali, yang merupakan bentuk perkawinan alternatif dalam Hukum Adat Bali. Konsep ini muncul sebagai solusi untuk masalah pewarisan dan keturunan, terutama di keluarga tanpa anak laki-laki. Metode penelitian adalah normatif konseptual, menggunakan sumber hukum primer dan sekunder. Analisis menunjukkan bahwa perkawinan negen dadua, diakui dalam hukum nasional dan adat Bali, memberikan status purusa kepada kedua suami dan istri, memungkinkan mereka mempertahankan tanggung jawab dan hak dalam keluarga masing-masing. Studi ini menemukan bahwa perkawinan negen dadua bukan hanya mematuhi Hukum Adat Bali dan agama Hindu, tetapi juga mencerminkan pergeseran menuju kesetaraan gender, menawarkan solusi untuk ketidaksetaraan dalam pewarisan dan peran sosial antara laki-laki dan perempuan. Ini mengindikasikan perkembangan positif dalam kesadaran sosial dan hukum tentang kesetaraan gender di Bali, khususnya dalam hukum keluarga. Perkawinan ini, sebagai wujud kesetaraan gender, menawarkan solusi efisien untuk masalah pewarisan tanpa merugikan pihak mana pun. Artikel ini menyimpulkan bahwa perkawinan negen dadua adalah manifestasi dari kesetaraan gender dalam masyarakat Hukum Adat Bali dan merupakan langkah maju menuju pengakuan hak-hak perempuan.

Abstract

Sexual violence against children is a multidimensional problem that intersects with legal, social, and psychological domains, particularly concerning girls as the most vulnerable group. This article is situated within the discourse of criminal law and child protection, aiming to examine the causes of obscene acts against girls in Denpasar City and the forms of legal protection provided to the victims. This study employs an empirical legal approach, with research conducted at the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA) and Denpasar City Police (Polresta Denpasar). Data were collected through observation, structured interviews, and literature study. The findings indicate that acts of molestation are influenced by internal factors such as psychological vulnerability, and external factors such as lack of parental supervision, low education levels, and negative environmental influences. The resulting impacts are severe, both physically and psychologically. The legal protection provided includes juridical and non-juridical aspects, implemented by institutions such as UPTD PPA and the Police's Women and Children Protection Unit.

Abstract

During the Covid-19 pandemic, there are many changes in society. These changes occur in changes in people's lives, education, and even religious aspects. In responding to this pandemic, the community also strengthened their faith to stay strong and positive in life, one of which was to understand the concept of the Three Basic Frameworks of Hinduism. In this concept, it is explained that humans in facing their life that exist are due will and on the based on “karma”. Nevertheless, humans continue to worship both individually and in groups (in the form of ceremonies) to address this problem from the noetic aspect; while the ceremonies should still observing the health protocol. This paper use the literature study method by collecting references or literature from various sources such as books and the internet related to this paper. This paper aims to describe the views on strengthening religious beliefs by Tri Kerangka Agama Hindu concept in this pandemic.

Abstract

This research aims to analyze the concept of ancient Balinese yoga philosophy and to revitalize it as a tourism destination. Through this research, it is hoped that practitioners, universities, and society can consider ancient Balinese yoga as an alternative tourism destination in Bali. This research uses a qualitative research method. The data collection method includes observation, interviews, documentation, and literature review. The analysis techniques used are data reduction, data presentation, and data verification. The theories supporting this research are communication semiotics theory and practice theory. The findings of this research are threefold: 1) the historical and static development of ancient Balinese yoga, 2) the philosophy of yoga in the Windu Sara Foundation consisting of various philosophical knowledge, and 3) the revitalization of ancient Balinese yoga as an alternative tourism destination can be applied as a form of religious tourism.

Abstract

This article explores the intersection of the putrikā provision in Hindu law and the sentana rajeg practice in Balinese customary law through the lens of gender equality in inheritance. Putrikā, as articulated in the Manava Dharmasastra, legitimizes the appointment of daughters as heirs in the absence of sons, preserving both lineage (gotra) and religious duties. Likewise, sentana rajeg enables daughters to assume hereditary roles within Balinese adat, including through nyentana marriages. This study applies a normative legal methodology incorporating conceptual, historical, and statutory approaches. It finds that both legal traditions, despite their patriarchal foundations, contain adaptive mechanisms that acknowledge female inheritance under certain conditions. These mechanisms reflect a legal pragmatism oriented toward maintaining familial and spiritual obligations. From a modern human rights perspective, these customary norms require reinterpretation to align with principles of substantive gender equality. Strengthening women’s inheritance rights not only promotes justice within traditional societies but also reinforces the legitimacy and adaptability of customary law in a globalized context. The article argues for collaborative legal reform involving customary authorities, state institutions, scholars, and civil society to create inclusive, equitable inheritance frameworks that respect both tradition and contemporary gender norms.
